To the Honorable Members of the Capitol,
My name is Yujin Lee, and I will be serving as a chair for this crisis committee, “HUNGER GAMES : The Capitol” in Global Education City Model United Nations the Second (GECMUN II). It is my utmost pleasure and honor
to be a part of this committee. This committee is based on the “Hunger
Games” series, which is loved by people around the world, including myself. Delegates will be representing the Capitol, the Panem’s government.
Delegates will have to cooperate and think wisely to successfully prevent
Katniss Everdeen and District 13 from rebelling against the Capitol. I will
try my best to make the committee exciting and thrilling for all the delegates.
To briefly introduce myself, I am a freshman in Korea International School
Jeju (KISJ). I am a big fan of movies, and the genres or the languages
do not matter as long as they are not horror movies. I also love to travel
around the world; experiencing different cultures and lifestyles of other
countries is just fascinating and exciting to me. This is my first time chairing a committee, and I am still building my MUN experiences. I have enjoyed MUN so far, and I am looking forward to future conferences.
I am greatly looking forward to the discussions and the fun we will have
during the committee. I wish all of us will be left with only pleasant memories after the committee.

Hello Esteemed Members of the Capitol,
My name is Amy Kang, serving as the crisis director of the “HUNGER
GAMES: The Capitol” Committee in Global Education City Model United
Nations (GECMUN) II. I am very honored and extremely excited to contribute to this committee by stimulating the “real story” and the “future.”
I’ll work at my best manner to make the committee thrilling and enjoyable,
while still being somewhat realistic. Amy Lee, the chair, and I, decided
to have a committee based on the Hunger Games, as we loved the movie
series and the trilogy. We believed that simulating the high officials of the
Capitol in Panem would bring more understanding to the novel and the
movie.
For a brief introduction about myself, I am a sophomore attending KIS Jeju.
My hobbies include stargazing, listening to “old” music, and the best of
all, travelling. I have lived in Texas and in California. I have a dog named
Ange, which is a papillon. I have been to several domestic and international conferences for MUN. It is my first time directing and I have played
my role as a chair 2 times.
I hope that this committee will provide you a fruitful and an entertaining
experience, and I hope that you make the best out of our times.

Panem is a nation that was established after World War III in a post-apocalyptic world. After the war, the entire world was almost destroyed and all
of the citizens were in a spiral of chaos. The government collapsed and the
congress was gone. Moreover, the major landmass of the world changed
shape as the sea level rose around the planet. Finally, a part of North
America became the only landmass on Earth. During the great confusion,
a group of people who was the wisest and the most courageous, who are
the founders and the ancestors of ourselves at the same time, built a new
nation called “Panem.” This is how Panem was created. We could restore
peace and stability of the nation because of the founders’ sacrifices and
endless efforts. Through the enormous efforts and developments, Panem
is now an idealistic nation in the world, even though it is divided in 13
different districts. Panem is situated primarily in North America, and the
Capitol, which is the heart of Panem, is located in an area formerly known
as the Rocky Mountains. Panem is run by an absolute and an organized
government led by President Snow. President Snow is the greatest leader
ever in history and because of him, the Panem could be developed to the
current level. There aren’t any nations or civilized societies near Panem,
so Panem can be stabilized without obstacles. The name Panem derives
from the Latin phrase panem et circenses, which translates into ‘bread
and circuses.’ Furthermore, the government provides ample food and
joyful entertainments to the citizens of Panem. Under Panem’s protection,
citizens always work hard on their jobs and can get satisfactory lives. As
mentioned above, Panem is divided in 13 different districts. Each district is
responsible for producing good of a particular industry to serve the needs
of the nation, and they all operate under the auspices of Panem’s Capitol.
The laws of Panem are organized and reasonable. Some might think that
laws are a little bit harsh, but because of its strictness, the discipline can
be tightened and crimes can be diminished. Panem has a total population
of 4,556,778 people. After the dark days, an annual event known as the
Hunger Games is held to remind people about the past rebellions and to
entertain the citizens..

