Facility Advisory Process Involvement
Involvement
The preliminary plans for the Bethesda-Chevy Chase Middle School #2 project were developed based on the educational specifications prepared
by Montgomery County Public Schools (MCPS). Through a series of public work sessions, several design alternatives were developed and
evaluated. The proposed plans presented herein were modified and evaluated in accordance with suggestions and recommendations received
during the schematic design work sessions.

History:
Bethesda-Chevy Chase Middle School #2 will be located on a property that was once the home of Kensington Junior High
School. Due to enrollment declines, this school was closed in 1979 and razed. The property was subsequently conveyed to
the Maryland-National Capital Park and Planning Commission (M-NCPPC) for its current use as Rock Creek Hills Local
Park. The property consists of 13.39 acres of land. A reclamation provision in the deed for property enables the school system
to retrieve the property because it is needed for public school use.
Bethesda-Chevy Chase Middle School #2 is needed to address middle school enrollment increases in the Bethesda-Chevy
Chase cluster. Currently, Westland Middle School serves the whole cluster area. In addition, not all grade 6 students in
the cluster are enrolled at Westland Middle School. Chevy Chase and North Chevy Chase elementary schools have served
students in grades 3-6 for many years. The new middle school will enable these grade 6 students to attend a middle school.
The forecast for Westland Middle School, shown in the table below, incorporates the reassignment of grade 6 students from
Chevy Chase and North Chevy Chase elementary schools beginning in the 2017–2018 school year, when the new middle
school opens. Future boundary changes will establish the service area for the new middle school one year before it opens.

Educational Program Objectives
The purpose of this project is to construct a new middle school in the Bethesda-Chevy Chase cluster to accommodate growth and help alleviate
overcrowding at Westland Middle School. The project will meet the requirements of the educational specifications for a new middle school by
providing forty-five (46) teaching spaces for grades six through eight when completed in August 2017.
The new building will be designed for a capacity of 944 students with the core spaces designed to accommodate 1,200 students. Twelve (12)
additional classrooms have been master-planned for future expansion. The building and site will be in full compliance with the Americans with
Disabilities Act (ADA). The project will be designed to achieve Leadership in Energy and Environmental Design (LEED) Silver certification
or higher by the United States Green Building Council (USGBC) under the LEED for Schools rating system.
The flexible building design for the school will accommodate current and future middle school program delivery models and programs. A
philosophy of adaptable classrooms will accommodate various presentation formats and learning activities and interactive education computer
technology has been incorporated in the plan. Multipurpose laboratories will be provided to support a variety of middle school elective offerings
at the school. Science laboratories will be located on each floor to support the middle school team philosophy. Each instructional area will have
adequate learning spaces, work areas, and other support spaces. Furniture that is easily reconfigurable will be provided to maximize flexibility
throughout the school. The school will provide a safe environment for students and staff by including a secure entry and visual monitoring of the
primary building entrance points. The design of the building allows for good internal circulation and for after-hours community use. Support
spaces such as the cafeteria, instructional media center, and gymnasium will be available to the community for use during non-school hours,
while securing the rest of the building.

Site Design
Site Features:
Bethesda-Chevy Chase Middle School # 2 will be located on a 13.39 acre parcel of land on Saul Road in Kensington, Maryland. Until its
demolition in 1979, the site was the home of the former Kensington Junior High School. After the original school was demolished, the property
was conveyed to the Maryland-National Capital Park and Planning Commission, who continues to operate the site as the Rock Creek Hills Park.
However, Montgomery County Public Schools retained the right to reclaim the property at such time as it was needed for use as a school.
The site fronts on and is accessed via Saul Road to the south and Haverhill Drive to the east. The property is surrounded by a mixture of single
and multi-family residences. The developed portion of the existing site consists of grass playfields, paved play courts, and two parking areas.
The undeveloped portion of the site consists of hillside forest stands and a stream buffer along the westernmost boundary of the site. An existing
8-inch diameter Washington Suburban Sanitary Commission water main runs through the property, in and along the stream buffer. The existing
site slopes from the northern athletic fields downgrade to the southwestern portion of the site, draining to the stream just west of the property.
In order to minimize the building footprint and protect the natural site areas, the new school has been designed as a four-story building that takes
advantage of the steeply-sloped areas of the site. Two driveway entrances will continue to serve the new school. The existing south entrance
on Saul Road will be improved and will provide access and parking spaces for approximately 110 vehicles, a student drop-off loop and a service
drive. The existing east entrance driveway on Haverhill Drive will be reconfigured to provide a separate bus loop for 20 buses. The portion
of the site to the north and east of the new school will feature new tennis and basketball courts, a paved sprint running track, two soccer fields
overlaying two softball fields, and a paved wellness path.

