As this month’s copy is posted through your
letterboxes many of you will be gearing up
for this year’s Perkins Great Eastern Run on
Sunday 11 October.
Thousands of city residents and runners
from all over the country have signed up for
this year’s half marathon or the 4km fun run.
We have also received an overwhelming
response to the Schools Challenge.
I would like to thank all those city residents
and city council staff who have volunteered
their time on the day to staff the water
stations, act as race marshals, and help out
behind the scenes in many other ways. It is
fantastic to see such wonderful community
spirit in our city.
This is a busy time for families with
Halloween and Bonfire Night looming. The
Safer Peterborough Partnership, which
includes the fire service and the city council,
has launched a campaign to help you keep
safe this year and reduce the number of 999
calls. See pages 16 and 17.
Peterborough’s Italian Community
Association, of which I am chairman, is
celebrating its 25th anniversary with a
festival of all things Italian in the city centre
on Sunday 18 October between 2.30pm and
7.30pm. Highlights will include an Italian
market, demonstrations from Italian chefs, a
display of Ferraris and Aprilla scooters, and
street theatre statues. There will be live
entertainment during the festival and an
exhibition of Italian history and culture will
run at Peterborough Museum. After dark, the
Town Hall will be lit up in Italian colours and
the celebrations will end with a fireworks

Young people are also being given the
chance to shadow Peterborough city
councillors and find out about how
important decisions are made in the city.
This is a fantastic opportunity for our
decision-makers of the future! See page 4.
This issue also includes details of how you
can get closer to wildlife in the city through
a new interactive map launched by the
Natural Networks Partnership (see pages
6 and 7).
As many of you who visit the city centre
regularly will have noticed, the demolition
of the Corn Exchange building is well
under way and scheduled to be
complete in November.
Contractors will then move onto the site
and finish the paving area. When the new
St John’s Square is complete the city will
have a fantastic new public open space
to enjoy.
Work also continues on the
transformation of Cathedral Square. I
would like to take this opportunity to
apologise to you for the disruption, but
when the works are finished I think we
will all agree we will have a city centre of
which we can all be proud.

Campaign aims to keep children safe
As the dark nights begin to draw in
the SaferPeterborough partnership has
launched a campaign with support from
the Eastern Region Road Safety Group
aimed at drivers who fail to stop for
school crossing patrols.
Courts have the power to levy fines of up
to £1,000 and add points to licences or
even impose bans on drivers who fail to
stop at crossings.
Bus back and petrol pump advertising, display boards
at various patrol sites and leaflets are promoting the
‘Stop Means Stop’ campaign.
Stickers and leaflets have been distributed to all new
reception year children who have a school crossing
patroller at their school. They will also be available at
doctors’ and dentists’ surgeries, libraries, service
stations and city centre
council offices.

My Street clean-up
The city council’s hard-working street
cleansing teams will be in action across
the city again this month.
As part of the My Street campaign, teams
from the council’s city services visit
different areas each week. They deal with
any issues highlighted by residents,
alongside a full clean-up including street
sweeping, litter picking and graffiti
removal.

Young people can spend a day

programme of events for Local
Democracy Week which starts on
Monday 12 October.
The week has been organised by
Peterborough City Council's young
people's service and democratic services.
It aims to raise awareness of local
democracy and encourage children and
young people to get involved.
Young people will be able to find out more
about the city's decision-makers and how
local democracy works. They will also be
treated to a behind-the-scenes Town Hall
tour and an insight into the role of the
person they are shadowing.