The Hunger Games is the most important and the biggest annual event
of Panem. Every year, one boy and one girl between the ages of 12 and
18 are selected from each of the twelve districts to be the participants.
Selected children or teenagers are trained to be gladiators, and they are
sent into an arena to fight to death. The event is nationally televised and it
is mandatory for all citizens to watch the show. The last living participant
is declared the victor and is allowed to live in comfort. The Hunger Games
has a long history of 75 years and its own tradition. It successfully entertains the citizens and makes the twelve districts think of the mercy of Panem. Historically, there was only one survivor for each year except the 74th
and the 75th. The victors of 74th Hunger Games are Katniss Everdeen and
Peeta Mellark, because they attempted suicide.
The 75th Hunger Games was the third quarter quell. Therefore, all of the
victors from each district became the participants of the game, including
Katniss Everdeen and Peeta Mellark. There was a minor incident during
the 75th Hunger Games because of Katniss Everdeen’s unacceptable action.
The Capitol of Panem is a technologically advanced, utopian city where
the nation’s most wealthy and powerful people live. The Capitol is also a
colloquial name for the ruling government. The country’s thirteen districts
(12 after The Dark Days) are ruled from the city, and the Hunger Games
are organized and celebrated inside its walls. The Capitol is a well-organized governmental group, led by President Snow, and holds total political
and economic dominance over Panem, keeping its rule through an army of
Peacekeepers, capital punishment, propaganda, and the Hunger Games.
The members of the Capitol are the leaders and the nobles of Panem.
Most of them are direct descendants of the founders of Panem. The city
has a great history from the beginning of the new world. It is located in the
northwestern section of America, western part of the Rocky mountains. The
mountains act as a natural barrier of the Capitol, allowing the Capitol to
suppress the rebellions immediately.

The Capitol is known for its fashion and food. An outrageous sense of style
and fashion is very important to the wealthy citizens. It is common for them
to tattoo and dye their bodies in extravagant bright colors. They also undergo plastic surgery to change their appearances.
District 1’s industry is manufacturing luxury items for the Capitol. Due to
the nature of its industry, it’s considered to be the wealthiest district. It is
the only other wealthier being the Capitol itself. It is also a Career District
and is one of the most important and indispensable districts for the Capitol. District 1 has 148 of Panem’s memorials in their district and is located
in the north.
District 2’s industry is masonry. They manufacture weapons, construct
trains, and provide supplies for Peacekeeping troops. The main military
complex in the district is known as the Nut. Citizens of District 2 are very
loyal and faithful to the Capitol. They are also the biggest supporters of the
Capitol. As a reward, the Capitol is providing many extra conveniences to
District 2. It is located in the south/southeast of the country.
District 3’s primary industry is electronics of any type. The district is also
known for making various mechanical products such as automobiles and
firearms. The participants of the Hunger Games from the District 3 are
technologically intelligent, including Wiress and Beetee, who were participants of the 75th Hunger games. It is located on the northwest of District
12. It is not considered as a Career district.
District 4’s industry is fishing. Thus, most residents have experiences
making fishhooks, using nets and tridents, swimming, and identifying edible sea creatures. It is considered as a Career district. Finnick Odair, an
important ally of Katniss Everdeen, is from District 4. They can be dangerous. Six victors of the Hunger Games came from District 4. It is located on
the west coast of North America around where were formally California and
Oregon.

