1 by Vice President Denson have been reviewed by staff.
This is to advise you that the policy conforms to all of
the system guidelines and is approved. While specific
program discontinuations remain subject to approval by
this office, your assurance that all campus procedures
have been employed will be sufficient in submitting a
proposal. Our primary concern in reviewing such proposals'
will be regional and statewide program distribution.

POLICY ON
DISCONTnJUANCE OF P?.OGRMIS
A. Since it is within the Mission of the University to offer a
wide selection of
undergradua~e
and g=aduate degree ?=og=ans,
the decision to discontinue a program shall ~e made only after
careful study and deli~eration.
A consistent pattern of can
cellation of classes that are crucial to the complation of a
program, evidence that the program is not academically justified,
or lack of funds in the CSUN budget all may lead to consideratio,,"
of program discontinuance. &~ initial proposal to discontinue
an academic program can be made by the faculty of the program,
the Dean of the School involved, the Educational Policies Commit
tee, the Graduate Studies Committee, the Exacutive Vice President
and Provost, or the President of the University.
For the purpose
of this policy, an academic program is understood to mean:
(a) a degree program or an option, concentration, or
emphasis within it;
Co) a minor;
(c) a teaching credential; or
(d) a program leading to a University Program Certificate.
n. Any department or program committee 'dishing.to discontinue a
program will folloYl the regular curriculum procedure which
provides for full justification. The University will make
provisions to enable students officially enrolled in dis
continued programs to complete acceptable degree requirements
within a reasonable period of time.
2. Any proposal for the discontinuance of programs originating
outside a deparG~ent or program committee will also require
full justification and will be subject to the following con
ditions,
(l) A regularly scheduled or a specially requested review will
precede any recommendation for discontinuance.
If a
special review is requested, the Office of the Assoc
iate Vice President for Academic Programs will conduct
the special review which will take into account infor
mation and materials provided by the department, any
recent self-evaluation or accreditation
re~orts,
and
information and materials provided by the Central Ad
ministration.
The special review will consider the
the possible impact of discontinuance on faculty and
students, and the relationship of the program to other
programs in the School and in the University and to
other programs in the California State University.
The Associate Vice President for Academic
Progra~s
will send copies of the special review to the depart
ment, the SchooL Dean, the Educational Policies
Committee and/or the Graduate Studies Co~~ittee as
appropriate, the Executive Vice President and Provost,
and the President.
(2) The University Ivill not recommena ror discontinuance,
without prior consultation with the Chancellor's Office,
programs designated by the California State University
Project Team on Academic Programs C·lay, 1979} as basic
(core) undergraduate programs.
(3) The University will make provisions to enable students
officially enrolled in the discontinued prograr..s to
complete acceptable degree requirements within a reason
able period of time.
(4) In accordance with University personnel policies, the
University will make every reasonable effort to place
tenured and probationary faculty who are subject to lay
off as a result of program discontinuance in other
suitable positions, and where feasible, will retrain
affected faculty for a reasonable period to qualify them
for another position within the University.
D. All proposals for discontinuance originating outside a department
or program committee will observe the following procedures:
(l) The Dean of the School in which the program resides will
convene the School Curriculum Committee (or its approp
riate counterpart) to consider the proposal for discon
tinuance. The Dean will also notify faculty and students
involved in the program of the time and;Jlace when the
proposal will be considered. Representatives of faculty
and students will have an opportunity to COITment on the
proposal and to present information and arguments. The
School COITmittee will then recommend either for or against

(2) The Dean of the School will make an inde?endent re
commendation.
(3)
The Dean ,,,ill forward his or her recommendation and
that of the School Co~~ittee, along wit~ all per~i~ent
information, to the Educational Policies Committee andl
or to the Graduate Studies CO~uittee as appropriate.
(4) The Educational policies Com~ittee and/or the Graduate
Studies .Committee will conside~ the ~ecommendatio~s
and any other relevant infor~ation and will make a
recommendation for or against discontinuance.
