.................................................................................... 112 v Overview The FamilySource Network provides educational, financial, health, family, and youth services to low-income residents throughout the City of Los Angeles. The Network operates 21 FamilySource Centers (FSCs) throughout the City, and is overseen by the Los Angeles Community Development Department (CDD). CDD is committed to making the FamilySource Network a performance driven system. CDD measures each contractor’s performance in four areas: Customer Satisfaction, Outcomes, Flow (volume of clients), and Administrative Performance. This performance measurement system is often referred to as SOFA, to represent the four dimensions of performance. The Consulting Center at the College of Business and Economics, California State University, Northridge, contracted with the CDD to evaluate customer satisfaction in the system. To do so we surveyed youth and adult FSC participants during the 20122013 program year in the fall and spring. This report presents the results of these two surveys. The customer satisfaction data in this report are designed to help individual FSCs track their clients’ satisfaction over time and to provide feedback to improve service. In Fall 2012 a total of 1444 adults and 464 youths completed a customer satisfaction questionnaire. In Spring 2013, 1497 adults and 300 youth completed the survey. The number of respondents has fluctuated since surveying began in Spring 2010, but in general has been on an upward trend (see Figure 1 for time series data about the number of respondents per survey term). In Spring 2011 we began visiting each FSC twice instead of once, which partly accounts for the increase in surveys completed. In Fall 2011 we began using a 5 point scale instead of a 10 point scale to simplify the survey and make it easier for clients to understand the rating system. Therefore, in this report we only compare customer satisfaction data from Fall 2011 through Spring 2013. Both adult and youth clients report high satisfaction during the 2012-2013 program year. Across all 21 centers average adult satisfaction was 4.61 on a 5 point scale in Fall 2012, and was 4.60 in Spring 2013. Average overall satisfaction for youth was 4.55 in Fall 2012 and 4.51 in Spring 2013. Overall satisfaction results for the 2012-13 program year are very similar to results from the 2011-12 program year for both youth and adults. Across all four survey terms overall satisfaction and satisfaction with most program elements have increased over time. In addition to surveying adult and youth program participants, we also asked executive directors from each FSC to rate their satisfaction with the Community Development Department. Results show steady improvement in director satisfaction with various elements of CDD’s service. Overall satisfaction declined slightly from 7.70 in 2012 to 7.56 in 2013, but is still much higher than when surveying began in 2010 (6.70). Similar to FSC customer satisfaction, FSC director satisfaction with CDD increased steadily over time, and several scores were the highest to date. This report presents the detailed results of all three surveys. We begin with an analysis of the Adult survey, followed by the Youth survey, and finish up with the Executive Director Satisfaction with CDD survey. In the adult and youth surveys we present overall findings for each population and then provide detailed results for individual FSCs as an appendix. For the Executive Director survey we only present aggregated results in order to maintain confidentiality for participants. 1 Study Approach The study was designed to measure customer satisfaction for three key groups: Adult clients in the FamilySource Center Youth clients in the FamilySource Center Executive and Program directors of FamilySource Centers We asked both adult and youth clients to rate their overall satisfaction with the services they received from their FSC, and to also rate specific aspects of each FSC. Separate questionnaires were designed for each population, though youth and adults were asked several of the same questions. In each case we used focus groups to derive the aspects of service that drive customer satisfaction the most. In the case of adult and youth clients, we conducted focus groups with clients, FamilySource Center managers, and CDD Staff. In the case of FamilySource Center Executive Directors, we conducted focus groups with Executive Directors and City Staff. The questionnaire for youth and adult participants was revised for the 2011-2012 program year based on our analysis of previous survey results, as well as comments from our advisory group—which consists of CDD staff and FSC directors. We simplified the wording of some questions, and dropped items that were confusing or redundant. Overall satisfaction measures remained the same, but the scale was changed from a 10 point scale to a five point scale to make it clearer and easier to conceptualize. We continued using the 5-point scale for the 2012-13 program year. In the adult and youth surveys we collected data on the following dimensions of FamilySource Centers: Overall Satisfaction Satisfaction with staff performance Satisfaction with facilities Satisfaction with center services. Overall satisfaction was gauged by three questions, and the other three dimensions of satisfaction (staff, facilities, and center services) had a total of 17 questions between them. All satisfaction questions used a scale of 1 to 