Apply for school places online
Parents are being urged to apply for school
places for their children for September 2010
on Peterborough City Council’s website www.peterborough.gov.uk/admissions.
All year 6 pupils from the city council’s
primary and junior schools should have
received a booklet and preference form
explaining how to apply for a secondary
school place for September 2010 from their
primary school. The same applies for those
transferring from Year 2 in an infant school
to Year 3 (junior).
Parents whose children were born between
1 September 2005 and 31 August 2006,
who start infant/primary school in
September 2010, need to apply for a
reception year place. Parents of children
who are registered at pre-school or nursery
should receive a booklet through them.
Those who haven’t received a booklet are
urged to contact the city council to ensure
their children are registered as needing a
reception year place in September 2010.
The closing date for secondary
applications is Saturday 31 October 2009
and Friday 11 December 2009 for primary
schools. Those who apply after the closing
dates may not get the school of their
choice.

talk to parents who have particular
concerns about applying for a school

Get advice on buying
your first home
Orbit First Step, the regional agent that
deals with low cost home ownership, is
holding a drop-in event at Peterborough
City Council’s Bayard Place on 2
November 2009, between 10am and 4pm.
A team of advisors will be on hand to talk
through the various products available for
those looking to get a foot on to the
housing ladder. A specialist advisor will
also be available to give financial advice
about buying your first home. In addition to
low cost home ownership, the team will
also be able to offer advice on properties
available at discounted market rents. For

Taking action against chewing gum problem Academy holds
The city has been chosen as one of 15 local
authority areas to take part in the national
Keep Britain Tidy Chewing Gum Action
campaign.
Throughout October, a promotional
campaign will encourage people not to
drop their chewing gum on Peterborough’s
streets. Gum is difficult to remove from
paths and pavements using normal
cleansing methods, and also tends to get
stuck on pedestrians’ shoes and is then
transferred elsewhere. The fine for anyone
caught dropping gum is £75.
Ten city centre areas have been identified
as gum hot spots and the amount of gum in
these areas will be measured (and then
cleaned up) at regular intervals over a
three-month period - pre-campaign, during
and post-campaign. The areas are:

Log in and GET EXPLORING!
We are fortunate enough to live in a city surrounded by wonderful parks and woodland. Now new technology just
launched by the Natural Networks Partnership, will help you ‘connect’ with Peterborough’s great green spaces.
Ever wondered where your nearest park
or woodland is? Or what nature reserves
are close to the city centre? You can find
the answers to these questions, and
more, using the new interactive map of
Peterborough on the Natural Networks
Partnership website
(www.naturalnet.org.uk).
Whether you want to find some nice
walks or places of historical interest to
visit with the children this half term, make
sure you log on to make use of the
interactive map. You’ll also find lots of
information on the many different things
you can see and do when you are out
and about.
The map has been developed with digital
communications agency Pixelwork and is
simple to use. All you need to do is select
the area of the city you are interested in,
pick the information categories you
would like to find out about, and click
‘go’. You can click on individual sites for
further information. The map covers
cycling and walking routes, and has
many other layers to feature events,
parks, nature, history and heritage.
There are some great places to explore
featured on the map. For example, Crown
Lakes Country Park, which is between
Hampton and Farcet. This 87 acre site is
a lovely spot for picnics, walking and
watching wildlife. The Green Wheel cycle
route runs through the middle of the park,
linking Farcet in the east to Hampton in
the west. One of the lakes contains
extensive beds of stoneworts - a very
rare and ancient algae that are a special
feature of Peterborough clay pits. An
audio trail of the site is available via the
Natural Networks website.
The Boardwalks is a nature reserve on
the north bank of the River Nene. It
boasts a mixture of habitats, including
marshes, grassland, ponds, scrub and
willows. This urban wildlife haven is only
a short walk form the city centre.
Amphibian and Reptile Conservation
(formerly known as Froglife) is currently
undertaking some important restoration
work on the ponds at The Boardwalks to
improve their value for wildlife.

