Regulations for College-level Review of Faculty Promotion
Applications by International College at I-Shou University
Ratified and promulgated by the President on January 4, 2013
Amendments to Articles 4, 6, 9~11, 13, 15, 17~20, 26~32
ratified and promulgated by the President on July, 11, 2014
Article 1
The Regulations for College-level Review of Faculty Promotion Applications by
International College at I-Shou University (hereinafter referred to as the
“Regulations”) are enacted as per the Regulations for Faculty Promotion System
of the University.
Article 2
Applications, recommendations and qualifications accreditation for faculty
promotion at the International College (hereinafter referred to as the “College”)
shall be conducted in accordance with the Regulations, the University’s statutes,
and laws and decrees of the Ministry of Education.
Article 3
Only after satisfactorily meeting the requirements for qualifications, the length of
service, specialized publications, and performance on teaching and counseling &
services as specified in the Regulations can the faculty apply for promotion.
Article 4
After the current academic rank has been accredited by the Ministry of Education,
full-time faculty members of the College may file a promotion application if they
meet any of the following requirements:
1.
promotion from lecturer to assistant professor:
a.
holding a Ph.D. degree or an academic credential at the equivalent
educational
level,
and
having
remarkable
achievements
and
specialized publications;
b.
holding a master’s degree or an academic credential at the equivalent
educational level, having worked in research, professional field or
sector in relation to his or her major(s) for four years or more, and
having remarkable achievements and specialized publications; or
c.
having worked as a lecturer for three years or more, and having
remarkable achievements and specialized publications.
2.
promotion from assistant professor to associate professor:
a.
holding a Ph.D. degree or an academic credential at the equivalent
educational level, having worked in research, professional field or

sector in relation to his or her major(s) for four years or more, and
having specialized publications; or
b.
having worked as an assistant professor for three years or more, and
having remarkable achievements and specialized publications.
3.
promotion from associate professor to professor:
a.
holding a Ph.D. degree or an academic credential at the equivalent
educational level, having worked in research, professional field or
sector in relation to his or her major(s) for eight years or more, and
having creations or inventions, great contributions to the academia or
important specialized publications; or
b.
having worked as an associate professor for three years or more, and
having
remarkable
achievements
and
important
specialized
publications.
An applicant for promotion to the rank of assistant professor with a Ph.D. degree as
per Item 1, Subparagraph 1 of the preceding paragraph shall be subject to the same
accreditation procedures as those applicable to newly-appointed faculty members
(college-level external review), and such an applicant can only submit his/her
application when meeting requirements for the performance on teaching and
counseling & services prescribed in the Regulations for Faculty Promotion System of
the University.
For full-time faculty members from another academic institution applying for a
teaching post at the University, their previous experience in teaching shall be
recognized by the University. However, such faculty members are allowed to file a
promotion application only after one full year of teaching at the University and meet
requirements for the performance on teaching and counseling & services prescribed in
the Regulations for Faculty Promotion System of the University as well.
Faculty members shall have taught at the University for at least one full year before
they are eligible to file a promotion application on the basis of the length of service as
working in research, professional field(s) or sector as referred to in Paragraph 1. Such
faculty members can only submit their application when meeting requirements for the
performance on teaching and counseling & services prescribed in the Regulations for
Faculty Promotion System of the University.
Article 5
If a faculty member has acquired the Certificate of Lecturer or the Certificate of
Associate Lecturer before the enforcement of the amendments to the Act of Governing
the Appointment of Educators, continues teaching at the University without
suspension, and holds a Ph.D. degree, he or she may directly file a promotion

