Though the four (4) storey super structure could now be found in the Ecology Center in East Avenue, Quezon City, we have yet to wait for the installation of the electrical wiring, plumbing pipes and fixtures, plastering, tiling and other major finishing works to be completed before we could finally enjoy the comfort and pleasures of new office building. The said activities however would require a budget which is beyond the amount allocated to us (for building construction) for the current year. Hence, we could not guarantee that we would be able to move in our new office building within the year. We fully understood your concerns, don't lose hope and continue to preserve, EMB-NCR’s management is still finding ways to augment the deficit in the required construction costs. EMB-NCR Capacitates Barangay Ilugin Estero Partners As part of the action plan on the clean up of Ilugin Creek located in Brgy. Pinagbuhatan, Pasig City, EMB-NCR in partnership with Asahi Glass spearheaded the Eco-tour in Estero de Paco and Seminar on Waste Minimization on February 12 and 15, 2013 respectively. The Eco-tour is one of the advocacies of EMB-NCR in support to Adopt-An-Estero Program. Some barangay officials and residents of Brgy. Pinagbuhatan, Pasig City together with EMB-NCR’s team led by RD Vizminda A. Osorio and Asahi Glass Company Officials explored the once polluted and garbage-laden Estero-de Paco. The activity showcased the daunting task initiated by Ms. Gina Lopez in rehabilitating and maintaining the natural beauty of the estero which flows directly to Pasig River. The tour gave the participants some ideas on how Estero de Paco recuperated and which they can emulate for Ilugin creek. A capacity building seminar was also conducted to the same group to enhance their knowledge on their mission to clean Ilugin creek. As the old adage goes “ All work without play make John a dull boy” EMB-NCR On the Go for Team Building Workshop “Eliminating Threats to Effective Work Teams,” is this year’s theme of the Team Building Activity of EMB-NCR held in Sitio Lucia Learning Center and Resort Hotel on May 2-3, 2013. RD Osorio required all employees to attend said activity since it is the conviction of RD Osorio that our Office needs to strengthen its workforce by intensifying team work relationship. RD Vizminda Osorio was proclaimed the Deputy Chairperson of the Board in accordance with the provision of RA 8749 and Cochaired by MMDA USEC Corazon T. Jimenez. NCRAGB Circuits now on Treadmills The moment of inertia for EMBNCR Airshed Governing Board has reached alp high with the calendar of activities listed during the last Executive Meeting presided by MMDA USEC Corazon T. Jimenez held on March 21, 2013 at Dolcelatte Gourmet Bakeshop, Quezon City. By virtue of Republic Act No. 8749 Sec. 12, Rule XV, Part V of DENR Administrative Order (DAO) No. 2000-81 (Implementing Rules and Regulations), the Metro- USEC Jimenez who presided the last meeting pleaded the group in the formulation of their goals to have in mind the right objective with the correct intentions. “An organization having the right objective but with wrong intentions can not sustain”, she elaborated. List of activities that must be accomplished by the Board before the end of first semester for this year include: 1. Action Planning Workshop of the NCR Airshed Governing Board which is tentatively scheduled on April 18-19, 2013. 2. Brain-storming on the contents of the Manual of Operations. 3. Oath-taking with the DENR Secretary. 4. Quarterly Meeting every last Thursday of the Quarter. 5. Constant information on the Air Quality index of the region. 6. Book-binding and distribution of the Manual of Operations. 7. Drafting of a recommendation to include in the land use terminal use plan of Metro Manila the designation of Transport Terminal area. 8. Ocular visitation of the different Ambient Air Quality Monitoring Stations in NCR. It is the most ardent desire of the board to work for something measurable by the public on the impact of programs on improving the quality of air within the National Capital Region. Flip-sided with the efforts of DENR through EMB-NCR are the actions initiated by the LGUs and other private entities in improving the air quality of Metro Manila. There has been move to abolish the two-stroke motor vehicle replacing it with the e-trike as has been implemented by Makati City. The latest on the effort to lessen air pollution in the metropolis is the establishment of vertical gardening initiated by MMDA the Vice Deputy Chair of the Board. In relation to the establishment of NCRAGB is the monitoring of air quality within the metropolis. Studies show that for CY 2012 there has been a better quality of the air we breath as compared to previous years’ results of laboratory analyses on PM10, PM2.5 and TSP. The 2012 Summary of TSP (Total Suspended Particulate) Monitoring at Different Air Quality Monitoring Stations in NCR (24Hour Averaging Time/ Concentration in µg/Ncm) reveals that we enjoyed a cleaner air for more months as compared to the concentration of Total Suspended Particulate collected during CY 2011. A much lower value of the Total Suspended particulate was recorded during the months of March, April and Jun- December 2012 (continue on page 4)
