Results of the New SAT for the 2007 Graduating Class
The continuing initiative to place more students on the pathway to college yielded the largest
number of students ever to take the SAT last year in the history of the Montgomery County
Public Schools (MCPS)—7,660 students (79 percent of the senior class), with African American
and Hispanic students accounting for more than three-fourths of the 469-student increase,
representing the largest participation for either group. Consistent with national research on the
effects of increased participation by students with various levels of preparation, the greater
number of students taking the SAT in MCPS significantly changed the systemwide average
score. The increased participation correlated strongly with a 10-point decline in the overall
combined average score (1624), including the impact of substantially lower scores of students
new to MCPS.
The systemwide average remained significantly higher than the average score for Maryland
(1498) and the nation (1511), both of which declined by 13 and 7 points, respectively, compared
with the year before. The average score in MCPS was 126 points higher than the statewide
average and 113 points higher than the national average (see Table 1). In addition, both the
national and state scores include the results for private school students as well as public school
students. The MCPS data include the results only for our students.
Among the issues affecting the average scores nationally and locally are the increased length and
difficulty of the SAT and, consequently, fewer students taking the test multiple times in order to
raise their scores. For MCPS, this effect was evident in 2006 with the first administration of the
revised test and it apparently occurred again this past year. The decline in retesting is important,
given our emphasis on increasing student participation. MCPS is among the few large school
systems nationally actively emphasizing a more inclusive and challenging curriculum and greater
opportunities for all students. The impact of these efforts is reflected in the data for student
participation and performance on a systemwide and school level by race, ethnicity, and other
student groups, and years in MCPS (see attached Table 2 through Table 12).
The greater level of inclusion meant, in part, that more underprepared students took the SAT last
year, particularly students with three or fewer years in MCPS (see Table 4), creating a variation

of the complex mathematical effect known as “Simpson’s Paradox.” The paradox occurs when
high scores continue to improve or remain strong but no longer offset the comparatively low
scores of larger numbers of students. This occurred on the 2007 SAT. Indeed, the 10-point
system decline is not evident in the combined average scores for any individual group of
students. The average scores increased for both Hispanic students (1418, a gain of 8 points) and
White students (1736, a gain of 1 point). In addition, while the average score for African
American students (1357) and Asian American students (1706) both decreased, the change was
small, only 3 points each (see Table 3). The systemwide average score declined by more than
three times as much (10 points), due largely to the increase in lower scores.
Nonetheless, the 17-percent and 21-percent increases in the number of African American and
Hispanic students taking the SAT this past year, respectively (see Table 2), are important
milestones for the school system. However, increased participation is only the first step.
Improved achievement of all students who take the SAT is the critical next step. The new scores,
particularly those of African American and Hispanic students, do not yet entirely reflect the work
of schools in improving student achievement.
Preparing for and successfully completing the SAT is a substantial undertaking for any student,
and staff in high schools are devoting considerable resources to this effort, but insufficient years
of enrollment in MCPS are difficult to mitigate. On average, students with only one to three
years experience in MCPS scored substantially lower (181 points) on the SAT than those with
four or more years (see Table 4). The effect is more apparent among African American students
than any other group. Of the African American students taking the SAT, 14.3 percent had three
or fewer years in MCPS, compared with 7.4 percent overall, 9.7 percent among Asian American
students, 7.9 percent among Hispanic students, and 3.8 percent among White students. The
African American students with fewer years of enrollment scored lower than any other similar
group of students on the mathematics, writing, and verbal/critical reading components of the
SAT. The impact was significant. For example, the average combined SAT score was 1285 for
African American students with one to three years of education in MCPS—down 27 points from
the prior year and 84 points lower than the score for African American students with four or
more years in MCPS. In fact, the scores of the larger, more experienced group of African
American students was 1369, a gain of 1 point and 12 points higher than the overall average for
both groups (all African American students). In other words, the increased number of low scores
from students with fewer years of enrollment overwhelmed the higher scores, negatively
weighting the overall average and masking the performance of students with more education in
MCPS. This is an example of the effects of “Simpson’s Paradox” as it affects the average scores
for individual groups of students, not just the systemwide performance.
The potential of MCPS to improve the performance of an increasingly larger number of students
taking the SAT, including steps to offset the “new arrival” effect, is at the heart of our reform
efforts. High schools are implementing important supplemental programs to augment instruction
in what students need to know and be able to do in order to improve their potential for success
across their entire course of studies, not just the preparation for the SAT. The new High School

Plus program, for example, is a substantial component of the effort by principals, teachers,
counselors, and other staff to tailor academic resources and schedules to the needs of students.
Elsewhere, there are other important gains being made among high school students, including
higher results on the 2007 ACT, more National Merit semifinalists, more students taking
Advanced Placement (AP), International Baccalaureate (IB), and honors courses and scoring
higher on AP and IB tests, including important gains among African American and Hispanic
students, and more than $90 million in college scholarships awarded to last year’s graduating
class. There is more yet to come. The first students to benefit fully from the initial reforms that
began in the fall of 2000 are in Grade 7 this year, and that class has established student
performance records at each grade level. The class will graduate in 2013. In the meantime, it is
clear that much more work needs to be done.
Further analysis of the data is under way by the Department of Shared Accountability. I will
continue to keep you informed.