application for the rank of associate professor. In case of failure in promotion to the
rank of associate professor, he or she may file another promotion application for the
rank of assistant professor.
When a faculty member promoted to the rank of assistant professor with a Ph.D.
degree according to the preceding paragraph wishes to apply for promotion to
associate professor, he or she is not allowed to apply for promotion by submitting all
or part of the Ph.D. dissertation. Instead, he or she shall submit publications or works
presented after reaching the rank of assistant professor to apply for qualifications
accreditation in accordance with Article 30-1 of the Act of Governing the Appointment
of Educators, and there is no restriction on the length of teaching. Other issues in
respect of promotion to the rank of associate professor shall be governed by laws and
regulations for faculty promotion.
Article 6
The length of service as referred to in each subparagraph of Article 4 shall be
determined as follows:
1.
working in research, professional field(s) or sector: the effective dates of assuming
duty and leaving office stated on the Certificate of Service issued by the
organization(s) or institution(s) an applicant has served.
2.
length of teaching: the beginning date of teaching experience stated on the
Teacher Certificate, along with Letters of Appointment accepted over the past
years, used to calculate the length of teaching as of the end of the semester (i.e.
July 31st or January 31st) in which an applicant applies for promotion. The length
of part-time teaching shall be reduced by half.
3.
The length of teaching shall not include the period in which an applicant has left
with the position retained and no pay. However, the length of teaching before and
after the above-mentioned period may be considered continuous regardless of
suspension in between, and is used to calculate the total length of teaching along
with the effective date stated on the Teacher Certificate as well as Letters of
Appointment accepted over the past years.
4.
For a faculty member who has been temporarily transferred to another academic
institution with consent of the University and returned to teach courses of two
credits or more at the University without hourly pay at each semester during the
period of temporary transfer, a maximum of two years of temporary transfer will
be recognized by the University. However, when he or she has been temporarily
transferred to another academic institution for three years or more, he or she may
apply for promotion qualifications accreditation to the academic institution to
which he or she is temporarily transferred with prior consent of the

university-level Teacher Review Committee.
5.
When a faculty member allowed to pursue further studies or conduct research on a
full-time basis applies for faculty promotion, a maximum of one year of pursuing
further studies or conducting research on a full-time basis will be recognized by
the University.
Article 7
Faculty members shall teach at the University during the semester in which they file a
promotion application. If an applicant asks for leave of absence or leaves office for
any reason during the qualifications accreditation period, his or her application for
promotion shall be suspended until he or she returns to the University to teach. When
the suspension period exceeds one year, the application shall be considered closed.
Article 8
To apply for faculty promotion, faculty members are required to prepare and submit
documents in respect of the performance on teaching, counseling & services and
research as specified in Appendix 1 for the purpose of qualifications accreditation.
Article 9
To assess an applicant’s performance on teaching and counseling & services, the
faculty evaluation results shall be recognized. Only after satisfactorily meeting the
following requirements for the performance on teaching and counseling & services can
a faculty member apply for promotion:
1.
An applicant shall first provide the results of three out of the most recent four
faculty evaluations (including basic and advanced performance), and the results of
the most recent faculty evaluation must be included. If the applicant has accepted
only three faculty evaluations or less, the most recent three faculty evaluations
shall be all included (including basic and advanced performance). If the results of
the fourth and subsequent faculty evaluations are considered, he or she shall not
only satisfy the requirements mentioned above but also has been ranked among
the top 80% (those with the same scores shall be included in the ranking) in the
sub-category/group he or she belongs to.
2.
If the number of the faculty members in the sub-category of Humanities is less
than fifteen, these faculty members will be relocated to the sub-category of Social
Sciences for ranking; when the number of the faculty members in the
sub-category of Nature & Life Science is less than fifteen, these faculty members
will be relocated to the sub-category of Engineering for ranking.
Article 10
Applicants for faculty promotion shall submit specialized publications for screening.
Generally specialized publications refer to journal papers and professional
presentations. Faculty members in special fields, on the other hand, may apply for
promotion by submitting a work, proof of achievements or technical report instead of
specialized publications, and relevant requirements and the standards for recognition

