Box 64975 St. Paul, MN 55164-0975 651-201-4500 www.health.state.mn.us/divs/eh Food, Pools, and Lodging Services Section Delegation Agreement The Minnesota Department of Health (MDH) Food, Pools, and Lodging Services (FPLS) Section has the authority to license and inspect food and beverage establishments, lodging establishments, manufactured home parks, recreational camping areas, public swimming pools and youth camps in Minnesota. MDH has formal delegation agreements with local boards of health which give responsibility for regulating the above listed activities to these local partners. If a local jurisdiction (city/county) has entered into a delegation agreement regarding those activities with MDH, the specific license is issued through the local agency. The Delegation Agreement requires MDH to perform program evaluations of all delegated programs. These evaluations ensure that minimum program standards put forth in Minnesota Statutes, Rules, and the Delegation Agreement are in place and maintained, in order to protect public health. Program evaluations are to be completed a minimum of once every five years. Prior to an evaluation, each program performs a self-assessment using the evaluation materials. This identifies gaps and allows program improvements to be made prior to the evaluation. This also allows for open discussion and direct comparison of evaluation and self-assessment results. MDH FPLS Section will be evaluated and perform self-assessments using the same protocol, tools and standards as delegated partners.