District 5’s main industry is power and electricity. Therefore, district 5 is
responsible for generating energy for the entire nation. Therefore, they
have a huge dam. The dam was recently destroyed by the rebellions and
this caused a massive loss of power in the Capitol. It is located fairly close
to the Capitol, only a little bit Southwest of it.
District 6’s industry is transportation. District 6 was heavily bombed by the
Capitol’s Air Forces. It is also one of the most rebellious districts, as the
victors from this district were part of the traders who were in alliance to
keep Katniss Everdeen alive. The Capitol needs to pay attention to District
6’s actions and changes.
District 7’s industry is lumber. It is a middle classed district like District 3,
6, and 8. They are known to be good with axes, hatchets, saws, and other
tree-cutting tools. District 7 is surrounded by a forest and has a dam nearby the district. It is one of the most beautiful districts. The district is located in the upper north region, near District 4.
District 8 produces textiles. It is a very important district since there is a
factory, which is primarily used for making the Peacekeepers’ uniforms. It
was the first district to rebel after Katniss Everdeen spurred the rebellions.
These days, the rebels in District 8 is led by Commander Paylor. There
exists almost no chance for the civilians in District 8 to change their mind,
to side with our government, so harsh measures should be taken.
District 9’s industry is grain. The vast plains within the district allow for the
extensive growth of grains. District 9 produced 5 victors. This district is located on the northeast of District 10, near the Great Lakes. There are many
factories, which are mostly for grain processing. Since the main industry
couldn’t give wealth to the citizens of District 9, they became ardent supporters of the rebellions.

District 10’s industry is livestock. Their marriage rituals are similar with
District 4. It is a poor district within the thirteen districts of Panem. They
provide beef, pork, and chicken for the Capitol. It is located in the southern
area of North America. District 10 is also a supporting district of Katniss
Everdeen and District 13.
District 11’s industry is agriculture, orchards, and fields of grain and cotton
surrounding the district. Almost everything grown is shipped directly to the
Capitol. It is one of the poorest districts in Panem, secondary to District 12.
In addition, it is one of the districts where the Peacekeepers are very strict.
It is located in the south of Panem, where Mississippi river was located in
the past.
District 12’s industry is coal. District 12 is located near the Appalachian
mountains. It is one of the poorest districts in all of Panem. Before Katniss
Everdeen and Peeta Mellark won the 74th Hunger Games, there was only
one victor, Haymitch. After the end of the 75th Hunger Games and during
the opening hours of the second rebellion, District 12 was destroyed by
the Capitol.
District 13 was one of the districts of Panem. Its main industry was nuclear weaponry. It was destroyed by the Capitol since it was the core of the
rebellion in the Dark Days. The land is now uninhabitable. However, it has
been revealed that the district is still operating. While the surface of District
13 was away from the world and outside of the eyes of the Capitol, they
have been preparing the rebellion for years. It is the most dangerous district, so the Capitol should pay full attention.

<<Stop the rebellions : Katniss Everdeen and District 13 >>
The main objective of this Council is to cease the outrage of District 13 and
other lower districts. As stated previously, the conference of the Capitol
was formed in response to the rebellions that occurred right after the 74th
Hunger Games, in which Katniss Everdeen and Peeta Mellark were victors.
Katniss Everdeen serves as the symbol, the Mockingjay, of the rebellion.
The Capitol has already experienced districts’ insurrections during the
Dark Days. During the Dark Days, which took place approximately 75
years earlier, various districts opposed against the Capitol due to strict
and oppressive rules that they were forced to obey. Eventually, the Capital
successfully defeated all districts, and District 13 was totally obliterated.
This incident became the foundation of the Hunger Games, which takes
place every year. The Hunger Games have been used as a propaganda
to show the overwhelming superiority of the Capitol over the districts. It
also have been an entertainment for the high class.
Panem claims to its citizens that during the Dark Days, two rebels died for
every dead Capitol citizen. However, this is a false information, and the
real story is only known to the members of the Council. Not only did the
rebels kill half of the population of the Capitol, they also went to the verge
of the victory. The only reason Capitol won was because rebels’ leader
had died, whose name constantly changed. The leader was a 17 years
old caucasian male who was very intelligent and in good shape. It is believed that he died in the last second of the final war when a bomb flashed
through. Nobody siding with the Capitol actually saw his death, so people
suspect that he is perhaps alive.
75 years have passed since the end of the Dark Days. Public riots started
to break out following the rebel-provoking behaviors of Peeta Mellark and
Katniss Everdeen in the 74th Hunger Games. There are several reasons to
the riots, which shouldn’t be known to the public due to potential riots that

