Release of Maryland Functional Reading and Mathematics Tests and
Maryland Writing Test Results
Attached is the report on the results of last year’s Maryland Functional Tests. These are results
from the countywide census administration (first administration), which includes all seventh
graders taking the Maryland Functional Reading and Mathematics Tests and all eighth graders
taking the Maryland Writing Test. Countywide results of the 2001 census administration
revealed that 71 percent of the students passed mathematics, 94 percent passed reading, and 87
percent passed writing. The System of Shared Accountability (SSA) standard of performance
for schools on the Maryland Functional Tests is that at least 90 percent of students pass these
tests on the first administration.
All but five (86 percent) of the 35 middle schools represented in this analysis met the SSA
standard in reading, while 18 schools (51 percent) met the SSA standard in writing. Only two
schools (6 percent) met the mathematics standard.
Disaggregation of results by racial/ethnic groups shows that in most middle schools there is a
gap between racial groups’ passing rates for reading, writing, and mathematics. In general, the
gap in reading and writing is smaller than in mathematics, where the disaggregation reveals a
wide range of variances in passing rates between African American and Hispanic students and
their White and Asian American peers within and across middle schools. Students receiving
support services—English for Speakers of Other Languages (ESOL), Free and Reduced-price
Meals System (FARMS), and special education—scored lower than students not receiving these
services, particularly on the mathematics test.

RESULTS OF THE 2001 ADMINISTRATIONS OF THE MARYLAND FUNCTIONAL
READING AND MATHEMATICS TESTS AND THE MARYLAND WRITING TEST
The Maryland Functional tests assess minimum competency skills in reading, mathematics, and writing.
Passing these tests is a requirement to receive a Maryland high school diploma. Students in Montgomery
County Public Schools (MCPS) take the Maryland Functional Reading Test and the Maryland Functional
Mathematics Test in Grade 7 and the Maryland Writing Test in Grade 8. Students have several yearly
opportunities to pass these tests.
This report summarizes results of the 2001 census administrations of these tests for general education
students and special education students receiving fewer than 15 hours of services. These results are
different from the ones associated with the Maryland School Performance Program report, which are the
cumulative passing rates on these tests by the end of Grade 9 and Grade 11.
Countywide Overall Results
Countywide results of the 2001 census administrations
of the mathematics, reading and writing tests showed
that a high percentage of students are passing these
tests. However, they tend to perform relatively better
on the reading and writing tests than on the
mathematics test. Thus, the passing rate for the reading
and writing tests was 94 and 87 percent, respectively,
compared to 71 percent for mathematics.

The disaggregation of countywide results by racial/ethnic groups reveals a gap in passing rates on these
tests. Thus, the percentages of Asian American and White students passing the mathematics, reading, and
writing tests were greater than the percentages of African American and Hispanic students. This
difference in performance was narrower in reading and writing (about 12 to 14 percentage points,
respectively) than in mathematics (about 38 points). Except for writing, there were little or no differences
in performance by gender. In writing, female students had a 10-percentage point lead over male students.
Countywide Trends
Although the performance of Grade 7 students on the mathematics test has fluctuated more frequently
than their performance on the reading test, the percentage of students passing these tests has remained
stable since 1994, the first time MCPS seventh graders took this test. Passing rates for the Maryland
Writing Test have varied moderately since 1997, the first time MCPS eighth graders took this test.

Number of Schools at Performance Standards Based on the System of Shared Accountability
The System of Shared Accountability (SSA) standard of performance for schools on the Maryland
Functional tests is that at least 90 percent of students pass these tests on first administration. All but 5 (86
percent) of the 35 middle schools met this standard in reading, while 18 (51 percent) met it in writing.
Only 2 schools (6 percent) met the mathematics standard. Hoover was the only middle school meeting
the SSA standards in all three tests. The differences in passing rates ranged from 15 percentage points in
reading, to 40 points in writing, to 49 points in mathematics.
Results by Race/Ethnicity within Schools
Disaggregation of results by racial/ethnic groups within each school shows that there are minimal

percentage points or less. The number of Hispanic students tested in each of these schools, however, is
fewer than 20 students. Silver Spring International, Key, and Takoma Park, all schools where the number
of African American and Hispanic students is relatively large, along with Westland and Ridgeview have
the largest differences in passing rates, ranging from 45 to 70 points.