near Helpston and Flag Fen Bronze Age

MOBILE EXPLORER BRINGS COUNTRY WALKS TO LIFE
Natural Networks is a
partnership of
organisations, including
Natural England,
Peterborough
Environment City Trust (PECT), The
Wildlife Trust and Peterborough City
Council, which work to implement green
infrastructure projects in Peterborough.
These projects help to enhance and
protect the green spaces in the city.
Visitors to Nene Park, which is home to the
popular Ferry Meadows, can use some
innovative new technology to add a new
dimension as they stroll around the park.
The Mobile Explorer is aimed at both new
and existing visitors of all ages and uses
mobile devices with inbuilt GPS receivers,
such as personal digital assistants,
i-phones and smartphones, to
automatically deliver audio-visual
information on different historical and
ecological points of interest along four
different circular trails. Trigger zones will
activate the release of the information at
the right time and you can pinpoint exactly
where you are on the route at any time by
accessing the live map facility.
In addition to the walks, there is also a
‘wildlife browser’ which gives lots of
information on the variety of species you
may come across while out on your walk.
The ‘tracks and signs’ section helps you
identify what sort of animal may have left a
particular trail.
If you have your own GPS
enabled mobile device,
you can download the
walks from the Natural
Networks website. They
are also available as MP3
audio trails. The visitor centre at Ferry
Meadows, where all the walks start and
finish, has a bank of personal digital
assistants for people to hire free of charge.
The application is easy to use for both
adults and children alike.

How we have been WORKING to
make LIFE BETTER for you this year
Each year the Audit Commission assesses how well we provide our services to you, whilst ensuring we continue to
provide value for money. Peterborough City Council is currently a three-star council that is improving adequately and
this judgement will be updated in December. We look back at our progress over the past year.
Peterborough City Council, the police, fire, health and voluntary
organisations have a clear vision for the future of Peterborough to
improve the lives of all our residents as set out in the Sustainable
Community Strategy. Together with our partner agencies, we
have four priority areas:

you, our residents. We wanted to share with you the progress we
have made so far in each of these priority areas. However, while
we want to acknowledge our achievements in the past year we
know there is still more to do and we will continue to work with
all of you to create a wonderful Peterborough for us all.”
Creating the UK’s environment capital
Peterborough is already one of only three UK environment cities,
but we aspire to be UK’s Environment Capital. Your recycling
efforts are already helping us move a step closer to this.
• In 2008/2009 we recycled 48.3 per cent of our household
waste – more than ever before and up from 46.6 per cent the
previous year.
• We now have the largest environmental goods and services
sector of any UK city.
• We have gained national recognition for our achievements
for encouraging residents to leave their car at home and
walk, cycle, use the bus or other sustainable forms of
transport through the Travelchoice initiative.
• In 2008/09 11 per cent more school children walked to
school than in 2006.
We aspire to improve the health and wellbeing of all our
residents and whilst clean streets benefit the whole
community, the current economic downturn can affect the
more vulnerable parts of the community disproportionately.
• Our renewals and fuel poverty team is offering support to
people affected by the economic downturn, providing
advice and financial assistance on ways to minimise
heat loss and reduce fuel bills.
• We are helping vulnerable people heat their homes to a
healthy standard by providing financial assistance
towards loft and cavity wall insulation, and the
replacement of inefficient boilers and heating systems.
• We are encouraging the reuse of white goods such as
fridges and washing machines, making them available to
those in need at significantly reduced cost through our
nationally awarded WEEE Recycling Centre in Eastern
Industry, also known as the Electrical Recycling
Programme (EARP). This also compliments our
Environment Capital plans, as it saves these goods from
going to landfill.
• We have worked hard with our partners in the health
service to reduce teenage pregnancy rates by 16.7 per
cent.
• Our schools are helping our young people achieve
better than expected results at Key Stage 2 - the
government measures the difference our schools make
to attainment levels and we jumped up to 42nd in 2008
league tables compared to 105th in 2007 - the largest
improvement jump of any local authority in that year.

water provision to assure that the city’s growth is sustainable.
• We are working with a developer to create the largest Carbon
Challenge site in the UK, with 340 zero carbon houses.
• Together with Opportunity Peterborough, we brought the
Tour Series Cycle Race to the city which was televised
nationally and raised Peterborough’s profile.
• We played a lead role in establishing the eco-innovation centre
that has helped grow our environmental goods and service
sector; we purchased the building for it and are continuing to
invest £100k each year in the centre.