5. We also collected data on client demographics, why clients came to the center, and how often they frequented the center. The full survey questionnaires for adult and youth participants are presented in Appendices A and B, respectively. Sample In Fall 2012 adult and youth surveys were conducted during October and November. In Spring 2013 both surveys were conducted in March and early April. In both periods we visited each FSC on two separate days, and each time our goal was to survey every client who came through the door. We collaborated with each FSC to choose one day when they anticipated a high volume of youth clients, and one day primarily for adult clients. We planned to have enumerators spend 7.5 hours at each site during each visit. In both survey terms during the 2011-2012 program year we achieved a high response rate, with less than 3% of participants declining to complete a survey. As Figure 1, below, indicates the total number of surveys collected has varied over time, and the largest response occurred in Fall 2011 for both youths and adults. . Tables 1 and 2 display the total number of adult and youth surveys collected by center since Spring 2010. First, we analyzed how many clients completed each question and how many skipped the question or chose “not applicable”. Second, we calculated the correlation between the rating for each individual satisfaction question with the overall satisfaction question. A significant positive correlation indicated that the element of service being rated did drive overall satisfaction and thus center managers should pay attention to it. Similarly, if correlation was low or a large percentage of respondents skipped the question, then we concluded that the question was either confusing or irrelevant to overall satisfaction. Table 3, below, shows the correlation between overall satisfaction and each elemental question on the adult survey, as well as the response rate for each question. Correlations and response rates for the youth survey are presented in section 3. In Fall 2012 the second-most important aspect of overall satisfaction was “mix of services available at FSC and its partners” (.645). In Spring 2013 “mix of services available” and “quality of workshops and classes” were virtually tied for the second-most influential aspect of service that affects clients’ overall satisfaction (.588 and .587 respectively). These correlations suggest that FSC participants are most likely to rate their overall satisfaction highly if they are highly satisfied with program elements, such as workshops/classes and the efficacy of available services. In Spring 2013 “access to center by public transportation” had the least influence on clients’ overall satisfaction (.392), while “amount of paperwork required” had the least influence in Fall 2012 (.497). The percent of respondents who chose NA or skipped a question was lower for each satisfaction question in Spring 2013 compared to Fall 2012, which means that respondents answered the survey more thoroughly in Spring 2013. A similar trend occurred during PY 2011-12, and surveys had a higher completion rate in Spring 2012 compared to Fall 2011. This may indicate that the mix of services available differs between Fall and Spring, and participants are utilizing more services in Spring. In PY 2012-13 adult response rates were fairly high for each question except the “help finding a job” question (45.4% skipped in S13 and 46.7% skipped in F12). However, help with job placement is not one of the primary services that the FamilySource program provides, so this explains why over 45% of respondents did not answer this question in both terms. Adult Survey Results In this section we analyze all questions from the adult survey conducted in Fall 2012 and Spring 2013. Youth data are covered in the following section Overall Satisfaction As Figure 2 demonstrates, adult overall satisfaction was nearly identical for Fall 2012 (4.61), Spring 2013 (4.60), and Spring 2012 (4.60). These scores are exceptionally high, and represent an increase from Fall 2011 (4.53), which is when we first started using a 5 point scale instead of a 10 point scale. This increase shows that FSCs are responding to their clients’ feedback from our survey and increasing the quality of their services, which is reflected in higher satisfaction on future surveys. “Visit to center was valuable” and “services met expectations” both show some fluctuation between survey terms, but in all instances the difference is less than twelve hundredths (.12) of a point. These two elements are highly correlated with overall satisfaction, yet in this instance, variations in “services met expectations” and “visit to center was valuable” had no effect on overall satisfaction. 