are governed by Article 14 of the Regulations for Faculty Promotion System at I-Shou
University.
The standards for recognition of specialized publications:
1.
Specialized publications shall be published monographs, papers published in
domestic or international academic or professional journals (including electronic
journals which have formal peer-review procedures, are open to the public, and
can be accessed via electronic transmission), papers which are certified to be
accepted by any of the above-mentioned journals and will be published in the near
future, or papers presented at domestic or international conferences with formal
peer-review procedures and published and publicly issued in the form of
proceedings (including a CD or DVD).
2.
The institution affiliation specified in a representative publication must be I-Shou
University, and the applicant shall be the first author in one journal paper at the
least.
3.
A representative publication shall be completed within the most recent five years
prior to application after the current academic rank has been accredited, while a
reference publication shall be completed within the most recent seven years prior
to application after the current academic rank has been accredited. If an applicant
was pregnant or gave birth during either of the aforesaid periods, she may apply
for an extension of the period for another two years.
4.
An applicant who submits more than two kinds of publications for screening shall
determine representative and reference publications by himself or herself.
5.
Publications closely correlated with one another may be compiled into a package
of representative publications, and the applicant shall submit an explanatory
statement on their correlations.
6.
Representative publications shall be relevant to the course(s) an applicant teaches.
7.
A representative publication shall not be part of a dissertation. However, the
aforesaid restriction shall not apply when an applicant has never submitted the
dissertation for screening or has pursued research constituting an extension of the
dissertation, and has proactively submitted an explanatory statement, and the
representative publication submitted is considered innovative to some degree
through professional screening procedures.
8.
A publication submitted as a representative publication for a previous promotion
shall not be resubmitted as a representative publication for the current promotion
application.
9.
In case of any similarity between the representative publication submitted for the

previous promotion and that for the current promotion application, the applicant
shall also submit a comparison table to elaborate on similarities and differences
between these two representative publications.
10. Other issues in respect of publications shall be governed by the Accreditation
Regulations Regarding Teacher Qualifications at Institutions of Higher Education
stipulated and promulgated by the Ministry of Education.
The five- or seven-year period prior to application as referred to in the preceding
paragraph means the five- or seven-year period prior to accreditation of the current
faculty promotion application by the Ministry of Education.
Specialized publications, works and proofs of achievements submitted for screening
shall be governed by the Accreditation Regulations Regarding Teacher Qualifications
at Institutions of Higher Education as well as relevant regulations.
Article 11
Specialized publications submitted for the purpose of faculty promotion fall into the
following four categories:
1.
Category A: journal papers indexed in the SSCI database (ranked among the top
80% by impact factor in certain fields) or the SCI database (ranked among the top
50% by impact factor in certain fields);
2.
Category B: journal papers indexed in the TSSCI, SSCI or SCI database;
3.
Category C: journal papers indexed in the EI, FLI, Econ Lit, ABI, EBSCOhost,
AHCI or CIJE database; book chapters published by international publishers; or
published monographs authored by faculty members based on their expertise or
brand-new ideas;
4.
Category D: others.
Journal papers in Category A may be recognized as those in Category B or C, while
journal papers in Category B may be recognized as those in Category C.
If an applicant applies for faculty promotion by submitting a work, proof of
achievements or technical report instead of a specialized publication, the college-level
Teacher Review Committee of the International College (hereinafter referred to as the
“college-level Teacher Review Committee”) will scrutinize such documents and
determine which category they fall into based on solid evidence.
Article 12
To apply for promotion, specialized publications submitted by faculty members within
the most recent five years after the current academic rank has been accredited must
meet the following requirements:
1.
promotion from lecturer to assistant professor: an applicant who applies for
promotion without a Ph.D. degree shall publish at least three journal papers within
the most recent five years, and he or she shall be the first author in one journal

paper at the least. Moreover, among the journal papers published by him or her
within the most recent five years, there shall be at least one journal paper in
Category A, one in Category B or two in Category C.
2.
promotion from lecturer to associate professor: if an applicant has acquired the
Certificate of Lecturer before the enforcement of the amendments to Article 30-1
of the Act of Governing the Appointment of Educators, continues teaching at the
University without suspension, and holds a Ph.D. degree, he or she may directly
file a promotion application for the rank of associate professor; the Ph.D. degree
conferred on him or her shall meet relevant laws and regulations. If he or she has
acquired the Certificate of Lecturer before the enforcement of the amendments to
Article 30-1 of the Act of Governing the Appointment of Educators, continues
teaching at the University without suspension, but does not hold a Ph.D. degree,
he or she shall apply for promotion to associate professor in accordance with
relevant regulations and rules for promotion to associate professor.
3.
promotion from assistant professor to associate professor: an applicant shall
publish at least four journal papers within the most recent five years, and he or she
shall be the first author in one journal paper at the least. Moreover, among the
journal papers published by him or her within the most recent five years, there
shall be at least one journal paper in Category A, two in Category B or three in
Category C.
4.
promotion from associate professor to professor: an applicant shall publish at least
five journal papers within the most recent five years, and he or she shall be the
first author in one journal paper in Category A or B at the least. Moreover, among
the journal papers published by him or her within the most recent five years, there
shall be at least two journal papers in Category A, three in Category B or four in
Category C.
For specialized publications not listed above, an applicant may submit solid evidence
and apply to the college-level Teacher Review Committee for recognition, in order to
prove that these publications are outstanding and excellent.
Article 13
When a faculty member applies for promotion with a journal paper which is certified
to be accepted by a journal and will be published in the near future, his or her
representative publication shall be published within one year of the acceptance date
stated on the Certificate of Acceptance issued by the journal. The representative
publication shall be submitted to the Office of Human Resources for examination and
safekeeping within two months of the date of official publication on the journal. In
case of failure to have the paper published within one year and nothing the applicant

