Guiding Principles • Continuous Improvement • Forward Thinking – The Board will honor the past, yet focus on the future. • Customer Focus – Customers will be identified and their perspectives will be considered in Board decisions and actions. • Inclusive – Processes will be transparent, collaborative and inclusive. • Accountable – The Board will hold itself accountable for its actions. • Partnership –The Board recognizes that environmental health in MN relies on the state-local partnership; each of the partners needs each-other. The Board will strive to serve as a model of this partnership. We must be cognizant of existing barriers around the structure of MN’s EH system, baggage related to past failures and differing vantage points among stakeholders. 2. Everyone must play a part in making improvements; the Board will be soliciting your help/input as we try to accomplish this work 3. We must balance the need for short-term fixes (i.e. fixing the evaluation follow-up process) with long-term goals (i.e. using metrics to make decisions). Specific Actions to Improve the Partnership 1. Establish and communicate the state’s philosophy regarding FPLS delegation agreements. 2. Establish a common understanding of a quality FPLS program and develop corresponding metrics. 3. Review and improve the current FPLS program evaluation process 4. Review and improve the current delegation agreement process. 5. Develop a communications plan. 6. Promote best practices. 7. Establish a formal, collaborative process for policy development and roll-out. 8. Establish a structure for accomplishing the work identified by the Board. Quick Wins to Pursue 1. Determine how (and when) the FPLS program evaluation assessment tool will be applied for re-evaluations. In Progress 2.