7 Figure 2: Adult Survey – Average Score on Overall Satisfaction Questions Satisfaction with Staff Figure 3 shows that adult satisfaction with staff also remains relatively unchanged during program year 2012-13. Clients are the most satisfied with “staff’s ability to speak your language” (4.63 in both Fall 2012 and Spring 2013), which has consistently received the highest rating of the 6 staff categories since we began using the 5 point rating scale in Fall 2011. Language ability is followed closely by “respect staff shows clients.” Respondents rate respect of staff at 4.61 in Fall 2012 and 4.63 in Spring 2013. The respect category has been increasing over time, with an outlier occurring in Spring 2012. Satisfaction ratings for “the amount of paperwork required” are the lowest of the six categories across all 4 survey terms, with the lowest rating occurring in Fall 2012 (4.32). However, because Spring 2012 has higher scores on all 6 categories, we notice that this survey term is an outlier for all questions. When accounting for this outlier, it becomes evident that clients’ satisfaction with the amount of paperwork required has remained quite steady over time (4.33 in F2011, 4.39 in S2012, 4.32 in F2012, and 4.34 in Spring 2013). “Waiting time for services” was the only staff category that experienced a decline in Spring 2013 compared to Fall 2012, but this decline was only three hundredths of a point (4.36 in Spring 2013 vs. 4.39 in Fall 2012). Satisfaction with “waiting time for services” was lower in PY 2012-13 than PY 2011-12, but the difference again is only a few hundredths of a point. “Staff’s response to phone calls” was the lowest in Fall 2012 out of the four survey terms (4.38). While this rating did increase in Spring 2013 (4.41), client satisfaction with staff’s response to phone calls is still lower for PY 201213 than PY 2011-12. Satisfaction with “Staff response to questions” has remained virtually unchanged across all 4 survey terms. The lowest score was 4.5 in Fall 2012, and the remaining terms had scores of 4.54. Overall FSC clients are highly satisfied with most elements of staff service, and satisfaction has either remained steady, or increased slightly over time. 8 Figure 3: Adult Survey – Satisfaction with FSC Staff Satisfaction with Facilities Figure 4, below, shows that adult satisfaction with facilities has been rated highly since Fall 2011, and that high scores have remained steady over time. Once again it is evident that Spring 2012 was an outlier for our survey, the average satisfaction rating for all 4 aspects of FSC facilities was highest for Spring 2012. However, in this case Spring 2012 is only a few hundredths of a point higher than the other terms for all 4 categories. When accounting for the outlier in Spring 2012 we see that the average satisfaction score for “quality of computers or equipment’ has increased slowly over time—from 4.47 in F2011 to 4.49 in F2012 to 4.51 in S2013. “Access to public transportation” has remained virtually unchanged since Fall 2011, with average scores around 4.5 for all survey terms. The same is true for “cleanliness of facility.” This category received the highest score of the four facility aspects for all survey terms, indicating that respondents are highly satisfied with the cleanliness of their FSC’s. Even when Spring 2012 is included, respondents’ satisfaction with facility cleanliness remains virtually unchanged with an average score of approximately 4.55 for each survey term. Satisfaction with “visibility of center’s sign” declined slightly in Spring 2013 compared to Fall 2012 and Fall 2011 (4.47 for S13, 4.51 for F12, and 4.48 for F11). However, variations in scores of only a few hundredths of a point can often be attributed to sample variation between terms. It is more important to look at trends over time, and in the instance of satisfaction with facilities, scores have remained high and steady, indicating that individual FSCs are doing an excellent job of maintaining their facilities. 9 Figure 4: Adult Survey – Satisfaction with FSC Facilities Satisfaction with Services We asked survey respondents to rate their satisfaction with seven elements of FSC services, such as counseling, services for children, and center hours. Once again, scores in all categories were nearly identical for all survey terms, with Spring 2012 scoring slightly higher in all categories. In Spring 2013 “services for your children” and “quality of workshops/classes” tied for the highest score of 4.57. These scores represented a slight increase from Fall 2012 in both cases (4.54 in F2012 for “services for your children” and 4.56 in F2012 for “classes/workshops”). The category with the lowest score for all 4 surveys terms was “help finding a job.” However, this category does show improvement over time when accounting for Spring 2012 as an outlier. In Fall 2011 respondents rated “help finding a job” at 4.31. In Fall 2012 this score increased to 4.33, and in Spring 2013 it increased to 4.35. This increase in satisfaction may be related to FSCs managing their clients’ expectations. According to the American Customer Satisfaction Index (ASCI)—which conducts research on customer satisfaction across several industries—customers’ expectations have the greatest influence on customer satisfaction. Job placement assistance is not a main focus of the FamilySource program, which likely accounts for lower scores in the “help finding a job” category compared to other service elements. However, if individual FSCs convey to their clients that job assistance is not a core service, then clients do not have the expectation that FSC’s will focus on helping them find a job (rather they focus on providing family services such as literacy, utility bill assistance, child care, and social services qualifications). When clients’ expectations are managed efficiently then customer satisfaction tends to go up, which may account for the slow but steady increase in the “help finding a job” category. Respondents also indicate high satisfaction in the remaining four categories with virtually no change over time. “Hours center is open,” “mix of services available,” “quality of counseling,” and “overall program effectiveness,” all have a score 10 of at least 4.50 for