concerned shall be to blame for, he or she shall apply for an extension to the
university-level Teacher Review Committee by submitting a certificate issued by the
journal which clearly states the reason of failure to have the paper published as well as
the exact date of publication, and the paper shall be published within three years of the
acceptance date stated on the Certificate of Acceptance. The paper shall be submitted
to the Office of Human Resources for future reference before the end of the one-year
extension of publication.
The paper referred to in the preceding paragraph, once accredited, shall not be
submitted as a publication for next promotion.
If an applicant fails to have the representative publication published or submitted to
the Office of Human Resources by the prescribed deadline, his or her newly-accredited
academic rank shall be rejected or annulled.
Article 14
In principle, the maximum number of candidates for promotion at each academic rank
recommended by each department every year is two-fifths of the full-time faculty at
each academic rank (prior to promotion) at each department (the result shall be
rounded up to the nearest integer). However, the aforesaid restriction is not applicable
to the number of promotion applications submitted by lecturers and assistant
professors.
Article 15
In any of the following circumstances, faculty members are not allowed to apply for
promotion:
1.
failing to fulfill the required weekly teaching hours during the semester(s) in
which the application for promotion is filed and reviewed by department-,
college- and university-level Teacher Review Committee;
2.
leaving office with the position retained and no pay; or
3.
failing to meet relevant provisions in the Guidelines on Evaluation of Teaching
and Counseling & Services Performance for Faculty Promotion of the University.
Article 16
In principle, the qualifications accreditation for faculty promotion shall go through
three review processes at three levels. The college-level reviews are carried out by the
college-level Teacher Review Committee.
Article 17
College-level review procedures:
1.
The college-level Teacher Review Committee reviews an applicant’s overall
performance on teaching, counseling & services, and research, as well as the
documentation for the department-level review. Moreover, the college-level
Teacher Review Committee evaluates an applicant’s performance on teaching and
counseling & services in accordance with the Guidelines on Evaluation of
Teaching & Service Performance for Faculty Promotion at I-Shou University.

a.
Members to the college-level Teacher Review Committee first evaluate and
score an applicant’s performance on teaching and counseling & services
within the most recent five years in each and every aspect. Then, the average
score of all members for teaching (counseling & services) is the college-level
review score for teaching (counseling & services). The department-level
review score for teaching (counseling & services) accounts for 70%, and the
college-level review score for teaching (counseling & services) accounts for
30%.
b.
Only after an applicant receives a score of 70 or higher for the performance
on both teaching and counseling & services (the result shall be rounded off to
the nearest integer) and the application is accepted by the college-level
Teacher Review Committee will his or her publications undergo external
review. The college-level Teacher Review Committee will deliver the
applicant’s research achievements (including technical reports) to off-campus
scholars and experts for review.
c.
The college-level Teacher Review Committee will deliver specialized
publications or technical reports submitted by an applicant for promotion to
three scholars and experts for review. To select the scholars and experts for
external review as referred to in the preceding paragraph, the Dean of the
College shall first consult professors in the professional field(s) concerned,
and then submit a list of candidates (twice as many as the number of scholars
and experts conducting an external review) to the President for selection.
2.
An applicant for promotion is considered passing the college-level review only
after satisfying the criteria of external review and final grades set below for
different academic ranks and being recommended with consent of the
college-level Teacher Review Committee:
a.
promotion to professor:
(1) a score of 75 or higher from at least two examiners (the result shall be
rounded off to the nearest integer), and an average score of 70 or
higher of three examiners (the result shall be rounded off to the
nearest integer).
(2)
60% for research, 25% for teaching, and 15% for counseling &
services; the sum of these three scores is the final grade for
college-level review. An applicant for promotion to professor is
considered passing the college-level review only when he or she
receives a final grade of 70 or higher.

