Goal and Guiding Principles
Goal
The goal of MDH’s Office of Statewide Health Improvement Initiatives (OSHII) technical
assistance (TA) and training system is to build state and local capacity to successfully implement
best practices in health improvement, community engagement and health equity strategies
through policy, systems and environmental (PSE) changes. This approach to TA and training is
designed to support administrative, foundational and strategy skills to advance work in
tobacco-free living, healthy eating and active living.

Systematically coordinate TA between MDH staff, grantees, TA providers and partners
Support grants management (work plan and budget), monitoring and evaluation,
foundational and strategy skills
Emphasize a proactive approach as well as efficient and effective reactive TA
Maximize opportunities to integrate PSE strategies and foundational skills
Utilize quality improvement practices to include continuous feedback loop with grantees
Anticipate trends and prepare for future needs of grantees
Utilize adult learning principles
Deliver quality TA that reflects the capacity of MDH, grantees, TA providers and partners
Coordinate a multi-layered customer service approach that includes a variety of delivery
methods
The variety of delivery methods are described below.
Delivery Methods
Making It Better log – Weekly e-newsletter communication vehicle for all grantees
that provides updates, upcoming trainings, success stories, resources, etc.
Basecamp – Online discussion board and resource repository for grantees that
facilitates peer-to-peer sharing of lessons learned
Individual, one-on-one TA – Phone, email and in-person communication provided
in response to grantees’ individual requests
Delivery Methods
Regional meetings – In-person regional meetings that provide a forum for peer
learning, training and networking on a rotating set of topics

Workshops and trainings – In-person workshops designed to meet the needs of
one or more grantees
Webinars, ITV, conference calls and e-learning (MN Train) – Remote, virtual
training and TA opportunities on a variety of topics
Implementation guides – Online documents that provide grant implementation
