In continuation of this Office letter of even no, dated 03.03.2008,on the a.bovesubject,I
am directed to say that the Hon'ble Supreme Court of India in SLP (C) No.2429\512004in the
matter of Univet*ity of Kerala v/s Council of Principals, Colleges of Kerala and others, the Apex
Court has expresseddispleasureon the incidents of ragging in the educationalinstitutions despite
directions to prevent such incidents in educationalinstitutions.
(2) In the last hearing held on 10'hDecember, 20A7 in the case related to pre:ventircnof
ragging' in higher educationil institutions the Supreme Court has expressed concern over the
iniiOence of ragging occurring in higher educationalinstitutions and the need to eliminating it
altogether.Accordingly, as directed by the Court, instructionshave been issued by the relr,ulatory
bodies like UGC/ AICfry MCI etc., for inclusion of the clause in the prospectus reglarding
punishment
of studentswith expulsion etc, if found guilty of ragging. The Committee set up by thn

Court to Monitor the measuresbeing taken to prevent ragging has now decided ttnat
along with the number of casesof ragging in the previous academic session,the punislrrments
awarded to those found guitty should also be mentioned fin the brochures/prospectus o'f the
higher educational institution.
(3) It may also be stated that the Report of the Raghavan Cor,nmittee constituter.las per
directionsof the Suptr*. Court of India to give suggestionson meansof prevention of ragging in
educationalinstituti-ons,is already posted on UGC web site www.ugc.ac.in The prescribedfonrral.

b"mmittee to Monitor Measuresto Prevent Ragging
in Higher Educa$onal Institutions appointed by the Supreme Court of India constituted by
Ministry of Human ResourceDevelopment headedby Dr. K. Raghavan,Ex-Director of CBI was
held on 02.04.2008in New Delhi and the Committee has inter-alia given the following directions
to all regulatorybodies:
That the Universities/Collegesshould mention in ttreir prospectus/brochure that tlne
total number of "Ragging Incidentso'taken place in their Institution in each year for
information to the public.
(5) The Ministry of Human ResourceDevelopment,Government of India, Departmentof
Higher bducation, vide their letter No. 9-18/2008(U-5) dated 29th April,2008 has requestedtc:
take up suitablecampaignsagainstragging, inter alia suggestingthe following:
The Institutions may erect suitable hoardings/bilt boards/banners in prominent places
within the campus exhort the students to prevent or not to indulge in ragging and alsn
indicating therein the names of the officials and their telephone number to be contacted in
caseof ragging.
The Educational Institutions may also undertake ar:ryother form campaigns as it mal'
consider appropriate for prevention of ragging.
(6) It is requestedthat necessaryaction may be taken, Thig may also be brought to the
notice of the collegesaffiliated to your university.
(7) Action taken report in this regardmay pleasebe sentto this office early.
