Clarksburg Cluster Elementary School Boundary Advisory Committee Report June 14, 2013 Background On November 19, 2012, the Board of Education authorized a boundary study to establish the service area for the new Clarksburg Cluster Elementary School. The new school will be located at 12420 Blue Sky Drive, Clarksburg, Maryland, and will open in August 2014. The school is needed to address enrollment growth and space deficits at Cedar Grove and Little Bennett elementary schools. Scope of the Boundary Study The Board of Education established the scope of the boundary study to include Cedar Grove and Little Bennett elementary schools. Both of these schools are receiving additional students, primarily as a result of new home construction in the Clarksburg Village and Arora Hills communities. Cedar Grove Elementary School is currently 106 students over capacity and Little Bennett Elementary School is currently 284 students over capacity. Community Representation The Boundary Advisory Committee was composed of six representatives of Cedar Grove Elementary School, five representatives of Little Bennett Elementary School, and two Clarksburg Cluster coordinators. The role of committee members was to present the issues and concerns of their schools and communities. Committee members developed criteria that were used to evaluate boundary options. Committee members also served as liaisons to the communities they represented—obtaining feedback on the boundary options and sharing this feedback with the committee. Appendix A lists the names of representatives and Appendix B presents the charge of the committee. Staff from the Montgomery County Public Schools (MCPS) Division of Long-range Planning, Department of Facilities Management, facilitated the meetings and prepared boundary options and other information requested by the committee. Meetings The Boundary Advisory Committee met on the following dates: March 4 and 19, April 10 and 22, May 6 and 29, 2013. All committee meetings were held at Little Bennett Elementary School in the media center. In addition to committee meetings, two public information meetings were held: the first meeting was held at the beginning of the process on February 27, 2013, and the second public meeting was held at the end of the process on June 5, 2013. Both of these meetings were held at Little Bennett Elementary School in the all-purpose room. At the first public information meeting, MCPS staff explained the steps in the boundary study process and addressed questions. At the second public information meeting, MCPS staff presented all of the options that were developed for the committee and addressed questions. Attendees at this meeting were invited to complete feedback forms stating their views on the options. All boundary study materials and meeting summaries were posted on the MCPS website at— www.montgomeryschoolsmd.org/departments/planning/CommunityInfo_Boundary2.shtml 1 Committee Criteria At the first meeting of the Boundary Advisory Committee on March 4, 2013, committee members developed a list of criteria that they felt were important in the evaluation of boundary options. In addition to the criteria, the committee was apprised of guidelines presented in Board of Education Policy FAA, Long-range Educational Facilities Planning, and MCPS Regulation FAA-RA, Long-range Educational Facilities Planning. Each committee member had the opportunity to present criteria. The criteria are not presented in any type of rank order. Boundary Advisory Committee Criteria Keep communities together. Avoid reassignment of areas that were reassigned in past boundary changes. Minimize travel distances to schools and maximize walking access. Consider the impact of the opening of the new Clarksburg/Damascus Middle School in August 2016. Ensure safe walking access for students. Minimize island assignments and promote contiguous service areas. Keep schools within their capacities. Maintain diversity at schools, including race/ethnicity, Free and Reduced-price Meals System (FARMS), and English for Speakers of Other Languages (ESOL). Distribute areas with future development to multiple schools. The Boundary Advisory Committee also identified three issues regarding the implementation of new boundaries. These are of concern regardless of the boundaries ultimately adopted. Boundary Advisory Committee Implementation Issues Minimize the number of students who are driven to school who reside in the walk area. Analyze walking routes to schools to ensure they are safe. Additional stop signs are needed in some areas to provide safe walking routes. Provide flexibility for student Change of School Assignment requests during the first year of the boundary changes, the 2014–2015 school year. Since the new school is likely to open with Grades K–4, enable students reassigned to the new Clarksburg Cluster Elementary School to remain in their current school of attendance during the 2014–2015 school year in cases where a Grade 5 sibling is grandfathered at the current school of attendance. Boundary Options and Evaluations The Boundary Advisory Committee members reviewed and approved this report at the May 29, 2013, meeting and submitted committee member evaluations of all of the boundary options. (Some representatives did not submit evaluations.) In addition, a position paper from the Cedar Grove Elementary School Parent Teacher Association (PTA) was submitted. No middle school or high school boundaries will be changed as a result of this process. At the conclusion of the process, a report to the superintendent of schools will be submitted from the committee that will include option evaluations by committee members and school Parent-Teacher Association position papers. The report to the superintendent of schools is due by June 14, 2013.
