Space City Shootout Tournament Rules
Captain’s Meeting
 Friday, March 3, 2017 at 2p, 4p, 6p in the Campus Recreation and
Wellness Center at UH.
 Meetings will be held in the Rotunda Classroom near the main entrance.
Format
 Games will be officiated according to NFHS rules with some exceptions.
 All teams will participate in pool play, and the top two teams from three team pools or
the top three teams four team polls will advance to a single-elimination playoff bracket.
Each team is guaranteed at least two (2) scheduled games.
 Game time is forfeit time. Men's and Women's teams must have at least five (5) players
present and ready to play to start a game.
Forfeits
 Player eligibility: If a player is deemed ineligible at any time during the tournament,
his/her team will forfeit all games in which that ineligible player participated. In addition,
the ineligible player is suspended for the remainder of the tournament.
 Five players are needed to start each game. NFHS rules apply regarding the number of
players needed to finish the game.
 A team can continue with less than five if they have a legitimate chance to win.
Equipment
 Teams must provide their own jerseys with numbers on front and/or back.
 If teams have the same color jersey, the Home team shall wear pinnies (provided by
tournament).
 Warm up basketballs WILL NOT be provided to the teams. Teams must bring their own.
 Official game balls will be used throughout the tournament and provided by UH. Game
balls will be Spalding with the NIRSA logo.
Medical
 Certified Athletic Trainers will be on duty during all tournament games.
 Any players wishing to tape ankles must provide their own pre-wrap and tape.
The Game
 Playing time shall be 40 minutes, divided into two 20-minute halves.
 Halftime shall be five minutes in length.
 ALL GAMES: the clock shall run continuously until the last one minute of each half only.
o Clock will stop outside of the final one minute for team or official time outs and
injury time outs only.
 Mercy rule: If a team is winning by 20+ points at the one minute mark of the second half
only, the clock will not stop except for team or official time outs and injury time outs.
 Bonus free throws will be in effect starting with the 7th team foul.
 Double bonus free throws will be in effect starting with the 10 th team foul.
Teams
 A team shall consist of five (5) players on the court.
 A maximum of ten (10) substitutes.
 To avoid a forfeit, a team must have at least five (5) players to start a game.
 A team may continue play with fewer than five players due to injury or fouls if they have
a legitimate chance to win the game.
Start of the Game
 Teams will shoot opposite their bench for the first half and towards their bench in the
second half.
 The game will begin with a jump ball.
 Alternating possession will determine the possession for the 2nd half.
Substitutions
 Substitutions may only enter during dead ball periods and only when beckoned onto the
court by officials.
 Subs must go to the table and kneel or sit. DO NOT BLOCK THE VIEW OF THE TABLE
WORKERS AND DO NOT BE ON THE COURT DURING LIVE BALL ACTION.
Time-Outs
 Each team will have three time outs for the game.
 All time outs will be 60 seconds in length; a horn will be sounded with 15 seconds
remaining in the time out.
Overtime
 A single two-minute overtime period will begin after a brief captain’s meeting.
 The clock will run continuously for the first minute of overtime and stop on all whistles
inside the final minute.
 Timeouts do NOT carry over to overtime. Teams are given one time out per overtime
period.
 Teams will shoot at the same basket that they shot in the second half.
 All player and team fouls carry over to all overtime periods.
 A jump ball will start every overtime period.
 We will play as many overtime periods as needed.
Player Equipment
 All players MUST provide a photo ID to check in at every game. NO photo ID, no play.
 Teams should bring both a light and a dark colored uniform.
 Teams must bring their own warm up basketballs.
 Pockets are allowed as long as clothing is athletic apparel.
 Shirts must be tucked in at all time.
Sportsmanship and Ejections
 If any player is ejected from a game due to unsportsmanlike conduct, the captain of
that team and the ejected player must meet with the Tournament Director’s designee to
determine the player’s eligibility for the remainder of the tournament.
 Two technical fouls on the same player in the same game will result in ejection.
 Any team receiving five unsportsmanlike technical fouls in one game will forfeit that
game. The score of that contest will be recorded as 2-0 or as the actual point differential;
whichever is a greater benefit to the winning team.
 Three technical fouls due to unsportsmanlike conduct on the same team in the same
game will result in a meeting with the Tournament Director’s designee regarding further
eligibility in the tournament.
 Any player accumulating three unsporting technical fouls during the tournament will be
barred from further participation.
Sportsmanship Standard
 A player fouls out when they receive their fifth personal foul in a single game.
 A player is ejected upon receiving their second technical foul in a game.
 A player is ejected upon receiving their first flagrant foul.
 A player who is EJECTED must meet with tournament administration designee prior to
their next scheduled game. This does not include players who simply foul out of games.
 All discussion of technical fouls refers to sportsmanship related technical fouls, not
administrative.
 A team that receives five technical fouls in the tournament will be removed from the
tournament and future participation will be at jeopardy. The school administration will be
contacted about the tournament sportsmanship.
Spectator policy
 Spectators are encouraged to attend and enjoy this event. Spectators must complete a
waiver and receive a wrist band prior to entering the facility. That wrist band will be valid
for the entire weekend.
 Spectators are not allowed to enter the playing areas and must sit or stand in spectator
viewing areas only.
 Viewing from the second floor is not allowed as those are activity spaces.
 Spectators are asked to cheer and support their team. Any issues of spectators harassing
opponents, their own team, officials, or staff will result in spectator privileges being
revoked and you will be removed from the facility.
Facility policies
 Only re-sealable containers of water or sports drink is allowed inside of the facility past
the ID check.
 Food is NOT allowed in the facility past the ID check station.
 Visitors are not allowed to use facility for work out or recreational purposes.
 Please follow all posted signage and policies.
 Please throw your trash away in appropriate receptacles.
 DO NOT LEAVE PERSONAL BELONGINGS ON BENCHES OR ON THE FLOOR. PEOPLE WILL
STEAL YOUR THINGS.
 We provide day-use lockers throughout the facility. If your locker will not open, please go
to the Equipment Check-Out desk and ask the facility staff for assistance. You are only
allowed to “guess” which locker you used twice before you are not allowed to “guess”
anymore. Your belongings can be retrieved at the closing of the facility.
Elimination Brackets
We will start the draw with all #3 seeds. We will take all #3 seeds and draw names from a hat to
put them in order of a blind draw of ping pong balls. They will then select their spot on the
bracket from a restricted number of spots available. When all #3 seeds have selected, we will
move on the #2 seeds. We will use the same process. When the #2 seeds are done, we will do
the same for the #1 seeds. This format will allow the #1 seeds to remain separated and know
who they play instead of stacking one side of a bracket or allowing lower seeds to determine
the match-up. This is a double blind system, so point differential means nothing for seeding.
