Traumatic Brain Injury (TBI)
Cases of traumatic brain injury must be reported to the Minnesota Department of Health if the patient receives on of the
following ICD-9 N-codes (including respective subcoded four or five digit rubrics), either as a principal or secondary
diagnosis:
310.2 - postconcussion syndrome
348.1 - (when coded with 994.1 or 994.7) - anoxic brain damage

the first 12-month period (April 1, 1998 through March 31, 1999) to the most recent 12-month period (July 1, 2002 through June 30,
2003). Note: In counties with a small number of events, one or two expensive hospital discharge claims can result in large changes
in the Medicare reimbursed charges over time.

to be at risk for those behaviors in that county. These estimated percentages were derived through a synthetic estimation
method, which adjusts statewide BRFSS percentages by the age and gender distributions of adults in each county.

Morbidity and Utilization Table 7: Definitions for Behavior Risk Factors of Adults
Behavioral Risk Factor Surveillance System (BRFSS): A continuous monthly telephone survey that monitors
health risk behaviors that has impact on chronic diseases and disabilities. Approximately, 4800 interviews of adults
18 years and older are completed yearly.
U.S. Median: The median is the midpoint percentage value for a particular risk behavior.
Smoking: Current regular smoker (ever smoked 100 cigarettes and now smokes every day or some days).
Overweight: The prevalence of overweight is defined as a Body Mass Index (BMI) [(weight in kilograms)/(height
in meters)2] greater than or equal to 25 for men and women. Please note that as of 1999, the definition of
overweight has changed. The prevalence of overweight was previously defined as a BMI greater than or equal to
27.8 for men and greater than or equal to 27.3 for women.
Acute Drinking: Respondents who report they have consumed five or more drinks on an occasion, one or more
times in the month prior to the survey.
Chronic Drinking: Chronic drinking of adults is defined as the percent of male respondents 18 and older who report
an average of more than two drinks per day and female respondents 18 and older who report an average of more than
one drink per day.
Limitation of Activities: The percent of adults who are limited in any activities because of physical mental or
emotional problems, OR those adults who have a health impairment that requires the use of special equipment, such
as cane, a wheelchair, a speical bed or special telephone.
