Doler carmented on his report attached to the agenda ard reminded Senators that AOF is their organization ard it should be utilized. Jonathan King, Carroll DeKock, Mary Powelson, and Paul Farber were recognized as _ outgoing Executive Committee MeRbers. Incoming President Gary Tiedeman received the gavel from President Doler and presented the outgoing President with a myrtlewood plaque recognizing Dol err s career contributions to the Faculty Senate ard OSU. President Tiedeman then installed Mike Martin as President-Elect; Francie Faulkenberry, Henry Sayre, ard Bill Smart as the new Executive Committee rneniJers; ard welcaned the new r=>. Senators. APPROVALOF PARLIAMENTARIAN - Motion 89-454-01 passed voice vote approving Thurston Doler as Parliamentarian. by AMENDMENTS TO GUIDELINES FOR PROGRAMREDUCTIONS- Al Mukatis has requested a slight rephrasing to his proposal contained in the agerda which is being recommerded by the Executive Committee for Senate approval. The amendnent would strike "use due diligence in" and replace it with "di l i gentl Y", change "seeki ng" to "seek", and change "attenpt i ng" to "attenpt". The proposed amendnent reads as follows: "The University faith place administration paragraph Providing Reduction will act in good and diligently seek out ard et tenpt to the affected faculty member in an alternate position in the University." The proposed amendnent would SUMMARY OF SENATEACTIONS: quarter-equivalent [Includes motions G. Beach; Miller, D. ~illiams: be placed at the erd of 6 on page 6 of. the Institutional ProcedJres for Faculty Input During Program or Departmental or Elimination and/or Financial Exigency. Senator Mukatis explained that this proposal is an attenpt to clarify the board rules. There was no discussion or objection to the rephrasing. Motion 89-454-02 to amend the Guidelines for Program RedJctions by inserting the above sentence passed by voice vote. r>. President M. suffered mobility Tiedeman amounced that D. Curtis a stroke prior to Christmas, is experiencing problems, but is recovering nicely. Mumford some RECCM4ENDATIa-I a-I PROPOSEDSALARYADJUSTMENTS FOR 1989-91 Request by Chancellor's Office as to how, speculatively, OSU might divide !4) any salary increases that may come forth in the future, This was an opportl.l1ity for the Senate to endorse the Faculty Economic Welfare Committee's reconmendation. The FEWC made these recarmendations without the endorsement of the Senate since the Facul ty Senate Office received the request on December 28 and administration needed a reply by the end of the first week in Jan.J8ry (prior to the Senate meeting) in order to formulate their response to the Chancellor's Susan Hron, Benefits Officer, benefits package and stated Office. explained aspects of the that the facul ty benefi ts package is the least costly to the University, because it contains fewer benefits than the Classified or Management Service packages. Senator Shaughnessy, COS, was concerned that benef its should not be the first priority as stated under #1 of the FEWCreport and moved to amend reccmnendation #1 to read: "Faculty should have the option of drawing part of their benefits in the form of a 'cash-back', i.e., as additional salary." [Motion 89-454-03] Following a more cOl1'4'lete explanation of the package from lIP Spanier and lengthy discussion, Senator Francis moved to amend the amerdnent by placing the above statement at the end of #2. The recomnendation would then read: "The !WlIOUOt allocated benefits' should be for an indivicilal's 'faculty equal to the average ~t provided for classified management employees. Faculty should have the option of drawing part of their benefits in the form of a 'cash-back', i.e., as additional salary." [Motion 89-454-04] Motion 89-454-03 #1 was defeated to change the wording hand vote. of reconmendation by present at the conclusion of the presentation. Tiedeman rejected the motion as inappropriate. President Senator Shepard, speaki ng for the Curri culun Council, reviewed procedJres for reconverting semester curricula, what the General Education program should be, and outl ined the achievements made in obtaining the new curricula. Sheperd moved that "The Senate adopt, as the core of its general education requirement. the C!Jarter-equivalent of the Baccalaureate Core reccmnended to the Senate by its Curriculun COI.I1Cil." [Motion 89-454-06] Senator Shepard expressed frustration over the Board's reversal on the semester conversion in light of the fact that OSU had worked diligently to meet the original conversion requirements. VP ANDPROVOSTGRAHAM SPANIER - lIP Spanier spoke briefly on the following items: Recognition of Doler's contributions and leadership as Senate President: mentioned that the OSU portland. Center is now open: reminded Senators that the new Chancellor, Torn Bartlett, will begin on February 6, and that the Legislative Session has be9l.l1;stated that the Faculty Associate Program will continue through next year; OHSU to locate an expansion the OSU c~: and, there arnouncements for OSU on six discussions between OSU and of the School of Nursing on are currently plbl ic service TV stati ons at no charge to OSU. Motion 89-454-05 to approve total passed by voice vote. FEWC's reccmnendations in FACUlTY/UNIVERSlTY CLUB A new faci l ity is now potentially available. If anyone would like to volunteer DETERMINING APPORTla-IMENTCHARTSFOR NO-RANKFACULTY- In the past, the Executive Committee has made the detennination each year of who is excluded in the apport i onnent. However, s i ~e there is turnover with in the EC, the same classifications may not be excluded each year. Stan Miller, Bylaws Committee Chair, appeared before the Senate seeking its ir'9-Jt on who should be excluded, who should enforce the exclusions, and what criteria should be used. Assoc. VP Fullerton explained who has been excluded previously.
