Message from the President, NTS for the 2009 - 2010 Aquatic Season
Our vision to become the leading Aquatic Affiliate in the National swimming arena has not changed and we
continue to strive to achieve our vision, our focus of main effort remains the well being of our athletes and
their coaches and in order to achieve this, we need to maintain an effective and efficient administrative
structure.
A refection on the season that has past shows that we are moving towards our vision but we still have some
way to go. We are satisfied that our focus of main effort is right and we as NTS continue to support our
athletes and their coaches as well as our technical officials in their endeavours to achieve the best in our
sport.
Yet again, our top athletes have achieved top honours at a number of national and international events
during the past year and numerous national, Africa and world records were broken. Your dedication to the
sport and constant performances of excellence is a true inspiration to all of us who strive to provide each of
you with the necessary support to achieve your goals.
We are up to the challenges ahead and will strive to overcome them with a professional approach.
May each and every athlete, coach, club and NTS achieve their goals for the new season.

INTRODUCTION
It is accepted that all registered swimmers, parents, coaches and officials will enter into the
spirit of competition and their behaviour will be acceptable as expected of reasonable sportsmen
and women.
The following code of conduct is to act as a guideline as well as a deterrent for all members of
NTS as well as members of any team who believe that they may behave in a manner, which is
contrary to paragraphs 2 - 7 below.
The guidelines set out below are therefore intended to maintain a strict code of conduct as well as
to create a balance of sportsmanship, camaraderie and a healthy and fair spirit of competition.
Tournament as used in this document is defined as any swim meet at which swimmers compete
or represent NTS.
GENERAL
All rules and regulations as specified by FINA and SSA will be obeyed.
You must be familiar with the general tournament rules.
You will respect the authority of the appointed team officials and observe all instructions issued
by them.
You may only make comments to the press concerning your own personal performances.
You may not make any comments to the press concerning the team or express opinions that could
damage the credibility of a person, team, province or SSA.
Any unsportsmanlike behavior or cheating will not be tolerated.
You are at all times subject to the accepted general code of conduct for swimmers.
No form of advertising is acceptable except that of team and gala sponsorship. All sanctioned
advertising must adhere to the rules stipulated by SSA and FINA.
If you are selected for a team based on performance indicators and you are aware of any
circumstances that will affect your performance at the tournament (i.e. lack of effective training,
illness etc.) you must inform the selectors/management immediately. The selectors could request
you to undergo a time trial and/or fitness test or present a doctor’s certificate.
If you are selected to represent NTS, it is expected that you will make yourself available.
GENERAL BEHAVIOUR
Acceptable behavior has many facets, all of them important for the ambassadorship of your
parents, club, team, province or country.
You will be required to use official dress when traveling and at official functions etc.
The use of official sports wear, leisure wear and competition gear during the gala as well as on the
podium is compulsory.
You will be neatly dressed at all times.
You will respect the gala officials and their instructions.
The use of abusive language and rowdy behavior will not be tolerated.
You will respect fellow competitors, fellow travelers, persons in public places, places of
accommodation, hotel staff, etc.
Vandalism of private or public property is not only offensive but will lead to prosecution. This
also includes the removal of items from private or public places for souvenirs.
Table manners at official functions must be upheld and respect should be shown for speakers at
official functions.
Page 11
4. PROHIBITED SUBSTANCES
4.1. You will comply with the rules and regulations of FINA and the IOC governing the consumption
of any substance that can enhance your performance.
4.2. The consumption of any substance even if legal, which will create the perception of performance
enhancing, is not encouraged and not in a team’s interest.
4.3. All medications as prescribed by a medical practitioner must be declared by competitors on the
official Drug Declaration form prior to competition. The form must be presented to the team
management prior to the departure of the team.
4.4. The intravenous administration of any substance in public will be considered offensive.
4.5. The use of the medical facilities or first aid room for this purpose is compulsory.
4.6. You will comply with the rules governing doping tests.
4.7. The consumption of alcohol or the indulgence in tobacco will not be permitted, even if you are of
the legal age for the consumption of these substances.
5. TRAVEL AND ACCOMMODATION OF NTS TEAMS
5.1. You will travel with the team at all times. Any alternative travel arrangements will need to be
approved by the team management and/or the NTS Executive. Third party arrangements have to be
subject to parental/guardian and management consent in writing.
5.2. Arrangements are normally made for official accommodation by the team management for the duration
of the tournament.
5.3. You will at all times remain with the team unless the management, who must be kept informed of
your whereabouts, otherwise grants permission.
6. DISCIPLINARY ACTION
6.1. Violation of the rules and code of conduct will lead to disciplinary action.
6.2. In the event of disciplinary action you will appear before a disciplinary committee, which will be
represented by the team management and the team captains.
6.3. The disciplinary committee will present a written report of the inquiry to the NTS Executive.
6.4. Violation of the rules and code of conduct during a tournament will lead to immediate return
home at your own expense. Any monies paid by you will not be refunded.
6.5. If found guilty of a serious violation of the code of conduct you could be suspended as well as
sent home immediately at your own expense.
6.6. Violation of the rules and code of conduct could also result in the forfeiture of any subsidy/
sponsorship received from sponsors/Region/Province.
7. ACCEPTANCE BY SWIMMER AND LEGAL GUARDIAN
7.1. Swimmers will not be registered unless the DECLARATION BY THE SWIMMER AND LEGAL
GUARDIAN on the reverse side of the Registration Form is correctly completed and signed.
7.2. No times will be recorded for any unregistered competitor.
7.3. No clearance will be given to any unregistered competitor.
NTS RECORDS - FEMALE & MALE
The NTS records for female and male athletes comprises 7 full pages of the handbook.

