INCOME AND LIVING CONDITIONS Income and Living Conditions Survey data are presented herein. In 2015, 4 849 households, randomly sampled from the database of the Population Register of the Republic of Lithuania, were interviewed. Additional information was obtained from the State Social Insurance Fund Board, the State Tax Inspectorate, and the Ministry of Social Security and Labour. In the statistical survey, data on income refer to the previous calendar year, other indicators – to the survey period. Household is a person living alone or a group of persons sharing the same living accommodation and expenditure, including collective provision of necessities of life. Gross household income includes total income received by all household members from paid employment, selfemployment, income from rent, social transfers in case of old age, loss of breadwinner, sickness, disability, unemployment, scholarships, social benefits for family or children, in case of social exclusion, housing allowances, regular transfers from other households, interest, dividends. Household disposable income is the total income after income tax, fixed property taxes, compulsory social insurance contributions of employees, the self-employed and the unemployed (if applicable), and regular remittances to other households. In 2015, household disposable income totalled, on average, EUR 846 per month, household disposable income per capita – EUR 376 per month. Compared to 2014, household disposable income increased by 7.9 per cent. In 2015, disposable income in cash per capita totalled, on average, EUR 371 per month and, compared to 2014, increased by 9.3 per cent. The highest disposable income in cash was that of households in Vilnius, Tauragė and Klaipėda counties, the lowest – in Utena and Šiauliai counties. In 2015, income from employment accounted for the biggest portion in disposable income in cash in Telšiai, Tauragė and Marijampolė counties, for the smallest – in Utena and Šiauliai counties, where social benefits made up, respectively, 30.3 and 28.2 per cent of disposable income in cash. A substantial proportion of the population has faced economic difficulties. In 2015, 53 per cent of the population were living in households incapable of facing unexpected financial expenses (EUR 235), 14 per cent – in households which could not afford a meal with meat, fish (or vegetarian equivalent) at least every second day, 44 per cent of the population – in households which could not afford at least one week annual holiday away from home. 10 per cent of residents had arrears on housing maintenance bills and repayment of loans, 31 per cent – were living in households unable to keep home adequately warm. According to the number of the said economic difficulties, the situation of the population of Klaipėda and Telšiai counties was the most complicated. The inhabitants of Tauragė and Telšiai counties complained about inability to keep home adequately warm less often than those of other counties. In 2015, almost all residents had a colour TV set (99 per cent) and a telephone (99 per cent). 95 per cent of residents had a washing machine, 70 per cent – a car in their household. Almost every second household not having the abovementioned devices named the lack of income as the main reason for that. The biggest proportion of people living in households without a car was in Klaipėda (35 per cent) and Utena (34 per cent) counties, due to the lack of income – 13 and 11 per cent respectively. In 2015, 12 per cent of residents lived in dwellings lacking an indoor flushing toilet, 11 per cent – a bath or shower. Housing quality in urban and rural areas contrasted strongly. In urban areas, 3 per cent of residents were lacking an indoor flushing toilet, in rural areas – 31 per cent, a bath or shower – 3 and 28 per cent respectively. In 2015, in Utena county, 24 per cent of inhabitants were living in dwellings lacking an indoor flushing toilet, 26 per cent – a bath or shower. INCOME AND LIVING CONDITIONS 1.