all survey terms, with very little variation between terms. These high scores indicate that FSCs have been consistently providing excellent customer service in these four categories for the last two program years. Figure 5: Adult Survey – Satisfaction with FSC Services Would Recommend Center Figure 6 shows that nearly all respondents would recommend their FSC. Spring 2013 holds the record for the highest percentage of respondents indicating that they would recommend their FSC to someone like themselves (97.7%). The percentage of respondents who would recommend their center has increased slightly over time, while the percentage who would not recommend their center has remained basically the same. The difference is in the percent of respondents who answered “don’t know.” These individuals shifted from not knowing, to deciding that they would recommend the center, rather than deciding not to recommend it. 11 Figure 6: Adult Survey – “Would You Recommend this Center to Someone like Yourself?” How Clients Learned About FSC While client satisfaction scores have remained mostly steady during program year 2012-13, the manner that clients first learned about their FSC has changed somewhat over time. In all survey terms at least 45% of respondents indicated that they learned of their FSC from a friend, which is the largest of the seven categories (see Figure 7, below, for a graphical representation of all 7 categories). However, the “friend” category has decreased a few percentage points over time, and was the lowest in Spring 2013 (45.3% v 47.7% in F12, 46.4% S12 and 48.3% in F11). While word of mouth is still the largest source of referrals by far, we are starting to see an increase in outreach-based referrals. For instance, the percentage of clients who were referred by an agency increased from 9.3% in Fall 2012 to 10.8% in Spring 2013. The “college or school” category also increased from Fall to Spring during the 2012-13 program year (7.3% in F12 and 8.4% in S13). Similarly, the percentage of clients reporting that they “saw a flier” increased in the 2012-13 program year compared to the 2011-2012 program year. Fewer clients are reporting that they “saw the building or sign and just came in,” and the percentage of respondents in this category has been decreasing steadily since Fall 2011. The “met staff at an event” and “other” categories have fluctuated over time. 12 Figure 7: Adult Survey –“ How did you First Learn About this FSC?” Reason for Coming to FSC Figure 8, below, shows that most adult respondents came to their FSC to attend a class. The percentage of respondents who chose this category was lowest in Fall 2012 compared to other terms (38.0%), but was still the largest category for Fall 2012. Overall, since Fall 2011 roughly 40% of adult respondents indicate that they came to their FSC to attend a class or workshop. For the “came to center question,” participants were allowed to choose more than one response, so the totals between the categories add up to more than 100%. The category with the second-largest percentage is “other,” and this category has increased every survey terms since Fall 2011. The percent of respondents who chose “services for my children” was lower for PY 2012-13 than PY 2011-12. In PY 2012-13 roughly 19% of respondents chose this category, while approximately 22% chose it for PY 2011-12. The “help finding a job” and “access a computer” categories have both declined every survey term since Fall 2011. The “computer” category was at a high of 17.4% in Fall 2011 and reached a low of 9.0% in Spring 2013. 13 Figure 8: Adult Survey – “Why did you come to this Center today?” Start Services at FSC During all four survey terms, at least 34% of respondents indicated that they started receiving services more than one year ago, which is the largest category. Since Fall 2011 the percentage of respondents who chose this category increased over time, with a very slight dip between Fall 2012 (37.8%) and Spring 2013 (37.2%). This upward trend indicates that most clients are long term clients. At the same time, “in the last month” is the second-highest category, which means that FSC’s are also consistently brining in new clients in addition to the clients they maintain long term. 14 Figure 9: Adult Survey – “When did you Start Receiving Services at this FSC?” 15 Frequency of Visits to FSC As Figure 9 indicates, it appears that FSC participants are visiting the centers less often than in the past. In Fall 2011 46.3% of respondents indicated that they visited their FSC 10 or more times in the past month. This percentage dropped significantly in Spring 2012 to 29.0%. The percentage declined even further in Fall 2012 to 20.7%. In Spring 2013 only 22.1% of participants indicated that they visited their center ten on more times in the past month. Clients could be getting more things handled in one visit (improved efficiency or awareness of services provided), or they don’t need the services as much as before. Another reason may be that the centers have fewer services to offer (due to budget cuts). Figure 9: Adult Survey – “How Often have you Come to this FSC in the Past Month?” Enrolled in a Class at FSC The percentage of participants who reported being enrolled in a class decreased slightly in the 2012-13 program year compared to the 2011-12 program year. 16 Figure 10: Adult Survey – “Are you Currently Enrolled in a Class or Program at this FSC?” Adult Demographics We collected various demographic data about adult participants, including