CIRCULAR
The constitution of India ensures equality, freedom, justice and dignity to all individuals and implicitly
mandates an inclusive society for all including Persons with Disabilities (PwDs). Accordingly, in effort to
ensure equal opportunities for Persons with Disabilities and their participation in nation bldg. the
Government enacted “The Persons with Disabilities(Equal Opportunities, Protection of rights and Full
Participation) Act, 1995”. The provisions relating to Education and Employment of PwDs and given in
Chapter V & VI of the Act.
In this regard, all institutions of higher learning were asked to ensure barrier free environment in the
buildings, which would include provisions of ramps, rails, lifts, adaption of toilets for wheelchair users,
brail signages and auditory signals, tactile flooring etc. to PwDs as envisaged in the PwD Act. Recently,
Hon.Supreme Court of India in it’s judgement dated 26/09/2014 have directed all the constitutional body
to implement the provisions of the Act positively by the end of 2014.(UGC letter no.F.6-1/2006(CPP-II)
dated September 29, 2008 and letter no.F.6-1/2006(SCT) dated 30/08/2014 is enclosed for ready reference)
With respect to the above all the affiliated institutions of the University are hereby informed to create
infrastructural facilities as required immediately and submit an implementation report to the University by
2nd of every month at email [email protected]. GTU may take the notice of the same by Local Inspection
Committee of GTU.
Further, this University has already informed all the affiliated colleges and institutions to create
infrastructure facility for the same vide Circular No.:Ref.:GTU/Estate/C-101/Circular/PwD Act
1995/9668/2013 dated 30/10/2013 is published earlier.
