ROLL CALL
The Faculty ouncil met in regular session at 4: 00 p ,m, in
Memorial Uni n 208 with President Strand in the chair. Members present were: Anderson, Blaney (for Frazier),
Bogart, Carl'n, Carlson, Cheldelin, Clinton, Colby~ Crooks"
Foreman, Fri ay, Gibson, Goode, Groshong, Heston, Ingalls,
Knudsen, Kra t, Li., Mackey, MasE~r, l'1illigan,Moor, Ordeman,
Orner, Pilch r, Poling, Pratt, Fleichart, Robertson, Robinson, Schaloc (for Wiggenhorn), Schultz, Sciuchetti~ Slabaugh, Smith, C.W. Smith (for Beck), Stone, Strand, Strickler, Trigg, inger, Youngberg. Absent were Bergstrom,
Boyd, Crosse , Gilfillan, Gill, Gleeson, Gray, Hansen,
Keene, Knapp, Langton, Lemon, McClellan, McCullough, :Hiller,

President st and said consideration of the minutes of the
11 October 1 6 meeting was in order.

RECOGNITION
OF NEW MEMBER
President st nd announced that Professor L. B. Strickler
had been cho
a member of the Faculty Council to replace
Professor E.
Easton who was on attached duty at Kasetsart Univers'ty in Thailand.
COMMITTEE ON
BYLAWS
Dr. Bogart, c airman, reported for the Committee on Bylaws.
He named the embers of his committee. He distributed
copies of th, report and read it to the Council. He announced that a co
would be mailed the following morning to each
Faculty Council member not present. While action on the
recommendati
s would not be in order until one month after
presentation, he said that discussion and questions would
be welcomed. Various questions and comments followed.
ELECTION OF
NOMINATING
COMr-lITTEE
Nominations I~re declared in order for a Nominating.committee to propose nominations for officers for 1957.
Dr. Carlin nobinated Dean Colby, but Dean Colby explained
that he had been chairman of the Nominating Committee last
year and felt hp. should withdraw his name. Dr. Foreman
nominated Dir~ctor Carlson. Dr. Friday nominated Dean
Poling. Professor Sciuchetti nominated Dr. Ordeman. No
other names flre proposed in the' appointed group. President Strand called then for names from the elected group.
Dean Moor nominated Miss Ingalls. Dr. Schultz nominated
Dr. Cheldelin. Dr. Bogart nominated Dr. Li. Motion was
made and seconded that nominations be closed and the nominees be declared elected. President Strand named Director
Carlson as chairman.
COMMITTEE ON
ADVANCENENT
OF TEACHING
President st nd called on Dr. C. L. Anderson, chairman,
to present t e thinking of the Co~~ittee on the Advancementof Teac ing, together with the recommendations of
the Committe , particularly on the question of recognition
of outstandi g teaching. Dr. Anderson spoke of the need
to emphasize eaching service because of the rise of
emphasis on
her major functions in higher education. He
spoke specifi ally of the project last spring under which
a small grou. of faculty people were honored as tlrepresentatives of t e outstanding teachers of Oregon state College.
He said that the choice was not on a popularity basis.
He spoke of odifications t.hat might be made in method of
selection.

recognize ou standing teaching? (2) Is the method of

Moved (Trigg)j and seconded (Maser) that the Committee be
requested to pontinue the program of recognition of outstanding teaching with the method of selection and of
honoring those selected left to the committee. Carried.

and President Strand said he wou Ld consult Mr. Carter to
determine his wishes in relating his awards to a wider
program.