language preference, gender, age, education level, ethnicity, and employment status (see Figures 11 through 16). Over the two project years studied the demographics of clients were mostly stable, with the most variation in the “highest level of education completed” category. In both project years, the majority of adult clients preferred to complete the Spanish version of the questionnaire, and 70 to 76% of the respondents were female. The vast majority of program participants remained Hispanic (74.7% in Spring 13 and 74.8% in Fall 12), followed by black (15.9% in Spring 13 and 18.4% in Fall 12), and then white (2.4% in Spring13 and 2.5% in Fall12). The percentage of white, black, Asian, and “other” respondents increased slightly when comparing project year 12/13 to the previous project year. The most common age group was 26-40 in both project years, with a slight dip in this age group in Fall 12 (37.9%) and a small rebound in Spring 13 (41.4%) , while the percentage of 18-25 year olds decreased from 13.7% in Spring 12 to 13.5% in Fall 12 and 12.6% in Spring 13. Most adult participants come from a home where someone is seeking work, though this percentage decreased slightly in Spring 13 (36.6% compared to 40.3% in Fall 12). While fewer clients reported being unemployed in Spring, the percentage of clients who are employed full time decreased slightly (14.3% in Spring 13 and 13.3% in Fall 12, versus 14.7% in Spring 12 and 15.5% in Fall 11). Overall the percentage of clients employed part time remained at around 18% in the 12/13 year, while in Spring 12 it was 19.4% and in Fall 11 it was 17%. There was an increase in the percentage of clients with a Bachelor’s degree or higher in both Spring 13 and Fall 12, compared to the previous project year. The percentage in this category rose from 2.5% and 2.4% in Fall 11 and Spring 12 to 4.1% in Fall 12 and 5.4% in Spring 13. Demographic data from the survey indicate that FSCs continue to serve a highly disadvantaged population. As was the case in the 2011-12 survey, about one-third of clients have a child in school, and between 13 % and 14% report that they have a child who needs help in school. Between 57% and 64% of participants in the current project year 17 do not have a high school diploma, and in both survey years approximately 40% of respondents did not advance past eighth grade. See Appendix A, Tables A19 through A30 for adult demographic data by center. We began by analyzing the responses to individual questions to identify items that clients declined to answer. Next, we looked at the correlation between each individual question and the clients’ overall satisfaction. The results of the analysis are below. Table 4, below, shows that youth participants had a higher completion rate for individual questions on the survey compared to adult respondents, as was the case the previous year. The question with the highest non-response rate was “amount of paperwork required” (20% in Spring 13 and 28.4% in Fall 12). Like the adult respondents, youth responses showed a high correlation between “overall effectiveness of programs” and overall satisfaction (.57 in Spring 13 and .54 in Fall 12). However, youth overall satisfaction was also driven by “quality of program for my parents” and “quality of service to improve academic achievement.” These questions were not asked of the adult population, so we cannot compare youths and adults on these satisfaction elements. For youth respondents in both the Spring 13 and Fall 12 groups, there was a strong correlation between overall satisfaction and responses to the item “Staff’s ability to answer questions.” For you in the Fall 12, another correlation was observed with the item, “Cleanliness of this FSC,” while for you in the Spring 13 group, there was a relationship with “Friendliness of the staff.” These factors were also noted in the Fall 11 and Spring 12 results. Results on the item “Services met expectations” were positive for both Spring 13 and Fall 12 (4.33 and 4.40 respectively), and were very similar to the results from the previous project year. The same was true for “Visit to the Center was valuable,” which was rated as 4.45 and 4.44 for Spring 13 and Fall 12 respectively, and which was slightly higher than the previous Spring and Fall. . We do not believe these small changes represent a significant trend in youth satisfaction. Data on overall satisfaction by site are available in Appendix B, Tables B1 and B2. Figure 17: Youth Survey – Overall Satisfaction with FSC Satisfaction with Staff The staff questions that we asked youth respondents were slightly different than those we asked adult respondents. Youths were asked about the “friendliness that staff shows” rather than “respect staff shows”, and were not asked about staff’s response to phone calls (see Appendix B, Tables B3 and B4 for satisfaction with staff by center). Youth ratings of the “staff’s ability to speak your language” were similar to adults, but the “amount of paperwork required”, and “waiting time for services” were significantly lower than the adult ratings. However, youths tend to be more impatient than adults, which may account for lower scores in these areas. Within the youth responses, scores for all questions were very similar between Fall 11 and Spring 12, and between Fall 12 and Spring 13. 