DCN: 1533 Consolidate Army Test and Evaluation Command (ATEC) Headquarters Recommendation: Realign Park Center Four, a leased installation in Alexandria, VA, by relocating and consolidating Army Test and Evaluation Command (ATEC) with its sub-components at Aberdeen Proving Ground (APG), MD. Justification: This recommendation meets several important Department of Defense (DoD) objectives with regard to future use of leased space, rationalization of the Department’s presence within the National Capital Region (NCR), and enhanced security for DoD Activities. Additionally, the scenario results in a significant improvement in military value. The military value of ATEC’s headquarters based on its current location is ranked 319 out of 334 entities evaluated by the MAH military value model, while APG is ranked 128 out of 334. Implementation will reduce the Department’s reliance on leased space, which has historically higher overall costs than government-owned space and generally does not meet Anti-terrorism Force Protection standards as prescribed in UFC 04-01001. The recommendation eliminates 83,000 Usable Square Feet of leased administrative space within the NCR. The relocation to a military installation outside of the NCR provides dispersion of DoD Activities away from a dense concentration within the NCR. This, plus the immediate benefit of enhanced Force Protection afforded by a location within a military installation fence-line, will provide ATEC’s Headquarters with immediate compliance with Force Protection Standards. Its current location is non-compliant with current Force Protection Standards. APG has available, vacant administrative space that can support this space requirement without the need for need for new MILCON. This recommendation has the added benefit of allowing ATEC to consolidate its headquarters facilities with its subcomponents that are currently operating at APG: the Army Developmental Test Command and the Army Evaluation Center. Payback: The total estimated one-time cost to the Department of Defense to implement this recommendation is $7.1M. The net of all costs and savings to the Department during the implementation period is a savings of $44.0M. Annual recurring savings to the Department after implementation are $8.7M, with a payback expected immediately. The net present value of the costs and savings to the Department over 20 years is a savings of $125.7M. Economic Impact on Communities: Assuming no economic recovery, this recommendation could result in a maximum potential reduction of 796 jobs (470 direct jobs and 326 indirect jobs) over the 2006-2011 time period in the Washington-Arlington-Alexandria, DC-VA-MD-WV Metropolitan Division economic area, which is less than 0.1% percent of economic area employment. The aggregate economic impact of all recommended actions on this economic region of influence was considered and is at Appendix B of Volume I. Community Infrastructure: A review of community attributes indicates no issues regarding the ability of the infrastructure of the community to support missions, forces, and personnel. While the nearest city and airport to APG is Baltimore, approximately 32 miles away, this distance should not inconvenience personnel relocating to this area. There are no known community infrastructure impediments to implementation of all recommendations affecting the installations in this recommendation. Environmental Impact: This recommendation has a potential impact on air quality at APG. At a minimum, New Source Review and permit modifications may be required. This recommendation has no impact on cultural, archeological, or tribal resources; dredging; land use constraints or sensitive resource areas; marine mammals, resources, or sanctuaries; noise; threatened and endangered species or critical habitat; waste management; water resources; or wetlands. This recommendation will require spending approximately $42,500 for environmental compliance activities. This cost was included in the payback calculation. This recommendation does not otherwise impact the costs of environmental restoration, waste management, and environmental compliance activities. The aggregate environmental impact of all recommended BRAC actions affecting the bases in this recommendation has been reviewed. There are no known environmental impediments to implementation of this recommendation. Scenarios for Major Administrative and HQs Activities have been constructed to accommodate the current and surge requirements. Since the manpower levels remain generally stable through FY 2011 within this Force & Infrastructure Category (F&IC) for all services, and end-strength levels as reported in the 20-year Force structure plan remain relatively flat, it is assumed that the 20-Year Force Structure Plan will have no impact on these scenarios. Deliberative Document – For Discussion Purposes Only – Do Not Release Under FOIA HSA-0065V2 Consolidate ATEC Headquarters • Capacity Analysis Results: The initial Capacity Analysis for MAH was conducted by gathering data across CONUS. These results are summarized on the following tables. The Capacity Analysis Report includes data which compare the total space currently on an installation or occupied by the Activity against what is required at an average space requirement of 200 GSF per person, used as a means to estimate the shortfall or excess of space