What is a Question Package?
• QPs are (usually) large groups of questions
pertaining to a certain category
– Administrative
– Demographic
– Clinical & Lab Interpretations
– Risk History
– Vaccine History
– Other disease specific QPs

What is a Wizard (aka Virtual QP)?
• Questions arranged to facilitate data entry
• Can be a cross-section of various categories from
various QPs (Administrative, Demographic, etc.)
• Can be used to facilitate CDC reporting
• Is NOT a second copy of data but instead an
alternative way to view and edit the same data
• If you cannot find data on a QP that you entered
in a wizard, you are probably looking in the
wrong place!

Production Cycle
• “PROD” = Production. This is the live data system.
• “DEMO” = Demonstration. Available outside of MDH
for trainings and demos. Does not contain real data.
• Updates on Prod and Demo occur every second
Thursday at 4:30.
– Some diseases have not yet gone “live” and others are still
making changes (including reporting changes required by
CDC)
• Requested changes can take weeks to move from help
desk ticket to update in Prod.
– We need time for development and testing.

ELR and MEDSS
• ELR: Electronic transfer of Lab Results
• Lab reports from six facilities are loaded into
MEDSS daily.
• Test and result combinations are used to identify
to which disease the report should be mapped.
• Each lab report can create a new event in MEDSS;
de-duplication is used to either attach results to
existing events or create new events.
• “New ELR” workflows are used by MDH staff to
review incoming lab results daily.
ELR and MU
• MU (Meaningful Use)
– In an Health Information technology (HIT) context,
defines the use of electronic health records and has
specified criteria for when health information
technology is used in a meaningful manner (including
exchange of data).
• MU and ELR
– refers to the electronic reporting of specified
laboratory test results to public health officials by
eligible hospitals in accordance with applicable law
(state/local) and practice as per the standards and
specifications of the Final Rule for MU Stage I.

ELR and You
• E-mail messages about ELR (such as problems
getting lab reports into MEDSS) have been
going out to all users
– These are mostly relevant to MDH users
– These can be relevant to LPH users to be aware
when events may not be assigned in as timely a
manner as usual