might occur accordingly. First of all, both of them belong to the poorest
district, District 12. Also, Katniss Everdeen taking place of her younger sister, Primrose Everdeen, has shown how brave an individual can be. Furthermore, Peeta Mellark and Katniss Everdeen’s love, which is assumed as
fake, stood them out to the audience, even to the ones in the Capitol. Lastly, their reactions to the change of rules in the last part of the 74th Hunger
Games, in which they tried to eat poisonous berries rather than to fight with
one another, have motivated the citizens.
Following the 74th Hunger Games, rebels who have been operating secretly started to reveal themselves to the public. The rebels were living
in District 13, and before they revealed themselves, their existence was
doubtful. The rebels in District 13 were intensively trained, and all of them
are now anxious to fight against the Capitol. The leader of the rebels is
Alma Coin, who is known to be power-thriving and egomaniacal. They
have been fighting against the Capitol by taking several actions. First,
they produced propos with Katniss Everdeen, making her the main character, and screened the videos on the television by hacking the system.
This was able to happen because journalists who once worked for the
Capitol sneaked out and became part of the rebels. Secondly, the rebels damaged the infrastructures of the Capitol, which killed people living
near. These offline actions might mean battles and wars. Third action that
they took was to use songs, visual symbols, and gestures to perturb the
civilians. The Mockingjay now represents the whole group of vicious rebels, even though it was once used as a fashion item. The song “Hanging
Tree”, sung by Katniss Everdeen purposefully, is now widely sung by people siding with District 13 when they are moving toward a battle. Along
with “Hanging Tree”, the whistle that was used as a communication tool
between Rue and Katniss Everdeen is sung often to “commemorate” the
tributes. Also, the three-finger salute, mainly used in District 12 to say
goodbye or to thank a particular person, was used by Katniss Everdeen
for Rue in District 8 and District 11. In order to cease rebellions, effective
solutions need to be thought of immediately.

Since the end of the 74th Hunger Games, several actions have been taken
by the Capitol in response to rebels’ revolts. First of all, we tried to suppress the despicable actions taken by Katniss Everdeen by negotiating
with her. We threatened her by making her risk the safety of her family,
friends, and herself. President Snow used the white rose as the message
for Katniss Everdeen. However, while it seemed she was going to keep
her words, she broke them later on. The formation of the 75th Hunger
Games, in which previous winners of the Hunger Games were gathered to
fight each other, was to kill Katniss Everdeen and Peeta Mellark without
arousing any suspicions and uprisings. Unfortunately, Katniss Everdeen
was not killed by the players. With that, the peacekeepers settled down
many riots with radical but desirable methods. The violence involved
Hovercrafts and Pods. Opposing against the Capitol and President Snow
means execution and severe penalty. Also, to discombobulate the rebels
in District 13, mainly Katniss Everdeen and Finnick Odair, we captured
Peeta Mellark, Johanna Mason, and Annie Cresta. We also used media to
cease the tension; we made Peeta Mellark praise the Capitol, hate Katniss
Everdeen, and to advise the rebels to stop fighting against the government. Lastly, we pushed the civilians by bombing District 12 accordingly
to the neglection of District 13 after the Dark Days. Unauthorizing one district is a major event because it means that about one-twelfth of the whole
community is now weakened and unsafe without the protection from the
government.
However, despite Capitol’s efforts to eliminate the rebels, the rebels are
still increasing its influence and power over the civilians.