which may currently exist, after accounting for surge requirements. The scope of work undertaken by the HSA JCSG was generally limited to headquarters and administration facilities located within 100 miles of the Pentagon, unless otherwise specifically defined. As such, the subsequent round of analysis of ATEC’s facilities was limited to its HQ facility, as shown on the Table 3 at the end of this section. Table 3 was used to identify facilities for specific review and to accumulate capacity and other data for use in subsequent analysis tasks. It was determined that Lorton warehouse facility should be excluded from the analysis, leaving only the headquarters space at Park Center IV in the scenario, as illustrated in Table 4 on the last page. Further, the consolidation includes the Developmental Test Command, that also currently resides on APG. FOOTNOTES FOR SCREEN TWO ======================== The COBRA database indicates that the distance between the ATC HQs in Alexandria, VA and APG is 10.4 miles. From a review of the COBRA mileage tables it appears that the distances between ATEC HQs and APG and ATEC HQS and Ft. Belvoir (78.85 miles in COBRA) have been transposed. The distance between ATEC & APG has been manually changed in this analysis (on screen 2) to 78.85 miles. FOOTNOTES FOR SCREEN THREE ========================== All movements are spread over two years, FY07 and FY08. 20% of the personnel are moved in FY07 and 80% in FY08. This is because the ATEC Lease has an end-date of FY08. Not all personnel are moved. The consolidation of the three ATEC HQs at APG results in a personnel savings of 8 Off, 4 Enl and 45 Civilians. The personnel moving do not include these positions and these are taken as a reduction on screen 6. Per HSA direction, personal office equipment for contractors is to be moved as "tons of support equipment". COBRA allows 710 lbs. per government employee when moving personal office equipment and the same factor is applied to compute the tons of contractor equipment. ATEC has 62 contractors moving to APG, at 710lbs per contractor this equates to 22 tons of support equipment. FOOTNOTES FOR SCREEN FIVE ========================= Costs at ABERDEEN Proving Ground are this CRs portin of the cumulative costs generated at APG by all the CRs that impact the installation (12 CRs). One-Time Costs at APG are for Utilities Support for MILCON ($768,734), Environmental costs ($42,463) and IT Costs ($284,313). One-Time Unique Savings are for the cost avoidance associated with AT/FP improvements to the leased space. These savings in the NCR area are estimated at $28.28 per GSF. This proposal eliminates 103879 GSF of leased space and avoids a total of $2,937,698 in AT/FP upgrade costs. Recurring Savings are for lease costs. The lease cost avoidance for leases in NCR is computed to reflect current (FY04) market values for space in the DC area, GSA fees, WHS fees and a 15% PFPA Security Charge. NCR cost avoidance amounts to $37.29 per GSF. This proposal avoids lease costs of $3,873,648 per year from FY09 and out. Threatened& Endangered Species/Critical Habitat Installation has Federally listed species (Shortnosed Sturgeon, Bald Eagle), that affect 17.2 acres of the installation and restricts night time flying operations (protection buffers around nests) on 7.9% of installation. TES already restrict operations. Additional operations may further impact threatened/endangered species leading to additional restrictions on training or operations. Waste Management No impact. Page 3 of 5 #239 – 235,848 acres of Noise Zone 2 extend outside installation, which is not highly encroached by development. #202 – Installation has published noise abatement procedures for main installation and training range but not for auxiliary airfield. #249, #259 – TES listed include Shortnosed Sturgeon (Accipenser brevorostrum) and Bald Eagle (Haliaeetus leucocephalus). The Bald Eagle has delayed operations due to protection of buffers around nests during nesting season on approximately 7.9% of installation. #260 – No critical habitat identified #261 – Biological Opinion for Bald Eagle restricts range operations #262 – Development restrictions reported. Eagles: Existing Biological Opinions have limited impacts as they impose a monitoring responsibility primarily; some sites are protected. The ongoing Biological Assessment and subsequent Opinion will include an incidental take statement and some mitigation limits for some of the SOCOM training functions is expected. The extent of the limits is unclear, as the BA is still in development. Sturgeon: APG has a BA and BO from NOAA containing no limitations. Furthermore, the owner of the leased property will become responsible for all environmental restoration, waste management, and environmental compliance at the leased location upon termination of the lease, the scenario proponent may assume that the closure or realignment scenario will not result in costs related to environmental restoration, waste management, and environmental compliance, unless the lease expressly requires such activities before the lease may be terminated (in which case these costs should be included in the summary). Absent any such lease requirements, the scenario proponent need only request that a summary of Scenario Environmental Impacts be completed by the Military Department or DLA for the gaining installation.
