Definition of ‘Tour Operator’
A ‘tour operator’ is:
a person or company who purchases the
different items that make up an inclusive
holiday in bulk, combines them together
to produce package holidays and then sells
the final products to the public either directly
or through travel agencies

• Impossibility of matching/undercutting the big operators’
discounts and still making a profit
