Through a series of public meetings, several design alternatives were developed and evaluated. The proposed plans presented herein were reviewed and subsequently modified in accordance with recommendations and suggestions received during the schematic design meetings. The current student enrollment is 1,989 students and is projected to be 2,367 students by the 2020-2021 school year. The proposed addition will increase the capacity of the school from the current 1,683 students to 2,398 students with a core capacity for 2,400 students. The project consists of an addition of 34 classrooms and support spaces to meet the program needs of the school. The flexible building design for the school will accommodate current and future high school programs and delivery models. A philosophy of adaptable classrooms will facilitate various presentation formats and learning activities. Interactive education computer technology has been incorporated into the plan. Multi-purpose and flexible spaces will be designed that can be used by both staff and students to collaborate on projects. Furniture that is easily reconfigurable will be explored to maximize the flexibility in the school. Stakeholder outreach efforts consisted of five community meetings during the feasibility study phase in Fall of 2012 and five schematic design work session meetings to elicit student, staff, and community input. Participants were asked to share their ideas, goals and concerns for the project. Questions related to safety and neighborhood impact are addressed in the architectural design that incorporates both active and passive security measures. The architectural design also addresses the existing historic buildings by utilizing sympathetic materials, proportions and rhythms. Safety during construction will consist of fencing to separate school activities from construction on the site. Full height partitions within the building will separate construction areas from occupied areas with positive air pressure on the occupied space to control indoor air quality. Egress paths will be maintained and temporary exits will be created to maintain appropriate safety measures during construction. All egress paths, construction fencing, access, and contractor staging will be reviewed by the appropriate permitting agencies and implementation will be closely monitored to ensure safety and security are uncompromised and impact to neighborhood is minimized. This property is approximately 16.36 acres and is bounded on the south by East-West Highway (MD-410), on the east by Chelton Road, on the west by Pearl Street and along the north by Sleaford Road. The site currently includes the existing Bethesda-Chevy Chase High School, athletic fields, and parking for the school. The site slopes substantially from East-West Highway at its south to the northernmost portions of the property. The slope is addressed with a series of retaining walls and terraces. The areas of greatest topographic relief, which include slopes greater than a 3:1 ratio, occur between the building and the northern athletic fields and between the tennis courts and the baseball diamond. Repairs to the football field and track will be required as a result of construction activities. Additionally, a new raised tennis court structure with additional surface parking below will be constructed. The site currently has 260 parking spaces, including 8 Americans with Disability Act (ADA) accessible parking spaces. The proposed site improvements will increase on-site parking by 71 spaces for a total of 331 parking spaces, of which 5 will be ADA accessible spaces, with 2 van accessible spaces, as required by ADA. Stormwater Management: There are two existing stormwater management facilities located on-site. A majority of the surface runoff is treated by a structural sand filter while an underground detention system that handles larger storms flow. The planned parking area and raised tennis courts are proposed to be connected into the existing stormwater system. Three micro-bioretention facilities will be provided to meet Environmental Site Design (ESD) requirements to the maximum extent possible to comply with Montgomery County requirements. Utilities: The existing utility services are adequate to serve the proposed addition. The existing 8-inch sanitary line that runs from the southwest side of the existing school and through the area for the proposed addition will be relocated and replaced with a new line that will run north and west of the stadium and connect to the 10-inch sewer main along Sleaford Road. The existing facility has two domestic water connections to a 10-inch water main in the Chelton Road and East-West Highway right-of-ways. Existing dry utilities (i.e., gas, electric, fiber and telephone) are sufficient to service the new addition, and no alterations to building services will be required. Forest Conservation: The proposed site improvements have been minimized around the critical root zones of trees in an attempt to retain as many trees as possible. Stress reduction measures such as root pruning will be performed. The traffic study revealed that the proposed classroom addition project at Bethesda-Chevy Chase High School that will increase program capacity at the school to 2,398 students will have minimal impact on traffic operations within the study area, including Pearl Street and Chelton Road. Bethesda - Chevy Chase High School Addition Smolen ■ Emr ■ Ilkovitch Architects Page 3D Project Information (continued) Building Design General Description: The proposed addition is designed to achieve the program requirements outlined in the MCPS Educational Specification. The addition program has been planned in two new wings, to optimize adjacencies to related instructional areas within the existing building. A twostory wing will be constructed along the north face of the existing building. A four-story wing will be constructed directly to the west of the existing gymnasium. The addition will connect to the existing building at the stairwell behind the gymnasium and loop around the northwest corner to connect to the front entrance. The front entrance will be modified to connect the addition at three existing floor levels and provide a more clearly defined main entrance. A new security vestibule will be incorporated requiring all visitors to enter the building through the administrative suite. The two-story wing will be elevated one story above grade to enable pedestrians and vehicles to freely pass below. The space below the addition will be a covered, open air plaza that overlooks the stadium and provides access to the new bleachers. A feature of this wing will be a new dance room opening to a small atrium lobby that connects both levels with views of the stadium below. In the four-story wing, the existing stair tower to the west of the gymnasium will be demolished and an open stair will be provided in its place improving interior circulation and travel times between all levels of the addition and the existing school. Two new stair towers will be added for the required egress capacity and a new elevator will provide accessibility to all four floor levels and the elevated tennis deck level. The elevator will be programmed to ensure building security when the building is closed. The addition’s structure will be steel-framed with all interior spaces defined by masonry partitions. The structural frame will be firetreated, which provides an increase in the allowable building area. A pre-cast concrete structure will elevate the tennis courts above a new parking area. Exterior architectural finishes will be a combination of brick and architectural metal panels that relate to the historic materials of the original