I.
Approval of the Minutes of the Meeting of March 6, 1991: In item ILK. the words "raised the issue
of" were added in place of "distributed her memorandum entitled." The minutes of the March 6
meeting were then approved by unanimous consent.
II.
Announcements
A. It was announced that Associated Students representative Tom Hoffman was attending the
current meeting in the capacity of EPC student representative.
B. Effective immediately, EPC minutes will be circulated only once to Committee members, Associate Deans, and administrative offices. When the minutes are approved, Committee members
will mark their review copies accordingly and note corrections. (Corrections of EPC minutes
will continue to be specified in item I. of subsequent minutes.)
C. Two documents dealing with the Intersegmental General Education Transfer Curriculum were
distributed to Committee members and guests: a question and answer summary and a status
report, dated February 25, 1991, on implementation of the IGETC program.
D. It was announced that the Deans' Council group reviewing the creation of academic departments
and the EPC Subcommittee on the Creation of Academic Departments would hold a joint meeting
on AprilS.
E. A memorandum from Earl Weiss entitled "Administrative Withdrawal for Nonattendance" was
distributed to Committee members and guests. (See V.A. of these minutes for discussion of the
item.)
F.
The Committee agreed to consider Varsity Indoor Track- Men, and Varsity Indoor Track Women, as two new Experimental courses. (See item III. of these minutes, Department of
Intercollegiate Athletics.)
G. It was announced that the Department of Journalism had requested that EPC rescind its
motion of October 31, 1990 that had approved an increase in upper division requirements in the
Journalism B.A. major program from 25 to 28 units, effective with the Fall1991 semester. The
Committee agreed to the rescission. The unit total in the Journalism B.A. major program will
remain at 31 units, satisfying concerns expressed by the Accrediting Council on Education in
Journalism and Mass Communication. Copy for the 1991-92 University catalog will be revised
accordingly.
H. EPC's next meeting is scheduled for Wednesday, April3. The Committee will review the
Comprehensive Learning Experience Program, and then meet with the General Education
----:
Council.

N. Consideration of Proposed University Calendar for the 1992-93 Academic Year: Committee members
directed questions and concerns pertaining to the composition of the calendar to Donald Cameron,
member of the University Calendar Committee. In particular, concern was expressed regarding
the proposed ending dates of the fall and spring semesters.
V.
Old Business
A. Review of Proposed Administrative Withdrawal Policy Revision: The E. Weiss memorandum
(see II.E. of these minutes) was reviewed. During discussion it was agreed that a subcommittee
should be formed to draft catalog language that will inform students that, although it is their
responsibility to officially drop classes, the University may withdraw them from classes
for nonattendance. Committee members Harvey Rich and Cheryl Spector, and Associate Deans
Bracy and Caretta will serve on the subcommittee and report back to EPC.
B. Review of Proposed ROTC Catalog Copy: At its meeting of February 20, 1991, the Committee
approved the following motion:

ROTC Programs so that students will be notified that it is the policy of the Armed
Services not to grant commissions to persons of homosexual orientation upon their
completion of any ROTC program; to inform students of the discriminatory practice
by quoting and including the language used in the Department of Defense policy
barring homosexuals from military service in the ROTC University catalog sections
if the language is deemed by the Committee to be as unequivocal as the statement,
"It is the policy of the Armed Services not to grant commissions to persons of
homosexual orientation upon their completion of any ROTC program."
It was noted at the current meeting that Captain Richard Clark, head of the Naval ROTC unit at
UCLA, had sent a letter dated 6 March 1991 to Admissions and Records Director Lorraine Newlon
requesting both termination of the CSUN component of the UCLA NROTC Program, effective fall
1991, with the understanding that all CSUN students currently enrolled will be allowed to
complete the UCLA NROTC Program, and deletion of the Navy /Marines ROTC paragraph from
the CSUN 1991-92 catalog. It was further noted that EPC student representative Jerry Kaman
had yet to provide the Committee with the Department of Defense language mentioned in the
February 20 motion. Following further discussion, it was

to approve the following sentence for inclusion in the Air Force and Army ROTC sections
of the 1991-92 CSUN catalog: "It is the policy of the Armed Services not to grant commissions to persons of homosexual orientation upon their completion of any ROTC program."
(VOTE: 8 YES; 1 PRESENT)
VI. New Business
A. Discussion of WASC Final Report: Associate Vice President Fieweger distributed an index
containing concerns expressed by the WASC accreditation team in its report of February 1991.
It was noted that many of the concerns expressed by WASC will be addressed by EPC, and that
much of the Committee's work during the next three years will be related to the WASC concerns.
Associate Vice President Fieweger will prepare a revised index listing those issues germane to
EPC; Committee members, Associate Deans and the Council of Chairs will be sent copies of the
revised index.
Discussion dealt with the following:
W ASC reviewers questioned the role of the Director of Academic Advisement because
the University has been slow to recognize the importance of the position, and criticized the
organization of academic advisement at CSUN.
The WASC reviewers' suggestion that General Education Section F courses be made "genuinely comparative" raises serious procedural question for EPC. How would such a change be
accomplished?
The suggestion concerning graduate study needs to be reviewed by EPC. If the graduate
teaching load were to be reduced (as compared to the undergraduate treaching load), EPC
would need to be consulted.
Associate Vice President Campbell will be invited to a future Committee meeting to explain
the budget planning and allocation process and suggest ways that the process can serve the
curriculum more effectively.
The suggestion that the mission statement of the University should be made more specific
was noted.
B. Final Report from the Program Review Committee: Committee member and Coordinator of

Program Review Barbara Swerkes distributed a document outlining the proposed changes to the
policy and procedures governing Program Review at the University and a flow chart
highlighting aspects of the Program Review process. Discussion dealt with the following:
The proposed policy change would replace EPC/GSC Program Review representatives with a
pool of on-campus reviewers.
Previous policy and procedures governing Program Review approved by EPC were never
reviewed by the Faculty Senate.
The involvement of the Vice President for Academic Mfairs in the Program Review process is
a key element in maintaining administrative support for Program improvements.
The proposed policy would charge the Dean of the School with the writing of the Memorandum of Understanding; currently, the Associate Vice President of Academic Programs is
responsible for the Memorandum.
Assessment should be included in the Program Review process.
What is the connection between the Program Review process and the process by which
curriculum is approved?
The Committee agreed that a subcommittee should be formed to address the issues raised at the
current meeting, and that the subcommittee should include EPC and GSC representation, an
assessment expert, and the Program Review Coordinator. Committee members Karin Schminke,
Cheryl Spector, and Barbara Swerkes will serve on the subcommittee, as will Associate Dean
Navarro, Roberta Madison, and Richard Camp. The Graduate Studies Committee will be asked
to provide a representative for the group.
