Report on Honors or Advanced Placement Course Enrollment 2005–2006
Enrollment in at least one honors or Advanced Placement course increased in 2005–2006 for all
students and for all groups of students, except for those with limited English proficiency,
compared with the previous school year. As indicated in the attached report, Honors or
Advanced Placement Course Enrollment 2005–2006, the rate of enrollment has continued to
increase over the last four years (58 percent in 2000–2001) to 69.7 percent of last year’s
comprehensive high school students. For the first time, half of all African American students
(50.7 percent) were enrolled in at least one honors or Advanced Placement course, an increase
from 46.8 percent the previous year. Nearly half (49.2 percent) of all Hispanic students were
similarly enrolled, compared with 45.3 percent the year before. Overall, more than 30,400
students were enrolled in such courses among the district’s 24 high schools, the largest
enrollment ever.
The attached report also provides, for the first time, data in relation to newly established targets
for student participation in at least one honors or Advanced Placement course through 2010. I
will continue to keep you informed.

2005–2006 Enrollment in at Least One Honors or Advanced Placement Course
Continued progress was made during the 2005–2006 school year in increasing the enrollment of
students in at least one honors or Advanced Placement (AP) course in high school. The
Montgomery County Public Schools (MCPS) seeks to increase enrollment in and performance of
all students in gifted, honors, Advanced Placement (AP), and other advanced programs as part of
ongoing efforts to provide an effective instructional program—one of four major goals identified
in Our Call to Action: Pursuit of Excellence.
This report measures the progress all comprehensive high schools have made toward increasing
the enrollment of students in at least one honors or AP course. Additionally, this report includes
performance results on recently established targets that raise expectations and standards for
student achievement and reinforce a commitment to closing the gap in student performance by
race and ethnicity, as well as other student groups. The targets extend through 2010 and reflect
the requirements of national, state, and local accountability mandates for student achievement.
MCPS has undertaken efforts designed to prepare and encourage more students to stretch
themselves academically and to take the most challenging courses. Various systemwide and
individual school initiatives have opened the enrollment and encouraged more diverse student
participation in honors and AP courses. Initiatives include creating a positive school climate that
communicates high expectations for all students, motivating students to participate in
challenging coursework, and removing barriers to the recruitment and selection of students for
enrollment in honors and AP courses.
Honors or AP Course Enrollment
Compared with the prior year, 2005–2006 enrollment in at least one honors or AP course
increased for all students and for all groups of students, except for those with limited English
proficiency (LEP). (See Table 1.) The greatest increase was seen among African American and
Hispanic students, whose enrollment in at least one honors or AP course increased by nearly 4
percentage points. The percentage of White students enrolled in at least one honors or AP course
increased by nearly 3 percentage points, whereas a slightly more than 2 percentage point increase
was seen among students receiving Free and Reduced-price Meals System (FARMS) and special
education services.

During 2005–2006, the percentage of all students and all groups of students enrolled in at least
one honors or AP course was the highest since the baseline year of 2000–2001. (See Table 2.)
Over the five year period, the enrollment of Hispanic, African American, and students receiving
FARMS services increased by more than 15 percentage points; the enrollment of White, LEP,
and Asian American students rose by more than 11 percentage points; and the enrollment of
special education students in at least one honors or AP course increased by more than 7
percentage points.

Advanced Placement Course Enrollment
Advanced Placement course enrollment has been steadily increasing since the baseline year of
2000–2001, with 43.5 percent of all students being enrolled in at least one AP course during
2005–2006. (See Table 3.) Over the five year period, AP course enrollment for White and Asian
American students increased by more than 15 percentage points; enrollment for African
American, Hispanic, and FARMS students increased by approximately 9 percentage points; and
enrollment for LEP and special education students increased by more than 6, and nearly 3
percentage points, respectively.

Strategic Plan Improvement Targets
During 2005–2006, MCPS established targets for honors or AP course enrollment that reflect
rigorous expectations for both the percentage of students enrolled in at least one honors or AP
course and the percentage of schools meeting the expected rate of enrollment. The targets for
honors or AP course enrollment are dual fold: the student performance target designates the
percentage of each student group that successfully meets or exceeds the expected percentage of
enrollment in at least one honors or AP course, while the school-level target designates the
percentage of schools having all students and all groups of students at or above the expected
enrollment rate.
During 2005–2006, 68.4 percent of all students and all groups of students were expected to be
enrolled in at least one honors or AP course. (See Table 4.) Over the next four years, the student
level target for the rate of enrollment in honors or AP courses rises to an expected enrollment
rate of 75 percent in 2010. For the 2005–2006 school year, the expected rate of enrollment in at
least one honors or AP course was met for all students, as well as for White and Asian American
students.

The 2006 school-level target expects 50 percent of all comprehensive high schools to have met
or exceeded the expected honors/AP course enrollment for all students and for all groups of
students. Over the next four years, the target percent of schools meeting expectation rises by 12.5
percentage points each year so that by 2010, 100 percent of all comprehensive high schools
would meet or exceed the expected rate of honors/AP course enrollment.
During 2005–2006, 23 out of 24 high schools (95.8 percent) met the target rate of enrollment in
honors/AP courses by Asian American and White students. (See Table 5.) However, only 9 out
of 24 high schools (37.5 percent) met the expected enrollment rate for all students; 4 out of 24
(16.7 percent) met the expectation for Hispanic students, 2 out of 24 (8.3 percent) met the

expectation for FARMS students, 1 out of 24 (4.2 percent) met the expectation for African
American students; and no school met the expectation for special education or LEP students.
