http://www.cdc.gov/maso/policy/releasingdata.pdf provides an overview of the considerations for a
data release policy, including distinguishing between data release and data sharing, as follows:
APCDs: Of the 17 states with statutory authority to collect claims data from private payers, 13 are
actively collecting data and 5 states have an active data release process. Three states use the data for
state projects only. APCDs currently do not have the resources in place for data sharing.