This priority area looks at all aspects of community safety and
there have been some key milestones.
• The number of people killed or seriously injured on our roads
is at its lowest level since 1990.
• The number of children killed or seriously injured is down 60
per cent on 2007 levels.
• Police officers or community support officers are attached to
five of our secondary schools to improve relationships and
prevent bullying and conflict.
• Following recommendations from the Home Office we relaunched our Crime and Disorder Reduction Partnership as
the Safer Peterborough partnership. The partnership has
worked on several campaigns including the Face the People
consultation events held in Central Park and Bridge Street in
June and November
to talk to you about
the issues that
matter most to you.
• We have held 11
weeks of action
in ten city areas
to tackle anti-social
behaviour, and
crime issues.
• Our youth inclusion
project’s work with
Safer Peterborough staged weeks of
50 young people at

• We have introduced a sanctuary scheme, supporting victims

A city nursery has been given
a brand new garden after a
‘Ground Force’ style makeover
paid for with funding from
Peterborough City Council.
The new garden at Alpha Kindergarten
School, Wainman Road, Orton
Longueville, Peterborough, has been
kitted out with climbing frames, an
outdoor classroom, sand pit, and picnic
area and special artificial grass that
means children can play on it all year
round.
The transformation was funded by the
city council’s early years and childcare
team using money allocated by the
Department for Children, Schools and
Families (DCSF) under the Quality and
Access for All Young People capital grant
scheme.
The garden also includes musical stands,
stepping points, picnic tables and a tyre
climb stack.

Peterborough City Council is launching a great new service
which will allow residents to check the efficiency of their loft
insulation and save money on heating bills.
Ever wondered how much energy you are
wasting every single day?
From Monday 12 October, you can check
the heat loss from your property by typing
your house details into a new section of the
Peterborough City Council website
(www.peterborough.gov.uk/heatloss) where
you will receive a personalised rating
showing how much heat is escaping from
your roof.
The website will also offer advice and
information about ways to improve your loft
insulation and the energy efficiency of your
home. Details of grants and discounts
available through the council will also be
included on the site.
The data will be available for every home in
the urban corridor of the city, from
Hampton to Glinton, thanks to a thermal
image survey undertaken in March this year
by Leicester-based thermal imaging
company Blue Skies Ltd.
The city council chartered a flight using a
special digital camera to record the
different levels of infra red light given off
from all objects on the ground. These levels
were then converted into ‘scores’ varying
from 0 to 255 reflecting the heat lost
through roofs. A seven colour scale makes
it easier to understand the heat loss, with

your loft - 11 inches (27cms) could save you up to £150 in
heating bills per year.
• It will also save one tonne of
carbon dioxide per year, so you
will be improving your home’s
carbon footprint.

home loses 26
per cent of its heat through its roof.

If your score shows up as red, there are
many ways you can reduce your heat loss.
For a start, take a look in your loft to see
how much insulation you have between the
rafters. To be most efficient, your insulation
should be about 11 inches (27cms) deep.
By fully insulating your loft you could save
up to £150 a year in heating bills.
Some residents – especially the vulnerable
and those on low incomes – may be
eligible for funding from Peterborough City
Council to help make their home more
energy efficient, due to the council securing
Government funding to help pay for loft
and cavity wall insulation. The funding is
available on a first-come-first served basis
and can help cut fuel bills by up to a third.

Wildlife walking and a WONDERFUL
WERRINGTON community
There are some areas of Peterborough which date back hundreds of years. One of those
areas is Werrington village, which falls into Werrington South ward.
In medieval times Werrington was a hamlet
on the outskirts of Peterborough.
Nowadays it is a district area of the city
following Peterborough’s expansion.
For electoral purposes Werrington is split
into North and South wards. Councillors
Colin Burton, Darren Fower and Paula
Thacker represent Werrington South,
which includes Werrington village and
North Gunthorpe.
An issue that is high on the agenda is
speeding traffic. All three councillors are
trained to use police Speedwatch
equipment to record details of speeding
vehicles. They use the equipment on larger
roads including Gunthorpe Road and
Lincoln Road. Drivers caught speeding
receive a warning letter from the police.
Councillor Burton explained: “Speeding is
a problem on some of the larger roads in
the ward. The Speedwatch scheme is a
wonderful initiative and gives back control
to the community. I would recommend
anyone concerned about vehicle speeds
where they live to find out more.”
The ward councillors are also tackling
congestion problems outside schools at
peak times and boy racers who
congregate at Dukesmeade industrial site
at weekends. There are also calls for a
better bus service, including a direct
service from North Gunthorpe to the
Werrington Centre.
Werrington South like every ward has its
issues, but it also its assets. It boasts
Werrington meadows, which runs from
South Gunthorpe to North Gunthorpe at
Cuckoo’s Hollow, which is also an
important wildlife habitat. Both areas are
used by walkers, cyclists, children and dog
owners.
Councillor Thacker says that the open
space is one of the things that make her
proud of the ward.
She said: “Werrington Meadows and
Cuckoo’s Hollow are wonderful areas of
open space and are well used by the
community. They are also kept clean and
tidy and residents regularly pick up litter
there which is commendable.
“There are also very good schools in the
ward and a number of well attended
activities ranging from tea dances to play
groups.”
All three councillors agree there is a great
community spirit in the ward. Looking
ahead they would like to see more facilities
for children in North Gunthorpe and the
play area near Campbell Drive sports
ground improved.

