• Hospital Total Care (Round 2) report,
anticipated to be confidentially released
March 26th

Overview of Method Changes
• Greater specificity in approach to handle cost
outliers
• Stronger risk adjustment that benefited from case
mix method testing

Report Release Timeline
• Early March: Confirm hospital contacts for report
receipt in collaboration with MHA
• Mid-March: Provide update to Advisory Committee

• Early April: Public webinar to discuss reports,
respond to questions
• April: Post-release validation
Legislative Update
• SF2106 (Lourey, Sheran, Rosen) was introduced on
2/27/2014; companion bill HF2656 (Huntley);
• Makes a number of changes to authorizing legislation
in 62U.04
– Establishes a workgroup to develop a framework for
potential expanded APCD use in the future
– Creates new authority for MDH to use the APCD for
specified purposes
– Suspends PPG
Hospital Data Validation Efforts
• RARE Committee Presentation:
– Presented final results of all-cause readmission analysis in
support of PPG reporting (which will not become part of
the overall quality score)
• Conducting series of data validation studies:
– MNHDD
– Hospital providers
– Benchmarking to third-party data (e.g., births, health plan
statistics, registries, etc.)
Data Aggregator RFP Updates
• MDH finalizing negotiations with highest-scoring
vendor
• MDH will communicate final details including
implications for data submitters following contract
execution in mid-March
• Next contract will include efforts to:
– Implement ICD-10 data submission
– More interactive relationship w/data submitters
– Greater coordination w/DHS in submission requirements