Stormwater Management:
A new stormwater management system will be provided to meet Environmental Site Design (ESD) requirements to the maximum extent
practicable and to meet the Montgomery County Department of Permitting Services requirements. ESD options include a vegetated green roof
on the new building, micro-bioretention facilities, and preserving natural forested areas. Underground structural facilities will be proposed in
areas where no surface treatment options are viable.
Utilities:
New utility services, including water, sewer, gas, telephone, data, and electric, will be provided to support the needs of the new school. All utility
service connections will be made to existing utility lines located in and along Saul Road.
Exterior Lighting:
Wall-mounted lighting fixtures will be installed on the exterior of the new building and will be shielded to protect adjacent residences from
intrusive glare while maintaining light levels for safety and security. Pole-mounted parking area lighting fixtures will be 100% down-lighting
to minimize light pollution into the night sky. All exterior light fixtures will be light emitting diode (LED). To conserve energy, all exterior
lighting will operate on timers.

Building Design
General Description:
The proposed four-story building, designed to meet MCPS educational specifications, is organized around a central courtyard. The main
entrance to the school is on the first floor (lowest level) and is located on the west side of the building facing the student drop-off lane. The
administration, guidance, and health suites are located on this lowest level to enhance security and supervision. Also located on the first floor
are the cafeteria, music suite, kitchen, and service area. A secondary entrance, on the second floor, with access from Haverhill Drive, is adjacent
to the bus loading area north of the building. The security office is located at the second floor entrance to provide added supervision. The
building is divided into an activities area and an academic area. Separating activities spaces such as the gymnasiums, instructional media center,
and student dining facilities from the academic spaces allows for community use of the activity spaces after school while maintaining security
for the classrooms. The academic spaces are organized with one grade level per floor. Locker pods are provided for each grade level at the ends
of the corridors and along the courtyard, allowing natural light into the corridors. The gymnasium and locker rooms are on the second floor with
direct access to the athletic fields. Auxiliary gymnasiums are located on the third floor.
Building design goals included:
* Creating a defined and welcoming entry with administrative suite control and supervision.
* Creating a building with functional spatial relationships.
* Creating a building that allows easy supervision of students.
* Allowing convenient and secure non-school hours access to activity areas of the building.
* Designing a building that respects the surrounding neighborhood.
* Minimizing the footprint of the building to preserve existing green space and trees.

Classroom Technology:
Classrooms are designed to support interactive educational technology that includes controlled wireless computer access and interactive
whiteboard systems. Individual classrooms will have distributed computer outlets on the walls and allow multiple group teaching areas within
a classroom. Individual classrooms will be designed to provide flexible teaching spaces, i.e., small group sessions or lecture sessions. Students
can be organized into small groups for project-oriented teaching or face a teacher in a traditional lecture-teaching method.
Code Compliance/Accessibility:
All areas will be designed to meet the most current national and local building codes including fire, life-safety, and health standards. The facility
will be in full compliance with the Americans with Disabilities Act (ADA).
Sustainable Design Intent (LEED):
The project will be registered and certified with Leadership in Energy and Environmental Design (LEED) Silver or higher, through the United
States Green Building Council (USGBC).
• Encouraging alternative transportation to the school by providing conveniently located bike racks and preferred parking for low emitting/
fuel efficient vehicles and carpools
• Preserving a high percentage of vegetated open space to protect the surrounding ecosystem
• Managing stormwater to both reduce runoff quantity and improve quality
• Using highly-reflective roof surfaces to reduce heat island effect and heat gain to the building
• Installing water conserving, low-flow plumbing fixtures
• Optimizing the energy performance of the building by providing a highly energy efficient building envelope, lighting system and heating,
ventilation and air conditioning (HVAC) system
• Optimizing equipment selection, installation, and operation of HVAC equipment through enhanced commissioning of the building systems
• Diverting construction “waste” from landfills that can instead be salvaged for reuse or recycled
• Adhering to construction indoor air quality management plans and using low-emitting building materials to safeguard occupant health
• Providing a high level of occupant control over individual lighting and thermal comfort to promote enhanced indoor environment
• Using construction materials that are recycled and regionally manufactured
• Implementing a Green Housekeeping plan
• Maximizing daylight in classrooms
• Minimizing background noise level from HVAC systems in classrooms and other core learning spaces and control reverberation time with
sufficient sound absorptive materials