:Stolen Players with the Destruction of Facilities:
These days, the Capitol faces lot of crises that needs to be handled in a
proper manner. First of all, the players whom we’ve imprisoned, Peeta
Mellark, Johanna Mason, and Annie Cresta, were taken back to District 13
by the rebels; they used physical violence to cause destruction on many
infrastructures around the Capitol. It is assumed that Katniss Everdeen
made a deal with Alma Coin to cooperate with her if players are all safe
under the control of District 13. Therefore, we should figure out if we have
to fight again to bring the players back, and if we are going to, we have to
come up with a plausible plan. Also, there should be an effective solution
to recover the damage on civilians and the facilities.
:Squad 451 the Squad for the Rebels:
According to an anonymous message, District 13 is forming a squad, and
its main objective is to take down President Snow and ourselves, the Capitol. It is assumed that the name of this group is Squad 451 and comprises
about 10 members, but exact members are unknown. Individuals most
suspected to be in the squad are Gale Hawthorne and Tigris. Bearing in
mind that this squad might cause a big trouble later on, the elimination of
Squad 451 or stealing information from the squad is vital.
:Riots in other Districts:
Along with the riots of District 13, several districts are joining the force.
The districts that are now part of the force include District 8 and District 6,
and districts that are being stimulated by the rebels are District 2, District
11, and District 10. District 2 being influenced by the rebels was unexpected since they were loyal to the Capitol. About 110,000 people have
died, which is about 5.7% of the total population. Along with those victims,
about 5,000 peacekeepers have died while preventing and suppressing riots. While other districts other than these 5 recognized districts are aware
of the riots happening within the nation, no direct action is taking place.

:Spy in the Council:
An anonymous reporter has reported to the Council that someone renown
and respected by the Capitol is a spy working for District 13. The spy is
currently leaking confidential information, and he/she has a great influence on the Capitol. There’s a high possibility that the spy is actually in the
Council. Therefore, being aware of the spy at all times is crucial.

Katniss Everdeen
Katniss Everdeen is the symbol (mockingjay) of
the rebellion. District 13 is her main supporter. She
was born in District 12 and is the co-victor of the
74th Hunger Games. She is a very influential figure,
so the Capitol should always keep an eye on her.
Her flaw is that she is not devoted to District 13
and has post-traumatic stress disorder. She can be
easily controlled if one threatens her family members’ and her loved ones’ lives.
Peeta Mellark
Peeta Mellark was the male participant of District
12 of the 74th Hunger Games. He was the victor
of it with Katniss Everdeen. Since he is a strong
supporter of Katniss, the Capitol had captured him
before. We hijacked him in order to make him feel
hatred for Katniss Everdeen. He might play a key
role at killing Katniss and destroying District 13,
but we never know for sure.
Gale Hawthorne
Gale is the best friend (with love sparkles) of Katniss Everdeen. Gale also sides with rebels of District 13. What’s different about him from Katniss
Everdeen is that he is willing to risk his relatives
and his life to overthrow the government and build
a new ideological society.
Haymitch Abernathy
Haymitch Abernathy became the victor of the 50th
Hunger Games when he was 16. Since he was a
mentor of Katniss and Peeta during the 74th Hunger Games, he has a close relationship with both
of them. Haymitch is an alcoholic and sometimes
goes insane. He is an executive in District 13.
Alma Coin
Alma Coin is the president of District 13, and she
is now the leader of the rebels against the Capitol. Alma and the people of District 13 are hidden
somewhere in the deep underground, and the
Capitol is aware of the location. She is egomaniacal and thrives power. It is assumed that she joined
the rebels to become the leader of the society, not
because she thought Panem was unjust.
Commander Lyme
Commander Lyme is now siding with the rebels
and is trying to persuade the people of District 2
to join the group. She is very influential among the
citizens because she was a victor of the Hunger
Games. She is friendly but also cold - she would
do anything to destroy our government. She is
successfully persuading District 2 right now.

