About the Center
The Sidney Kramer Upcounty Regional Services Center
(SKURSC) is one of five MontgomeryCounty outreach offices. The Upcounty Center is the largest
of the five centers with 100,000 sq. ft. of space, and 11 agencies (see "Services at the Center"
for a complete listing). It provides services for citizens and businesses of northern Montgomery
County.
The Center's service area is the largest of the five centers with 250 sq. miles or one-half of the
County's land area. The Center's service population is approximately 300,000 people in several
communities including Gaithersburg, Germantown, Clarksburg, Damascus, Goshen, Laytonsville,
Derwood, North Potomac, Darnestown, Boyds, Montgomery Village, Barnesville, Dickerson,
Poolesville, Washington Grove, Beallsville, Hyattstown and Tobytown.
The Sidney Kramer Upcounty Regional Services Center is a full-service center with something for
everyone in the community such as health and human service agencies, a workforce
development office, the County's Volunteer Center, a day care center, and regional offices of the
Montgomery County Public Schools. Approximately 2,000 people a day visit the Center. The
Center also averages 150 meetings per month in its four meeting rooms that are available for
public use. The Center is open five days a week, Monday through Thursday from 7:45 a.m. until
9:00 p.m. and Friday from 7:45 a.m. until 5:00 p.m.

Consequences that Work

Preventing and Reacting Responsibly to Child Abuse and Neglect

signs of child abuse and neglect, evidence-based treatment practices and skills to prevent,

Developing Study Skills for Students with Attention Deficit Hyperactivity Disorder
(ADHD)

For some kids studying comes easy, but for many it can be quite a struggle - especially if
they are prone to getting distracted or feel unmotivated. In this workshop, parents will
explore effective strategies to build solid study habits. Executive functioning skills, skills that
our children use to keep track of time, stay organized and finish projects, will also be
discussed. Facilitated by Children and Adults with Attention Deficit/Hyperactivity Disorder

School-Based Services
YOUTH MENTORING
Through the provision of mentoring and academic supports at Gaithersburg Middle School, Youth Mentoring
@ Community-Based Youth Services helps young men find the discipline and confidence to make safe and
positive life choices.
LINKAGES TO LEARNING (LTL)
A comprehensive arrary of school-based mental health services is provided in five elementary and two middle
schools in Montgomery County. Services include individual, family and group therapy; psychiatric assessment
and intervention; case management; and, prevention/early intervention services.
REGIONAL YOUTH SERVICE CENTERS
Prevention and early intervention youth and family services are offered in the upper areas of Montgomery
County providing evidence-based services to strengthen individual and family resiliency through our "Youth
Service Bureaus" and centers.
Community Support Services
HOUSING COUNSELOR
Relocation and renter assistance and help in applying for county rental subsidy programs, eviction prevention,
money/debt management, and other services, are provided for Gaithersburg residents.
CAFE MONTGOMERY MD
The Coalition for the Advancement of Financial Education promotes high quality financial education for
county residents by providing the tools for making informed decisions about saving, spending, borrowing, and
managing credit.
FINANCIAL WELLNESS
FSI and the Maryland CASH (Creating Assets, Savings, and Hope) Academy Program offers free financial
education workshops in English and Spanish within the Gaithersburg community.
HEALTH CONNECTOR PROGRAM - AFFORDABLE CARE ACT
Working with Montgomery and Prince George's County officials and other connector entities, recruitment and
enrollment under the Affordable Care Act is provided for the Maryland Health Benefit Exchange as well as
expanded Maryland Medicaid.
NEIGHBORHOOD OPPORTUNITY NETWORK
In partnership with Montgomery County and other nonprofits, the "NON" located on the FSI Nonprofit Village
Campus in Gaithersburg provides assistance for emergency services—utilities, rent, food, health care, legal
matters, foreclosure prevention, free financial literacy workshops, and workforce development.
SUPPORT CENTER
A medical day program is provided, serving Montgomery County adults, many of whom are senior citizens
with health problems—physical and/or psychiatric—often with cognitive and intellectual impairment.
CREATIVE FAMILY PROJECTS, LLC
Creative Family Projects identifies problems and provides solutions by synthesizing information from
organizations, institutions and corporations into booklets and training modules for the benefit of children,
youth and families.
HOUSING INITIATIVE PROGRAM
The Housing Initiative Program (HIP) is designed to reduce the incidence of homelessness in Montgomery
County by providing permanent supportive housing.
Mental Health Services
HEALTH INTEGRATION PROJECT (HIP)
A four-year federal demonstration project funded by the Substance Abuse and Mental Health Services
Administration brings primary health care services on site at FSI's Gaithersburg Mental Health Center for ease
of access and enhanced coordination and integration of care.
OUTPATIENT MENTAL HEALTH CENTER
A comprehensive, community mental health center located on the FSI Gaithersburg Nonprofit Village campus
offers a full range of psychiatric assessment and treatment services.
MONTGOMERY STATION
A community, recovery-focused psychiatric rehabilitation program serving adults in Montgomery County with
mental illness—services include a day program, residential rehabilitation, a mental health vocational program,
and support for independent living. Four HUD, Section 811 projects are operated.
INDEPENDENCE PROGRAM
A community, recovery-focused psychiatric rehabilitation program serving adults in Prince George's County
with mental illness—services include residential rehabilitation, a mental health vocational program, and
support for independent living. Three HUD, Section 811 projects are operated.
TRACKS
A community, recovery-focused psychiatric rehabilitation program serving transitional age youth (18-24) in
Montgomery County with mental illness is provided. Services include a day program, residential rehabilitation,
a mental health vocational program, and support for independent living.
CARELINK TRANSITIONS
Partnering with area hospitals in the wider Maryland metropolitan region, services are geared toward
preventing unnecessary hospital readmissions for patients through case management and coordinated care.
HEALTH HOME
Provides certified care specialists, registered nurses, entitlements specialists and other healthcare professionals
to help manage your overall health and wellness. Health Home provides a unique opportunity to combine
health and mental health care, addressing behavioral, physical and social needs.
ONTRACK MARYLAND
Specialized programs for the early identification, evaluation, and treatment of adolescents and young adults
who have started experiencing certain troubling thoughts and/or experiences, or exhibiting changes in
behavior.

youth, and families with primary and co-occurring substance use problems. In addition, Step Ahead offers