23 Figure 17: Youth Survey – Satisfaction with FSC Staff Satisfaction with Facilities Once again youth reported lower satisfaction with FSC facilities than adults (see Appendix B, Tables B5 and B6 for satisfaction with facilities by site). Between the two survey years, however, youth responses to the five facility questions remained very stable. “Access to public transportation” and “Visibility of FSC sign” changed the most between Fall and Spring, with the transportation question receiving higher scores in the Spring and the sign question receiving higher scores in the Fall. Youths were asked one additional question about facilities that adults were not asked—satisfaction with the quality of the youth room—which youths were satisfied with, along with the cleanliness of the facility, which was rated highest of all facility elements. 24 Figure 18: Youth Survey – Satisfaction with FSC Facilities Satisfaction with Services Youths were asked five questions about their satisfaction with FSC services. Of the five youth questions, three were unique to the youth survey. On the two questions that both youths and adults were asked—satisfaction with center hours and overall program effectiveness—youths reported slightly lower satisfaction scores than adults for both terms (adults reported 4.55 for Center Hours in Spring 13 and 4.53 in Fall12 while youths reported 4.36 and 4.36. Adults reported 4.52 in Spring 13 and 4.52 in Fall 12 for program effectiveness, while youths reported 4.40 in Spring and 4.40 in Fall). Figure 19, below, shows that in both survey terms youths were most satisfied with the “chance to make friends” (4.54 in Fall 12 and 4.44 in Spring 13). Within the youth responses there was very little variance between the Fall and Spring terms on all questions. The greatest change, which was just 0.10, was in the chance to make friends, which went from 4.54 in Fall 12 to 4.44 in Spring 13. Data on youth satisfaction with FSC services by site are available in Appendix B, Tables B7 and B8. 25 Figure 19: Youth Survey – Satisfaction with FSC Services Satisfaction Summary Overall youth satisfaction remained high and stable over the period we studied. Interestingly, on average the youth FamilySource participants were slightly less satisfied than adult participants on nearly every question that both groups were asked. On average, youth satisfaction scores were about .2 points lower than adult satisfaction scores. In both survey years youths were most satisfied with the cleanliness of FSC facilities and the quality of programs to improve academic achievement. Would Recommend Center A large majority of youth participants stated that they would recommend their FSC to someone like themselves, which was true in both study years. The percentage of youth who reported that they would recommend their FSC was higher in the Spring of 2013 and the Fall of 2012 (87.5 and 91.0, respectively) than it was in the Spring of 2012 (87.1) and the Fall of 2011 (83.9). The percentage who were not sure about making a recommendation was also slightly lower in Spring 13 and Fall 12 (9.5 and 6.6, respectively) than comparisons to Spring 12 and Fall 11 (9.7 and 13.1, respectively), but for both study years, the percentage of youth who did not know if they would make a recommendation was significantly higher than it was for adult participants. Data on recommendations by site are available in Appendix B, Tables B9 and B10. 26 Figure 20: Youth Survey – Would You Recommend this Center to Someone like Yourself? How Clients Learned About FSC Figure 21, below, shows that like adult clients, most youth clients first learned of their FSC from a friend (35.3% in Spring 13 and 41.7% in Fall 12). There was a decrease in the percentage of youth clients who learned about FSC from a friend when compared to these numbers in Spring 12 (45.8%) and Fall 11 (46%). In the Spring 13 more youth learned about FSC from their schools (26.7%) compared to other terms, and in the Fall 12 more youth learned about FSC from their parents (38.2%) compared to other terms. Other differences between the 12/13 year and the 11/12 year were slight, including a small increase in the percentage of youth who learned about FSC from a probation officer (4.3 in Spring 13 and 4.5 in Fall 12) compared to the previous year (3.1 in Spring 12 and 2.4 in Fall 11). For the 12/13 year approximately 10% of youth mentioned teachers as the source of information about FSC, which is consistent with Spring 12 (10.1%) and an increase over Fall 11 (7.5%). See Appendix B, Tables B11 and B12 for first learned about FSC data by center. The percentages total to more than 100% because respondents were able to choose more than one response. The high cumulative percentage tells us that youth are reporting of first learning of the center from more than one source. The increase in probation officer referrals suggests that more youths who have been involved with the law are entering the program, which fits with the FSCs goal of supporting gang prevention programs. 