Halloween and Bonfire Night are traditionally a
time for families to have fun - but they are also extremely
busy for the emergency services. That’s why the Safer
Peterborough partnership has launched a seasonal
safety campaign to help you stay safe this year.
Little children dressed as witches,
wizards, ghosts and goblins, apple
bobbing and witches brew fruit punch
may be some of the more fun
activities on Halloween.
But 31 October and
Bonfire Night are also
two of the busiest
times of year for
Cambridgeshire
Fire and Rescue
Service and the
other emergency
services.
Fireworks, bonfires and
‘trick or treating’ can provide
fun and harmless entertainment for
many but October and November are
also the months when 999 calls
increase sharply as residents report
deliberate fires, eggs and flour being
thrown at properties and the misuse of
fireworks.
This coming Halloween and bonfire
period, Cambridgeshire Fire and
Rescue Service, together with its
partner agencies – under the
umbrella of the Safer
Peterborough Partnership
- are calling for
residents to use
fireworks responsibly
and make efforts to
treat each other with
respect.
Chris Strickland,
deputy chief fire officer,
said: “We are calling for
residents to think about the
consequences of their actions.
“Those who deliberately set off fireworks,
start bonfires for malicious purposes or
scare the elderly while trick or treating,
are putting the safety of others at serious
jeopardy and also prevent the whole city
from enjoying this fun time of year.”
FIREWORKS AND SPARKLERS
Cambridgeshire Fire and Rescue
Service recommends going to an
organised firework display instead of
holding one at home. However, if you do
intend to use fireworks at home, follow
the FIREWORK CODE opposite:
• Buy fireworks marked BS 7114.
• Keep fireworks in a closed box.
• Follow the instructions on each
firework.
• Light them at arms length using a
taper.
• Stand well back.
• Never go back to a lit firework.
• Never put fireworks in your pocket.
• Never throw fireworks.
• Light sparklers one at a time and
wear gloves. Sparklers can reach a
temperature of up to 2,000°C.
• Never give sparklers to children under
five.
• It is illegal to sell fireworks to anyone
under the age of 18.
• It is illegal for anyone under the age of
18 to possess fireworks in a public
place.
BONFIRE
• Before you light the bonfire, check
that children and animals are not
hiding inside and are a safe
distance away.
• Don’t leave bonfires unattended.
An adult should have the time to
supervise it until all the material is
consumed.
• If the bonfire has to be left it should
be dampened down with water.

Our five year plan ‘Living longer, Living
well’ sets out what our priorities are and
where we need to focus to achieve.
Our vision is “Peterborough people living
longer, healthy, independent and selfdetermined lives.” To do this we have four
main areas we will be focusing on:

Health Inequalities, Supporting Vulnerable
People and Improving Access. Within each
of these areas we have set a number of
goals for ourselves which we will achieve
over the next five years. These are:

WHAT IS NHS PETERBOROUGH?
NHS Peterborough is your local Primary
Care Trust responsible for the planning
and buying of your NHS health and care
services across the city. Serving the
same area as Peterborough City Council,
we are responsible for improving the
health of over 160,000 people in
Peterborough and its surrounding areas,
with a budget of just over £290 million.
We are not only responsible for ensuring
you all have access to primary care
services such as GPs, dentists,
pharmacists and opticians, but through
part of our organisation known as
Peterborough Community Services, we
also directly provide health and adult
social care services in the community,
such as home care and district nursing.
PATIENT SURVEY
This year’s national Patient Survey
showed that satisfaction with local
services was high with NHS
Peterborough in the top 20 per cent in
many areas, including getting a GP
appointment quickly. We are working to
make improvements to those areas
with which you were not as satisfied.
We agree that take-up of choice is
poor and we would urge patients who
are referred for specialist treatment to
discuss with their GP the options
available to them and exercise their
right to choose a hospital for their first
outpatient appointment. We
understand that some patients feel that
they are unable to access NHS
Dentistry in Peterborough. However,
there is significant NHS capacity and
patients should visit www.nhs.uk or
phone (01733) 758516 to find their
nearest dentist with capacity.
We do recognise there may be some
difficulties for patients with booking
appointments in advance and we are
addressing this. We are committed to
ensuring that you receive the services
you want, at a time convenient to you,
and of a quality you would expect to
receive.
OUR OWN HEALTH CHECK IS FAIR
The Annual Health Check measures NHS
Peterborough’s performance against a wide
range of health targets and standards, with
scores ranging from ‘excellent’ to ‘weak’. The
current rating for NHS Peterborough is ‘fair’
for both quality of services, and use of
resources. We are succeeding in our vision
towards a healthier Peterborough, but there
are still areas for improvement that we are
working to address. We are confident that
our ratings will improve further over the
coming years.
ADULT SOCIAL CARE SERVICES SHOW
PROMISING PROSPECTS
The Care Quality Commission judged local
adult social care services as two stars with a
‘promising’ capacity to improve further and
highlighted much strength in leadership,
commissioning and use of resources.

WHAT WILL THIS ACHIEVE?
By 2014 we will have:
• Saved more than 35 lives a year by
improving our management of
coronary heart disease
• Reduced teenage pregnancies by
55 per cent from 1998 figures
• Ensured everyone eligible for social
care has an individual budget and
the option to use direct payments to
choose the care they want to meet
their needs
• Supported over 1,000 people living
and working in our most deprived
communities to stop smoking
• Ensured that every person in
Peterborough is able to access a
local NHS dentist
• Reduced infant deaths in Central
ward by 30 per cent
• Commissioned over 400 more Extra
Care home places to support
people in Peterborough to live as
independently as possible
• Reduced the gap in life expectancy
in Peterborough.

HOW WE SPEND YOUR MONEY
When spending your money, we seek to ensure you receive fast
and effective services. In the last year for example we have:
• Built a brand new state-of-the art City Care Centre moving
care closer to home and out of a hospital location, with
health and care services under one roof
• Built more Extra Care Housing helping older people live
independently
• Opened the Alma Road Primary Care Centre – a new GP
practice open 7am-10pm with walk-in appointments for
patients registered elsewhere
• Ensured over 95 percent of cancer patients waited less than
two weeks from urgent referral from their GP referral to their
first outpatient appointment
• Extended the hours GP practices are open for, at weekends
and in the evenings.

experiencing an urgent dental problem, the
Dental Access Centre may be able to offer
you an emergency appointment. Open
Monday - Friday, 7.45am to 7.00pm (last

OPTICIANS
Optometrists carry out sight tests to check
the quality of your vision and eye health.
They look for signs of eye disease which
may need treatment from a doctor or eye
surgeon and prescribe and fit glasses and
contact lenses. They are trained to
recognise abnormalities and diseases in

District Hospital is for serious accidents

such as a suspected heart attack, stoke,

WALK-IN CENTRE
The Walk-in Centre offers convenient
access to NHS treatment, advice and
information. Experienced and highly
trained nurses at the centre can treat a
wide range of minor illnesses and injuries
such as cuts, strains, sprains, minor
infections and skin complaints. They also
offer general health advice and
information, emergency contraception/
condoms and advice on stopping
smoking.
