 Chinese
population reproduction pattern has
undergone a historic transformation
 In the first half of this century, China's
population ageing is irreversible and
increasingly grim
 “getting old before getting rich” is still an
important national situation in China.
 With
the rapid growth of China's elderly
population, the pressure on construction of
income security system for the elderly is
enormous.
 China has established the largest elderly
income security system in the world, but it
has some problems.
 the two problems are the most prominent:
---- sustainability
----unclear responsibility
 the
problem of sustainability
----the PAYG social pension insurance fund
faces difficulty in payment
----payment risk of individual account
----potential pension risk for migrant
workers
 ambiguous
responsibility
----unclear government responsibility for
basic old-age insurance
----insufficient contact between individual
contribution and the ultimate benefit
----government's unlimited liability squeeze
the market mechanism to play a role in
pension insurance
----social security and family security
boundary is not clear
 In
the future, China will improve the sharing
mechanism of income security responsibility
between government, enterprise, society,
family and individual and build a full
coverage, multi-level, sustainable elderly
income security system including social
pension insurance, occupational pension
insurance ,commercial pension insurance and
family old-age security.
 Chinese
government will take the following
measures:
 ----First, improve the basic old-age
insurance system.
 ----Second,accelerate the development of
supplementary pension insurance
 ----Third,perfect the family support policy
 ----Fourth,increase assistance to the elderly
with special difficulties.
 ----Fifth,enhance the ability to support
themselves