27 Figure 21: Youth Survey – How did you First Learn About this FSC? Reason for Coming to FSC Figure 22, below, indicates that in both Fall 2012 (33.3%)and Spring 2013 (30%) the largest percent of youth respondents reported that they came to an FSC “to do better in school” (see Appendix B, Tables B13 and B14 for reason for coming to FSC by center). These percentages were smaller than those seen in the previous study year, when 37.5% chose this reason in Fall 11 and 45.8% chose it in Spring 12. The second most popular reason to come to an FSC was to participate in an academic class or workshop, with 23.7% responding this way in Spring 13 and 22.1% in Fall 12, which is roughly comparable to the previous study year. Participants may include a variety of activities as contributing to their school performance, such as mentoring (11.3 % in Spring 13 and 7.1% in Fall 12), counseling (8% in Spring 13 and 8.9% in Fall 12), and college access information (8% in Spring 13 and 8.4% in Fall 12). The percentage of participants who came for recreation was 9.3% in Spring 13 and 13.4% in Fall 12, which is similar to figures for Fall 11 but did not meet the high figure in Spring 12 (20.5%). The percent of youths who came to a center for youth organizations, computer access,, and bus tokens all stayed fairly consistent with reports from Spring 12 and Fall 11, although the number who came for computer access declined significantly from the previous year, with just 4.7% in Spring 13 and 8.4% in Fall 12 coming for this reason, compared to 15.2% in Spring 12 and 15.6% in Fall 11. 28 Figure 22: Youth Survey – Why did you come to this Center Today? 29 30 Start Services More than half of the youth participants reported that they started receiving services at the FSC seven months ago or longer. In Spring 13 40.8% of youth started at the FSC more than a year ago, and 42.5% of youth reported this in Fall 12. Additionally, 14.3% in Spring 13 and 12.7% in Fall 12 started at the FSC 7 to 12 months ago. About one-third of the youth participants began receiving services within the last month or three, with 16.6% in Spring 13 and 15.9% in Fall 12 stating they started 2 to 3 months ago, and 13.2% in Spring 13 and 20.6% in Fall 12 having started within the last month. Figure 23: Youth Survey – When did you start Receiving Services at this FSC? 31 Frequency of Visits to FSC We also asked youth participants how often they had visited their FSC in the past month. Like the adult group, the largest percentage of youth participants stated that they attended the center at least 10 times in the past month. Over one-third of youth reported ten or more monthly visits in Spring 13 (35.3%) and Fall 12 (38.5%), which was similar to reports from Spring 12 (39.5%) but down slightly from Fall 11 (46.3%). Another third of the youth visited 5 to 9 times (14.4% in Spring 13 and 14.7% in Fall 12) or 4 times in the past month (15.1% and 13.6% for Spring 13 and Fall 12, respectively). The percentage who visited infrequently was similar for Spring 13 and Fall 12, but in both these terms there were more youth who visited just one time than was the case in the previous study year. Data on frequency of visits by center are available in Appendix B, Tables B15 and B16. Figure 23: Youth Survey – How often have you come to this FSC in the Past Month? Enrolled in Class at FSC In both Spring 13 and Fall 12, a higher percentage of youth respondents (51.2% and 50.6%, respectively) reported that they were enrolled in a class or program than did adult respondents (49.1% in Spring 13 and 48.8% in Fall 12). However, compared to adults a significantly higher percentage of youths reported that they didn’t know whether they were enrolled in a class (20.1% vs. 2.7% for Spring 13 and 17.7% vs. 4.1% for Fall 12). This trend was also observed in the previous study year, and may suggest that youth are not clear if their activities at the FSC count as a class or program. Data on class enrollment by site are available in Appendix B, Tables B17 and B18. 32 Figure 24: Youth Survey – Are you Currently Enrolled in a Class or Program at this FSC? Youth Demographics Figures 25 through 29 exhibit youth participants’ demographic characteristics. Demographic data by center are available in Appendix B, Tables B19 to B28. Exactly 100% of youths answered our questionnaire in English, during both Fall 12 and Spring 13, which is consistent with results in the previous study year. This makes sense because most youths participate in public school and therefore speak English. Unlike the adult group, the gender composition is roughly equal among the youth groups. In Spring 2013 the majority of youth participants were male (50.5%) and in Fall 2012 the majority of youth participants were female (56.9%). The reason for this shift in the gender balance in unclear but may be worth exploring with center operators. Age composition also changed between the two survey years, with the finding of a slightly older (15 to 17 year old) population in the 12/13 year compared to the 11/12 year.. Compared to the 11/12 year, youth in the 12/13 year were somewhat less likely to attend public schools (77% in Spring 13 and 75.3% in Fall 12 versus 85.1% in Spring 12 and 82% in Fall 11), and significantly more youth in 12/13 were being homeschooled (8.3% and 4.6% in Spring 13 and Fall 12, versus 1.5% in Spring 12 and 4.4% in Fall 11). There was a slight increase in the number of youth who were out of school, with 11% in Spring 13 and 10.7% in Fall 12 compared with 8.1% in Spring 12 and 8.7% in Fall 11. Consistent with the adult demographics, the vast majority of youth participants are Hispanic. The percentage of White youth respondents declined was consistent from Spring 13 (2.7%) to Fall 12 (2.6%), and was slightly higher than the figure for Spring 12 (1.5%) and much lower than the figure for Fall 11 (6.3%). The percentage of youth who were biracial was 5.4% in Spring 13 and 7.2% in Fall 12, compared to 7.4% in Spring 12 and only 2.6% in Fall 11. The percentage of black youth respondents dropped from 9.6 % in Fall 12 to 5.1% in Spring 13,, but was again lower than the percentage of adult black respondents, as seen in the 11/12 year study. 