Page 12
SELECTION OF NTS TEAMS
1.
2.
3.
4.
5.
6.
The Selection Committee for the 2009/2010 season will be chaired by Mrs. Benita Kleynhans.
The selection of NTS teams is based on official times achieved during the current season only; and is
obtained from the NTS database. Should the selectors feel that a swimmer will not be able to repeat a
time/times previously achieved due to any reason such as illness, injury, lack of training, etc. that
swimmer may be requested to undergo a time trial or perform satisfactorily at a specific gala/s before
being considered for selection.
In order for a swimmer to be eligible for selection as a member of an NTS team to compete at National
Competitions for 2009/2010, that swimmer must have achieved:
3.1. Qualifying times in at least two events during the season i.e. as from1 May 2009.
3.2. Regular participation (at least 2 NTS Age Group Galas) in local competitions with satisfactory
performance throughout the season.
3.3. Participation at NTS Championships - 2009.
3.4. Selectors may, with ratification by the Executive Committee, waive any of the above criteria upon
written motivation.
The Selectors will consider times achieved in official galas swum in other provinces. In such cases it
is the responsibility of the swimmer to ensure that his/her official time (signed and certified) is
obtained from the gala organizers and a copy handed to the NTS Data Processor as well as the
Swimming Committee Chairperson and General Secretary.
It could happen that a team is selected to represent NTS on a Sunday or any other religious holiday.
NTS recognizes the religious beliefs of individuals and a swimmer selected for such a team has the

Please note that the league galas scheduled for August and September 2009 and February 2010 include both
short and long distances.
The league galas scheduled for October 09 and January 10 are split into long and short distances to allow
our long distance swimmers (and future long distance swimmers) a more focused approach to their events.

All other long distance events: 12 years and older.
LEVEL 0 GALAS
NTS has scheduled two level 0 galas for the 2009/10 season.
These galas are open to all swimmers who have not swum Level 1 or higher qualifying times at the time that
the gala is scheduled.
Level 0 galas will be swum at LC de Villiers.
Events - only 50m and 100m distances (excluding 100m Butterfly).
RULES
1. Swimmers must be registered and paid in full with NTS SSA 21 days prior to gala in order to be
allowed to swim.
2. At least 1 parent (as an official/administrator) per family must be registered with NTS.
3. Entries must be submitted on Team Manager (email, hard copy with entry fees and officials list) not
later than 12:00 on the Wednesday prior to the gala at the NTS office at Hillcrest.
4. League galas carry a registration fee of R10.00 and entry fees per event are fixed at R10.00.
5. No late entries will be accepted. Swimmers will not be allowed to swim unless entry fees have been
paid and payment confirmed not later than 14:00 on the Thursday prior to the gala.
6. All events will be seeded according to latest available times.
7. The one-start rule and overhead starting will apply.
8. All clubs will be informed regarding the financial contribution they will be required to make regarding

than 7 entered) for each of the three sessions for a League Gala (two sessions for long distance and
one session for Level 0 galas).

duty after submission, it is the responsibility of the club to provide a replacement.
PLEASE NOTE - As of the 2009/10 Season this Ruling will be Enforced at all NTS League Galas:
Should the required number of officials per name per club not report for a specific session, the club
responsible to provide the officials will be penalised and the swimmers of that club will not be allowed to
swim that session.

GENERAL
Only the designated Team Manager will be allowed to enter into any correspondence with the Gala
Organizers/Referee.
Coaches not Registered with SSA will not be allowed on the pool deck at any time.
Overhead starts will be used during heats.
Lane 10 will be available for “Swim Down”. Consult swim down rules. If abused, this privilege
may be withdrawn by the Gala Referee.
Swimmers are to climb out on the side of the pool and not over the touch pads.
If two or more times in the heats are the same for the 8th place in the final, a swim off will take place
within half an hour after the completion of the heats. In the event of only one swimmer staying for
the swim-off, that competitor will take the 8th place in the final. If no one stays, the next placed
swimmer will automatically compete in the final. If not present the lane will to remain empty.
NB! If a swimmer misses a race he or she will not be allowed to swim in a later heat.
The last two days of NTS Championships take place during official (public) school time; this
decision was taken due to the late closing of the final school term this year and to avoid presenting
the Championships during the December school holidays. Those parents who require letters in this
regard for submission to the school will be provided accordingly.
