Summary of the Resource Conservation and Recovery Act
42 U.S.C. §6901 et seq. (1976)
Approved metals methods for non-potable water 6010 and 6020
The Resource Conservation and Recovery Act (RCRA) gives EPA the authority to control hazardous waste from the "cradleto-grave." This includes the generation, transportation, treatment, storage, and disposal of hazardous waste. RCRA also
set forth a framework for the management of non-hazardous solid wastes. The 1986 amendments to RCRA enabled EPA to
address environmental problems that could result from underground tanks storing petroleum and other hazardous
substances.
HSWA - the Federal Hazardous and Solid Waste Amendments - are the 1984 amendments to RCRA that focused on waste
minimization and phasing out land disposal of hazardous waste as well as corrective action for releases. Some of the other
mandates of this law include increased enforcement authority for EPA, more stringent hazardous waste management
standards, and a comprehensive underground storage tank program.
Clean Water Act
Approved metals methods for non-potable water 200.7 and 200.8
The 1972 amendments to the Federal Water Pollution Control Act (known as the Clean Water Act or CWA) provide the
statutory basis for the NPDES permit program and the basic structure for regulating the discharge of pollutants from point
sources to waters of the United States. Section 402 of the CWA specifically required EPA to develop and implement the
NPDES program.

The CWA gives EPA the authority to set effluent limits on an industry-wide (technology-based) basis and on a waterquality basis that ensure protection of the receiving water. The CWA requires anyone who wants to discharge pollutants
to first obtain an NPDES permit, or else that discharge will be considered illegal.
The CWA allowed EPA to authorize the NPDES Permit Program to state governments, enabling states to perform many of
the permitting, administrative, and enforcement aspects of the NPDES Program. In states that have been authorized to
implement CWA programs, EPA still retains oversight responsibilities.
The key sections of the CWA that directly relate to the NPDES Permit Program include:

The Safe Drinking Water Act (SDWA) is the main federal law that ensures the quality of Americans' drinking water. Under
SDWA, EPA sets standards for drinking water quality and oversees the states, localities, and water suppliers who
implement those standards.
SDWA was originally passed by Congress in 1974 to protect public health by regulating the nation's public drinking water
supply. The law was amended in 1986 and 1996 and requires many actions to protect drinking water and its sources:
rivers, lakes, reservoirs, springs, and ground water wells. (SDWA does not regulate private wells which serve fewer than 25
individuals.)

Microbiology sampling instructions
Please fill container between the 120ml and the 100ml
lines.
There are TWO lines on the sample container, one at 100ml level and one at 120ml
level. The water level must be filled between the 100ml and 120ml lines. A minimum
of 100ml is needed to meet the analytical requirements and less than 120ml to allow
for adequate headspace for proper mixing. If there is too little or too much water, this
will result in the sample being rejected and you will be required to recollect the
sample.