33 Figure 25: Youth Surveys Completed by Language Figure 26: Youth Survey – Participant Gender Figure 27: Youth Survey – Participant Age 34 Figure 28: Youth Survey – Current Educational Status 35 Figure 29: Youth Survey – Participant Ethnicity 36 Executive and Program Directors’ Satisfaction with CDD As part of CDD’s commitment to continuous improvement, the agency asked our team to conduct a study of Executive & Program Director satisfaction with CDD’s management of the FamilySource Network. We conducted focus groups with Executive Directors and CDD staff to identify program features and services which were important to Executive Director Satisfaction. An on-line questionnaire was developed to measure satisfaction with these features, and satisfaction was rated on a scale of 1 to 10. While FSC participants were surveyed twice a year, Directors were surveyed only once a year. A total of four Director Satisfaction surveys have been administered online since Spring 2010. A copy of the Executive Director questionnaire is available in Appendix C. We invited the Executive Director from each center to participate. We received a total of 17 completed surveys from a possible 18. This was a change from the three previous years, when both Executive Directors and Program Directors were surveyed. As Figure 30 indicates, Directors in 2013 reported a very slight decline in overall satisfaction, compared to 2012, but their satisfaction level was still improved when compared to 2011 and 2010. Their level of satisfaction remains moderate, reaching about 7.5 on the 10 point scale. In 2013 directors reported slightly more satisfaction with “guidance and support” they received than with the services received, which is a reversal from the previous two years. Figure 30: Executive and Program Directors’ Overall Satisfaction with CDD In addition to overall satisfaction, we measured FSC contractor satisfaction with 10 specific aspects of CDD’s services. Again the pattern is one of slow, steady improvement. Figure 31, below, shows that in 2012 FSC Directors were most satisfied with the timeliness of payments by CDD (7.67 in 2013), followed closely by the clarity of performance standards communicated by CDD (7.56) and the adequacy of the information and training provided by CDD (7.53). This represents a slight change from previous years, when the top rated item was familiarity with the CDD Regional Area Director. The “value of the One E app” rating remains the lowest of the items in this question, with Directors in 2013 scoring it an average of 3.8 on the 10 point scale. Overall, however, it seems clear that Executive Directors are relatively satisfied with the CDD staff they deal with directly, and the training that CDD provides to FSC staff. 37 Figure 31: Executive and Program Directors’ Satisfaction with CDD Services 38 We also asked a series of questions regarding directors’ satisfaction with CDD staff performance. In general satisfaction with staff is high and improving. Figure 32, below, demonstrates that FSC directors were substantially more satisfied with CDD’s staff than they were with its services. “Accessibility of CDD monitors” remained the highest rated item in 2013, at 9.63, followed closely by the usefulness of feedback from CDD monitors, at 9.44. Directors rated the respectfulness of CDD staff and the knowledge of the CDD MIS staff as very high, at 8.81, followed by the knowledge of MIS staff, at 8.53. One notable change in satisfaction was with the accessibility and knowledge of CDD accounting staff, which fell to 6.33 and 6.69, respectively. The reasons for this decline should be investigated further. It seems clear that something has changed in the relationship between FSC executive directors and the accounting staff in the last year. Overall however, CDD staff seem to deliver consistently high quality service to FSC Directors. Figure 32: Executive and Program Directors’ Satisfaction with CDD Staff 39 Conclusion The FamilySource Network continues to generate high satisfaction among its clients in both periods measured. On average both adult and youth FSC participants are highly satisfied with FamilySource Staff, Programs, and Facilities. However, youth satisfaction is lower than adults across all questions in both periods. Satisfaction tends to be more stable among youth between the two survey terms, while adult satisfaction has increased with time on nearly all questions. Adults are most satisfied with the FSC staff, while youths are most satisfied with the FSC facilities. Respondents report that the quality of FSC programs, services, and facilities have improved over time. It also appears that FSC staff have done a great job increasing community awareness of the FamilySource program, as the sources of referrals have diversified over time. The FamilySource network continues to serve the target population of low-income, low-education, families with children. Director satisfaction with CDD staff is moderate and improving. Directors’ satisfaction has improved steadily over the three years we have studied. Directors report high satisfaction with City staff, with the exception of the accounting staff, where satisfaction declined this year. Directors remain more satisfied with the City staff themselves then they are with various services and programs provided by the city. Overall it appears that City Staff are working hard to partner with the FSCs but there is still room to improve City processes and systems.
