President Strand caJled the Faculty Council to order in special
session a·~ 4:00 o 'c ock uith the f'of.Lowfng members present:

AGENDA
President Strand an ounced that the agenda for Faculty Council
meetings troukd be p inted in the Fac\ilty Bulletin preceding
meetings.
STATE
LEGISLATURE
President Strand in roduced Dr. John R. Richards, Vice ChancelJo r
of the Oregon State System of Higher Education.
He asked him
to make any remarks be 'fished in regard to the current situatiOl
in the State Legisl ture. Dr. Richards spoke of the problem of
inadequate funds in relation to the many demands and the reluctance of the Leg'slature to increase taxes. He mentioned
revisions that woul probably be made in the provisions for
retirement.
Conce ing the "Barrington" recommendations he said
that the report had been printed prematurely and that recent
modifications had
fected great improvement.
He said that the
Chancellor had file a demurrer stat:Lng that cordial cooperatiOl
in tbe study by th state Board of H:igher Education and the
institutions in th State System would not involve commitment of
the State System 0 Higher Education to accept the proposals.
As Dr. Richards wa leaving~ President Strand introduced
Mr. Richard Collin , Budget Officer in the Chancellor's office.

On retirement he
commented on perti ent details. He said: "If passed, the
proposed. revisions in the retirement law \1ill give us a retirement plan comparabke to those of other Higher Education Lns't Lbutiona." On the "Bdrr:Lngton" Associates report, he mentioned
various current idJas regarding the report and read paragraphs,
one from the Oregori Federation of AAfJP Chapters and another from
the Oregon State C~llE~ge chapter of the American Association of
University Professors.