b.
promotion to associate professor:
(1) a score of 75 or higher from at least two examiners (the result shall be
rounded off to the nearest integer), and an average score of 70 or
higher of three examiners (the result shall be rounded off to the
nearest integer).
(2)
60% for research, 25% for teaching, and 15% for counseling &
services; the sum of these three scores is the final grade for
college-level review. An applicant for promotion to associate professor
is considered passing the college-level review only when he or she
receives a final grade of 70 or higher.
c. promotion to assistant professor:
(1)
a score of 70 or higher from at least two examiners (the result shall
be rounded off to the nearest integer), and an average score of 70 or
higher of three examiners (the result shall be rounded off to the
nearest integer).
(2)
50% for research, 35% for teaching, and 15% for counseling &
services; the sum of these three scores is the final grade for
college-level review. An applicant for promotion to assistant
professor is considered passing the college-level review only when
he or she receives a final grade of 70 or higher.
3.
The Chairperson of the college-level Teacher Review Committee shall
submit the applications which have passed the college-level review, along
with remarks, grades, documents, forms and publications, to the
university-level Teacher Review Committee for university-level review.
Article 18
Prior to a meeting convened by the college-level Teacher Review Committee,
committee members may be assigned to a specific location to scrutinize the
documentation submitted by applicants for promotion.
Article 19
During the college-level review, members to the college-level Teacher Review
Committee are required to be present in the course of qualifications accreditation, or
they are disqualified to score applications for promotion. If any committee member
doubts any application, a deferral of qualifications accreditation may be achieved as
decided by the college-level Teacher Review Committee. Upon resumption of
screening, the college-level Teacher Review Committee may resume the screening
after inviting the applicant concerned to attend the meeting or requesting an
explanatory statement from the applicant concerned.
Article 20
Applicants for promotion may submit a list of scholars and experts (a maximum of

three) who shall be excused from college-level review, and solid reasons shall be
given.
Article 21
The following principles shall serve as guidelines in selecting examiners for external
review in a fair and balanced manner:
1.
Scholars and experts shall be fully qualified to review.
2.
It is recommended not to invite professors from the same academic institution to
review the same application.
3.
It is recommended not to invite professors from the academic institution from
which an applicant graduated (particularly it has been less than ten year since the
applicant graduated, and professors teach at the department from which the
applicant graduated).
4.
It is recommended not to invite examiners who graduated from the same
department at an academic institution as an applicant in the same period.
5.
It is recommended not to invite examiners who have conducted relevant research
projects jointly with an applicant.
6.
When the College has difficulty in inviting competent domestic examiners
specializing in a special professional field, the College may invite foreign
professors as examiners.
Article 22
In any of the following circumstances, off-campus examiners shall excuse themselves
from review. If an off-campus examiner should but did not excuse himself or herself
from review, his or her review opinions and results shall be considered invalid;
however, the review opinions and results offered by other qualified examiners shall
still be considered valid for qualifications accreditation. In case of a shortage of
qualified off-campus examiners, the College shall select another off-campus
examiner(s) to replace the disqualified one(s), and re-submit publications for external
review.
1.
the supervisor(s) of an applicant;
2.
the co-author(s) or the co-principal investigator(s) of the representative
publication submitted by an applicant;
3.
one who now teaches at the same academic institution as an applicant, or has
taught at the same department with an applicant;
4.
one who is a relative of an applicant for promotion, or involved in any of the
circumstances as described in Article 32 of the Administrative Procedure Act.
Article 23
If any committee member doubts the reliability and validity of external review results,
he or she shall provide solid reasons grounded on professional academic expertise.
With consent of at least half of all the members present at the meeting, the publications