Effie Trinket
Effie Trinket was an escort of Katniss Everdeen
and Peeta Mellark during the 74th and 75th Hunger Games. She was originally a citizen of the Capitol, but after the 75th Hunger Games, she joined
the District 13. Capitol assumes that she is with
District 13 and Katniss Everdeen. However, her
past actions suggest that Effie might have been
forced to join District 13 and still misses her life in
the Capitol.
Cressida
Cressida is the camera director of the rebel forces
of District 13. She originally worked for the Capitol,
but she has betrayed us. She plays a main role at
making propaganda, which purpose is to gather
people to join the rebels.
Plutarch Heavensbee
Plutarch Heavensbee is a former Head of Gamemaker of the Capitol. However, he eventually
became the commander of the rebel forces of
District 13. He has betrayed us and saved the
rebels, especially the symbols. If you find him, kill
him right away.
Primrose Everdeen
Primrose Everdeen is Katniss Everdeen’s younger
sister. She is currently in District 13 working as
a healer. Katniss’ weakness is perhaps Primrose
because Katniss is very sensitive with her family
matters. She was the ultimate reason why Katniss
volunteered as a tribute after all.
Finnick Odair
Finnick Odair was the victor of the 65th Hunger
Games. He is from District 4, where fishing is the
main industry, and he has an outstanding physical
ability. He is now with District 13 helping Katniss
Everdeen. He is married to Annie Cresta.
Johanna Mason
Johanna Mason is the victor of the 71st Hunger
Games. She is from District 7, where lumber is the
main industry. Besides Everdeen and Mellark, she
was the youngest participant in the Quarter Quell
- she was 21. She is also part of the rebellion of
District 13. She has a strong hostility towards the
Capitol.
Commander Paylor
Commander Paylor is the leader of the revolution
in District 8. She was first witnessed when she
was helping the injured ones. When the peacekeepers tried to bomb the place where she and
the rebels were in, she managed to prevent it from
being bombed.

potential solution
:Weapons of Mass Destruction:
While the use of Weapons of Mass Destructions (WMD) is prohibited, the
Capitol built these weapons even before Panem was established. The fact
that nobody except the members of the Council is aware of these WMDs
and that only the head of the Military Services can access the technology
needed to make WMDs advantages us over District 13. These weapons
are located in a secret location deep below the Nut (District 2) along with
missiles. However, since these weapons were not actually used in the real
world and only sample trials were conducted, the exact power of these
weapons cannot be measured. However, since they may still cause overwhelming losses in terms of facilities and human resources, careful consideration on the usage of these WMDs is vital.
:Propagandas:
We can also use the press to suppress the revolts and riots. Throughout
the past days, the opposing side used propos to convince the citizens
to join their troops, and we should respond to them with propagandas of
higher quality. It’s essential to inform people that the government will grant
them safety and peace if they abide by the rules. Along with that, non-aggressive but threatening messages should be sent out to the rebels for the
purpose of fearing and mentally disturbing them. We should also apply
undefeatable superiority of President Snow and the high officials of the
Capitol to the districts.
:Physical Battle:
With prodigious measures taken from District 13, it seems that physical
head-on games are inevitable in the future. Therefore, the peacekeepers
should be immensely trained and all of the militaristic components should
be prepared for a warfare and for its success. The members of the Council
should especially be strategic and wise in terms of placing certain troops
and operating technological factors of the battle. The Capitol should
demonstrate supremacy of the government over District 13 by gaining the
victory of the hands-on war.

:Psychological Threat:
Threats can be posed to the major players of the Capitol and to the rebels.
We can issue ultimatums to major parties, such as peacekeepers. We can
suppress these communities by offering them a deal - they would rather
get killed by betraying the government or they would rather live by maintaining peace and prosperity of the nation. However, belligerence might
result in the complete opposite of what was intended, so diligent plans
should be assembled.
:Spies:
Along with the rumor that a spy is occupying a high position in Capitol,
there is no reason for our government to not send spies or not change
an individual’s mind to divulge details debated in District 13. Members
should choose carefully on who will get the role to be the spy, because
false information should not be given out and the person should be trustworthy enough for all members to depend on.