Mechanical Systems
Heating, Ventilation, and Air Conditioning System (HVAC):
Heating and cooling for the school will be provided via a two-pipe water source hydronic heat pump (HHP) system. Heat pump units will be
located in small mechanical closets to facilitate maintenance. A geothermal field located under the athletic fields, consisting of 400 to 450 wells,
will be provided as a heat sink for the geothermal heat pumps. The required outdoor air ventilation will be provided by utilizing roof mounted
energy recovery units. These will be provided with supplemental gas-fired duct furnaces for emergency heat in the event of a power outage. The
HVAC design will be compliant with the latest International Mechanical Code.
Plumbing System:
Plumbing fixtures will comply with ADA requirements and will be based on occupancy mix and population. Storm sewer, sanitary sewer,
and domestic water systems will be provided in accordance with the latest Washington Suburban Sanitary Commission (WSSC) Plumbing
Regulations. A new combined fire and water service will be provided with an outside below-grade water meter as required to serve the new
facility. A new gas service is required to serve the kitchen equipment, the emergency generator, and the emergency gas-fired furnaces on the
energy recovery units. The plumbing design will be compliant with the latest International Plumbing Code.
Fire Protection System:
The building will be fully-sprinklered with a wet system in accordance with the National Fire Protection Association Code (NFPA-13) and will
be provided with a voice-annunciated fire alarm system.
Energy Management System:
Prime importance and consideration will be placed on energy conservation and will be reflected in the configuration and orientation of the building,
the selection of materials, and the mechanical and electrical systems utilized. The new building will be compliant with LEED (Leadership in
Energy and Environmental Design) for Schools and the HVAC and lighting designs exceed ASHRAE 90.1-2010 energy requirements and the
International Mechanical Energy Conservation Code.

Electrical Systems
Power System:
Required electrical systems include lighting, power, public address system, fire alarm, emergency generator, separate dedicated power for
computer outlets, and rough-in for telephone/data/video and security systems. These systems will be designed to comply with MCPS standards.
A 277V/480V- 3 phase- 4 wire- 4,000 amp electrical service is anticipated for the new school.
Emergency Power System:
A 130 KW natural gas fired emergency generator will be required to power all life safety, fire alarm, and other equipment such as Internet
Technology (IT), kitchen freezers, and the Energy Recovery Units (ERU) emergency gas heating. Emergency loads will be separated in
accordance with the National Electric Code (NEC).
Public Address System:
A new public address system will be provided to serve the new building. Each classroom will have a call back switch and speakers. The corridors
and restrooms will have speakers only.
Building Security:
The building will include a visitor management system that will provide office staff with the ability to monitor and control visitor access to the
school. The visitor management system will include a computer-based visitor sign-in system that will monitor and track all visitors entering the
school building. The new school also will have a new building security system consisting of motion and contact sensors at all exterior doors that
will be monitored by the MCPS Department of Safety and Security. In addition, a secure entry vestibule will direct all visitors to check in at the
front desk before entering the school with the second set of doors always locked during school hours.

Technology Infrastructure:
The building will be equipped with data/voice/video over internet protocol (VoIP), video and wireless systems. The network system design will
include outlet boxes, conduits, surface raceways, conduit sleeves, and properly sized telecommunications closets for the low voltage systems.
The infrastructure system will consist of a fiber-optic backbone cable system with category 5E UTP cable for station drop connectivity, supporting switched 10/100/1000 Mbps ethernet. With the improved switching systems these systems have the capability of providing a gigabyte
ethernet system with provisions to accommodate future changes in technology. For video distribution, a 1,000 Mhz bi-directional, broadband
distribution system with coax trunk cable and RG-6 quad-shielded coax drop cable will be utilized. The system allows full cable spectrum to
every part of the building with five dedicated channels: one channel for school distribution from the studio, two channels for school distribution
or two-way video from any point in the building, and two spare channels available for future use.