facades. The introduction of a glass and metal panel curtain wall system will be used in the raised north facade and west main entrance to take advantage of its light weight properties in the elevated areas. Shading devices have been integrated into the design of the elevations to protect glazed surfaces facing a variety of solar orientations. The design of the new facades are directly derived from the rhythms and proportions of the historic context which have been applied to contemporary building technologies. Alternating materials in a uniform gridded pattern will break down the mass of the building while presenting a cohesive overall appearance. The mobile technology will support flexibility to reconfigure classrooms and learning throughout the instructional day. Full building wireless technologies will enable students and staff to access digital content, curricular, and instructional resources with greater flexibility and efficiency. Code Compliance/Accessibility: All spaces will be designed in compliance with the most current building codes adopted by Maryland and Montgomery County, including fire, life-safety, and health standards. All new work will fully comply with the Americans with Disabilities Act (ADA). Exterior Lighting: The exterior building and site lighting will be designed to shield adjacent residences from intrusive light glare while maintaining light levels for safety and security. The light fixtures will be 100% down-lighting, dark sky compliant, to minimize light pollution into the night sky. The exterior light fixtures at canopies, building, security and parking lots will be light emitting-diode (LED) type fixtures that are long lasting and energy efficient. However, the addition will be designed in accordance with the 2014 MCPS Environmental Sustainability Management Plan. By following the principles listed within this plan, MCPS facilities aim to reduce impact on the natural world, provide healthly learning and working evironments for the community, conserve operational costs, and serve as a teaching tool for the future leaders of the county. Sustainable aspects of the project include, but are not limited to: • • • • • • • • • • • Locating additions and impervious site work on previously paved surfaces to minimize impact on vegetated areas; Installing water conserving, low flow plumbing fixtures to conserve potable water; Installing high performance building envelope materials to reduce heating and cooling loads; Installing energy efficient HVAC equipment to reduce energy use; Installing operable windows to encourage the use of natural ventilation; Installing energy efficient lighting fixtures with occupancy sensors to reduce energy use; Maximizing natural daylighting within teaching spaces; Providing shading devices to minimize solar heat gain and glare; Specifying bulding materials with recycled content to minimize usage of virgin natural resources; Specifying low-emitting building materials to safeguard occupant health; Designing acoustically optimized spaces to enhance the functionality of spaces. Bethesda - Chevy Chase High School Addition Smolen ■ Emr ■ Ilkovitch Architects Page 3G Project Information (continued) Building Design (continued) Mechanical Systems: Heating, Ventilation and Air-Conditioning System: The building addition will be heated and air-conditioned by a four-pipe fan-coil unit system. Ventilation airflow for the building addition will be provided through a series of rooftop energy recovery units. Fan coil units and energy recovery unit systems will be provided with chilled water and heating water from new chilled and heating water plants, complete with a high-efficiency air-cooled chiller and gas-fired condensing boilers. The condensing boilers and associated heating water pumps will be located within the existing mechanical room. The new air-cooled chiller will be located at the roof level of the addition and positioned adjacent to the existing chiller and cooling tower. Chilled water pumps for the proposed addition will be located within the existing penthouse mechanical room and positioned adjacent to the existing chilled and condenser water pumping systems. Plumbing System: Domestic cold water for the building addition will extend from the existing school and will include a new gas-fired water heater for production of domestic hot water within the building addition. Plumbing fixtures will be designed to meet the Americans with Disabilities Act (ADA) and utilize water conservation features. Water closets will be floor-mounted with dual-flush type valves, urinals will be wallhung with pint flush type valves, and lavatories will be individually wall-hung with self-closing faucets. Fire Protection System: The school’s existing fire protection system will be extended to support the addition. The building addition will be fully sprinklered, provided with standpipes, and comply with the National Fire Protection Code (NFPA 13 and 14) requirements. The existing fire pump will remain and support the additional building area. New zone valve assemblies will provided at each floor level of the addition; with sprinkler piping extending from these zone valves to support the addition. Energy Management Statement: Building automation system controls for the addition will be an extension of the existing Andover direct digital control (DDC) system. All new control components will be networked to the central MCPS energy management control system for occupied/unoccupied settings and other energy management routines. Bethesda - Chevy Chase High School Addition Smolen ■ Emr ■ Ilkovitch Architects Page 3H Project Information (continued) Building Design (continued) Electrical Systems: Power Distribution: The existing 277/480V 4000A main switchboard has adequate spare capacity and will be utilized to serve the building addition. New circuit breakers will be installed in the existing switchboard to serve new electrical equipment in the addition. The existing 125 kW outdoor generator will be utilized to serve life-safety and standby loads in the addition. Public Address System: The existing intercom/public address systems will be expanded into the addition. New intercom/public address devices include speakers and call switches in the classrooms and speakers in the corridors. Security System: The existing security systems will be expanded for the addition. Door card access control will be installed where required. Intrusion detection will include motion sensors and door contacts. Video surveillance will include cameras in corridors. Technology Infrastructure: Existing data/voice/video will be expanded for the addition. The building addition will be equipped with data, voice-over internet protocol (VoIP), video, and wireless systems. The network system design will include outlet boxes, conduits, surface raceways, conduit sleeves, and properly-sized telecommunications closets for the low voltage systems. The infrastructure system will consist of a fiberoptic backbone cable system with category 5E UTP cable for station drop connectivity, supporting switched 10/100/1000 Mbps Ethernet. With the improved switching systems, these systems have the capability of providing a gigabyte Ethernet system with provisions to accommodate future changes in technology. For video distribution, a 1,000 MHz bi- directional, broadband distribution system with coax trunk cable and RG-6 quad-shielded coax drop cable will be utilized. The system allows full video cable spectrum to every part of the building with five dedicated channels: one channel for school distribution from the studio, two channels for school distribution or two-way video from any point in the building and two spare channels available for future use.
