This estimate was constructed by MDH using responses about health insurance coverage in the past 12 months on the
Health Reform Monitoring Survey – Minnesota (HRMS-MN).

This is a net estimate, and includes uninsured people who gained coverage, and insured people who lost coverage
between 2013 and 2014.

Estimates are generated from two different surveys conducted using different modes. Rates for 2001-2013 are from the
Minnesota Health Access Survey (MNHA), a telephone survey. Rates from 2014 are from the HRMS-MN, a survey conducted
using an internet panel.
The results released in this infographic are consistent with the June 2014 study of the early impacts of the Affordable Care
Act in Minnesota which estimated a statewide uninsurance rate of 4.9 percent across all age groups, although the two studies
cannot be directly compared. The study underlying the findings in this infographic includes only non-elderly adults ages 18 to

About the Health Reform
Monitoring Survey – MN
• Results are for Minnesota adults aged 18-64,
not all Minnesotans.
• Children (aged 0-17) or older adults aged 65
or older were not included.
• Respondents to this survey were chosen
from an internet panel designed to produce
Minnesota-specific rates.
• The HRMS-MN is a subset of a national
survey, conducted quarterly by the Urban
Institute and GfK.
• Estimates were constructed based on
respondents who said they gained or lost
coverage in the past year
• 499 Minnesotans participated in the survey
in September 2014; the survey has a margin
of error of 6.8 percent.
