OVERVIEW
During this workshop, presenters will conduct an overview of the new CR Part 154
regulations as they relate to the development ENL (formerly ESL) programs in
schools. The specific focus will be to guide the participants in understanding what
constitutes an effective ENL program, which may include both Stand-Alone and
Integrated ENL instruction and may entail a co-teaching model as indicated in the
NYSED/OBE Units of Study Chart. The new language progressions will also play an
integral part in the design and implementation of ENL programs. Participants will
have the opportunity to design a program at various grade levels that will meet the
required mandates for effective ENL instruction and to engage in discussions about
effective co-teaching models and programming issues.