concerned will be delivered to one to three examiners (other than those for the
previous external review) for a second external review. The results of both the first and
second external reviews shall be submitted to the college-level Teacher Review
Committee for deliberation.
Article 24
The Chairperson of the college-level Teacher Review Committee shall handle the
selection of off-campus examiners and conduct external review procedures in person,
and pay great attention to confidentiality. Documents, review opinions and results sent
by examiners shall be collected and well arranged; handwritten documents, review
opinions and results shall be typed and proofread.
Article 25
Applications for faculty promotion are accepted and reviewed once every semester.
Procedures for faculty promotion are specified in the procedures for faculty promotion
of the University. Late applications or incomplete applications without all required
information will not be considered.
Article 26
For applications not passing the qualifications accreditation, the college-level Teacher
Review Committee shall have the College to provide review results and an
explanatory statement to the applicants concerned in an official letter in the name of
the University. At the same time, the applicants concerned shall be informed of how to
seek administrative relief.
Article 27
If an applicant doubts the college-level review results and has solid evidence, he or she
may refer an application for reconsideration to the Teacher Review Committee
determining the application result, or an appeal to the Faculty Plea and Arbitration
Committee within thirty days of the receipt of the notice of final results. If an applicant
raises any objection against the reconsideration results, he or she may refer an appeal
to the Faculty Plea and Arbitration Committee within thirty days of the receipt of the
notice of reconsideration results. When an applicant doubts review results offered by
the university-level Teacher Review Committee and has solid evidence, he or she may
refer an appeal to the Faculty Plea and Arbitration Committee within thirty days of the
receipt of the notice of final results.
Article 28
Upon receipt of an application for reconsideration by the college-level Teacher Review
Committee, the Dean of the College shall report to the President to appoint three to
five members of the aforesaid Committee as the members of a Reconsideration Task
Force to deal with affairs with respect to the application for reconsideration. The
convener of the Reconsideration Task Force shall be the Dean of the College.
Article 29
Representative publications, dissertations, works, technical reports or proofs of
achievements passing three reviews at three levels shall be accessible and safely kept
at the University’s Library. However, technical reports containing confidential

information may be exempted from being accessible by the public.
Article 30
Part-time faculty members are not allowed to apply for promotion unless they meet the
provisions in the Regulations for Appointment of Part-time Teachers at I-Shou
University. Qualified part-time faculty members shall apply for promotion in
accordance with relevant regulations and rules for faculty promotion.
Article 31
When a part-time faculty member getting promoted at another academic institution
and receiving the Teacher Certificate for a higher academic rank applies for change in
his or her status to the new academic rank after promotion, the University may change
his or her status to the new academic rank in the beginning of the semester in which he
or she files such an application provided that the application is approved by the
university-level Teacher Review Committee before the commencement of the semester,
or the University may change his or her status to the new academic rank in the
following semester provided that the application is approved by the university-level
Teacher Review Committee after the commencement of a semester.
When a part-time faculty member meeting the requirements of elevation to a higher
academic rank applies for change in his or her status to a higher academic rank, he or
she shall file an application in accordance with Article 11 of the Regulations for
Faculty Appointment at I-Shou University.
Article 32
The Regulations become effective on the third day of promulgation after being
adopted by the college- and university-level Teacher Review Committees and ratified
by the President.
Note: In the event of any disputes or misunderstanding as to the interpretation of the language or
terms of these Regulations, the Chinese language version shall prevail.

Appendix 1
Documents to Be Submitted for Qualifications Accreditation by
International College at I-Shou University
I.
One faculty promotion application package: please do not bind the following documents
1. the résumé for teacher qualifications accreditation (including an electronic copy):
please visit the website of the Council of Academic Reviewal & Evaluation, Ministry
of Education at www.schprs.edu.tw to fill in the résumé.
2. an application form for faculty promotion
3. a sheet of publications for faculty promotion (one page only)
4. a list of off-campus examiners to be excused (a maximum of three people with an
explanatory statement)
II. Documents to be submitted for college-level review by International College: please do
bind the following documents in triplicate
1. a photocopy of the Teacher Certificate for the current academic rank issued by the
Ministry of Education
2. a photocopy of the Letter of Appointment for the current academic rank
3. a Certificate of Full-time Teaching (only for part-time faculty members with other
full-time teaching jobs) and a Certificate of Course Instruction during the term of
part-time appointment submitted by part-time faculty members
4. data on teaching performance within the most recent three to five years (a maximum
of three pages)
5. data on counseling & services performance within the most recent three to five years
(a maximum of three pages)
6. a table of contents on research achievements
7. a summary of representative and reference publications (a maximum of three pages)
