The regular December meeting of the Faculty
Senate was called to order at 3:05 p.m. by
President Dwight S. fullerton in the LaSells
Stewart Center. The Minutes of November 1 & 15
were approved as published in the Staff
Newsletter Appendix.

Elections:
Gary DeLander, Chairman of the Ballot
Counting Committee gave the following report: In
the on-campus election conducted during the
period between November 12 and 19, 701 Faculty
members voted in the Secret Ballot election conducted by mail. Results were that Robert
McMahon, Forest Products, received 372 votes and
Bruce Shepard, Political Science, received 329
votes. Robert McMahon is declared PresidentElect and will take office in January with the
new Executive Committee members and Senators.

For IFS, the results were as follows: Jean
Peters, Home Ec., received 3Q4 votes (and will
fill the three-year term), Gary Tiedeman received
217 votes (and will serve as alternate for one
year), and W. Curtis Johnson received 169 votes.
Election of Executive Committee:
There were five
candidates for the Executive Committee and three
were to be elected. After introducing the candidates who were present, a ballot was taken with
the following results:

President fullerton made several announcements,
including the notation that President Byrne, who
was scheduled to be introduced and welcomed to
the Senate, was back in Washington D. C.
Dean Lyle Calvin, Graduate School, reported that
President Byrne was there to deliver the keynote
speech to the annual meeting of the Council of
Graduate Schools, a signal honor, he noted.
University Goals Co.-ission:
President fullerton
reported to the Senate that the Executive
Committee had forwarded to President Byrne its
motion of the October 4, 1984 "Recommendation to
President-Designate Byrne by the OSU faculty
Senate," and that the topic was discussed in a
recent Executive Committee-Past Presidents
meeting with President Byrne. President Byrne
expressed keen interest in a re-examination of
OSU's goals, placed considerable emphasis on the
process of selection, and possible members for
the Commission itself. He promised to keep the
Senate apprised of developments on this matter.
A meeting of about one and one-half hours between
the Executive Committee and past Senate

Fullerton noted that in
preparing its case for salaries for the Legislature, the Board made comparisons with other Land
Grant universities, the Nation's top 120 universities, and Western universities.

Reports from the Executive Office:
Vice
President Parsons reported the Governor's budget
recommendations by ci ting the amount requested by'
the OSBHE and the amount the Governor will recommend to the Legislature.
The following are key
items in that list:
The essence of Parson's report was that the total
Improvement Package of $128.4 million the OSBHE
recommended to the Governor was reduced to $69.5
million.
Some specific categories and their
requests and budgets were:

New OSU Building (Snell Hall renovation for
instructional purposes) requested $1.lM1 budget
1.lM; Facilities maintenance requested ~14.5M,
budget $6M, however, the funds are .to be
recurring; "Hi-Tech" requested $17.6M, budget
$11.6M.
This category appears also in an
Economic Development section of the State Budget
in which General and Lottery funds are mingled.
Specific funds are designated.
For example: OSU
is budgeted for $4.82M for Engineering, Bio-Tech,
Gene Research, and start-up money for agribusiness with EaSC. Other budgeted items are:
UO, $4.1M; PSU, $1.06M; $125,000 for Forestry
Research Lab to study the" impact of forestry
practices on fish habitat."
New Senator Orientation:
The annual Orientation
Newly-Elected Senators, which originally had
been planned for January 3, (in conflict with the
OSU-UCLA basketball game at OSU) , in deference to
a realistic heirarchy of priorities, has been
moved to Monday, January 7, at Nendel's Inn. The
program will begin at 2:30 p.m. and conclude at
about 8:00 p.m.

Q.:.. Curtis Mumford Faculty Service Award:
President Fullerton announced that the deadline
for nominating Faculty for this award is January
25, 1985; Criteria and Guidelines have been sent
to all Faculty, and published in the Staff
Newsletter.
Reports Froll The Faculty:
Faculty Status Co•• ittee Report, Dale McFarlane,
Chairman, reporting •. A memorandum from the
Chancellor's Office dated November 30, proposing
changes in the sick leave policies, was referred
to the Faculty Status Committee and the Faculty
Economic Welfare Committee for their study and
comment.
The Faculty Status Committee addressed
"non-economic" aspects of these recommendations,
Chairman McFarlane reported, and forwarded .its
suggestions for·changes through channels to the
Board; some of its recommendations were incorporated in a -eubsequent draft. (Copies of the
Faculty Status Committee's recommendations can be
found in· the December Senate Agenda, pp. 5-6.)
Dean Nicodemus noted that the' Board is seeking
additional suggestions which must be available in
time for the Board's meeting on January 18,1985.
Buildings in the economic development package
included $8.6M for OSU Electrical and Computer
Engineering, improvements in Snell Hall and
Bachellor Hall. Other examples in this budget
area are: UO $12M; OIT $6M; PSU $7M (for
Professional School Building.)
$lM is included for the Oregon Educational
Coordinating Commission to continue grants in
select areas, principally in computer science and
engineering.

budgeted $6M ($2.5M requested for acquisitions

The Faculty Economic Welfare COmllittee,Robert
Michael, Chairman, also reported on this item
(Details of its· report are in the December Senate
Agenda,pp.
3-4.) Chairman Michael reported that
the two committees (Faculty Economic Welfare
Committee and Faculty Status Committee) had
traded drafts of their analyses of the original
proposals.
He ·noted that the only significant
difference between the two committees was the
Faculty Economic Welfare Committee's recommendation to abolish a "two-year" limit on one provision. President Fullerton noted that Dean
Calvin, who represents OSU on the Academic
Council, and which meets prior to the Board's
meetings to discuss significant issues, has been
assertive in seeking Faculty input on the Sick
Leave matter as well as other topics. Other
refinements of Sick Leave policy were discussed.
Several peole made the 'point that Sick Leave
accrual has very significant implications for
one's retirement and its accumulation and the
records of its accumulation are no trivial
matter.
All the institution specific items. disappeared
from budget requests as did $1.2M for basic
research, Parson reported.
He voiced the opinion
that in spite of the cuts from the Board's
requests, the. Governor's budget recommendations
are "the best higher education budget to come out
of the Governor's office since the one by
Governor Robert Holmes back in the late 1950' s ;"

Executive Office's actions on the Category I and
II recommendations of November 15, 1984. He
suggested that we should ask for a report, since