President Corionalus Snow
President Corionalus Snow is a great leader; Panem would not exist without him. Panem has been
ruled peacefully. He is a brutal but wise leader, and
he keeps his words, even though it’s not always
kept perfectly. Mysteriously, nothing specific about
him is known.
Hortensia Gray
<Head of the Engineering and Technology Department>
Hortensia Gray is the head of the Engineering and
Technology department. Since technology is developed and commonly used in Panem, she plays
an essential role. Hortensia is the one who can
develop weapons, technical devices, and tackle
on information. She was born in an elite family in
District 3.
Caesar Flickerman
<Master of ceremonies - Representative of the Press>
Originally the Head of Journalism was planning to
attend, but due to his sudden illness, Caesar Flickerman, the master of ceremonies, attends the conference instead of him. He is a massive influence

in a decent family, and he has interviewed lots of
rebels, including Katniss and Peeta. He leads conversations in a positive manner.
Romulus Thread <Head of the Peacekeepers>
Romulus Thread is the former Head Peacekeeper
of District 12, and as a reward to his loyalty and
honorable actions, he was bestowed the position
of the Head of the peacekeepers in all districts.
He is very strict and loyal to the Capitol, but he is
quite short-tempered.
Julia Ross
<Representative of District 1>
Julia Ross, the wealthiest of all, besides President
Snow, comes to the council as the representative
of District 1, the place of luxury. She holds an
important stance in Panem’s economics, which
explains why Panem depends on her.
She is the most influential figure in Districts’ economic issues and has a close relationship with
President Snow.
Claudius Guzman
<Representative of District 2>
Claudius Guzman is the representative of District
2. He is very stubborn, and he isn’t knowledgeable
about the livelihoods of the the public since he has
never been poor. He is the best friend of Romulus Thread and the enemy of Commander Lyme,
who is the general of District 2’s rebellion. He likes
to brag about his wealth and his influence. A fun
fact about him is that he’s a very lucky person; he
always survives.-

Livilla Schneider
<Representative of District 3>
Livilla Schneider is the representative of District
3, and she comes from a middle-classed family.
She has been a close friend of Caligula, and her
best friend is Hortensia, who went to the same
education facility with her. She is renowned as
a strict controller of her district and an expert at
acquiring information.
Caligula Hampton
<Representative of District 4>
Caligula Hampton is the representative of District 4. He is a cold-blooded person, which
means he will do anything to get what he wants.
He has a strong desire to possess undefeatable
power and authority. His former best friend,
Finnick Odair, joined District 13’s rebellion.
Since then, he has been strict to everyone.
Octavia
While Octavia doesn’t deserve to be here, she
joined us to describe the details and perhaps
secrets of rebels. She is known to have many
connections within the Capitol, which makes her
the voice of all. She was part of the prep team
led by Cinna, a stylist who was killed for his disloyalty. Her weakness is that she is gullible.
Tarvin Vilmer
<Representative of the Sponsors and
the Secretary for Defense>
Tarvin Vilmer is the secretary for Defense. He
is against the rebels, and he is known to be
extremely wealthy. He has a background that
even his closest friends, his parents, nor his
relatives do not know about. Nobody knows his
real name.
Hester Sutherland
Hester was born in a poor family, unlike other
members of the Council. He is not originally
from District 5, but he eventually became the
Head of the Energy department. He has a close
relationship with Hortensia Gray since technology and energy are inseparable.
He has a bad relationship with Julia Ross.
However, he cannot be killed due to his popularity. He knows a lot of confidential information.
Egeria
<Capitol Minister of Affairs>
Egeria is President Snow’s assistant and is the
Capitol Minister of Affairs. Egeria wears gloves,
and she looks devoted on caring for the President. She is always with President Snow, and
she seems to know the secrets President Snow
has. She doesn’t really take actions as the Capitol Minister of Affairs.
