Call for Applications Selection of Members of the National Committee of Research Guarantors (CNGR Comitato Nazionale dei Garanti della Ricerca) (prot.162 del 28/02/2012)
THE NATIONAL COMMITTEE OF THE RESEARCH GUARANTORS (CNGR) AND ITS MISSION CNGR has been established by Article 21 of the 2010 University Reform Act (Law number 240/2010). The Committee’s main responsibilities are as it follows: a) to identify general criteria for the evaluation of research projects according to internationally recognized criteria; b) to appoint the members of selection committees for the evaluation of research projects funded by MIUR (Ministero dell’Istruzione, dell’Università e della Ricerca) and the Ministry of Health as requested and to coordinate the work of these; c) to act as a supervisory board (“commissione di garanzia”) for the two main Ministry‐funded research schemes, PRIN (Progetti di ricerca di interesse nazionale/Research Projects of national interest) and FIRB (Fondo investimenti per la ricerca di base/Investment Fund for Basic Research); d) to perform the same task as under c) above, on the basis of ad hoc agreements, for other public or private research schemes; e) to submit to MIUR a yearly report on the evaluation of research. As soon as CNGR takes office, the current supervisory committees for PRIN and FIRB will cease to act. CNGR will work as much as possible via conference calls. The CNGR is comprised of 7 scholars of high scientific international standing and belonging to different fields. Nationality and country of residence are irrelevant. The Committee must include at least two men and two women. Members must relinquish their office at their 70th birthday. The CNGR defines its own internal rules of operation and elects its President by qualified majority (5 votes). THE SELECTION COMMITTEE CNGR Members are appointed by the Minister of Education, University and Research from a list of no fewer than 10 and no more than 15 candidates which has been prepared by an Independent Selection Committee (ISC). The ISC is comprised of 5 members appointed, one each, by the Minister, the President of the National Agency of the Evaluation of University and Research (ANVUR), the Vice President of the Committee of Experts on Research Policy (CEPR), the President of the European Research Council (ERC) and the President of the European Science Foundation (ESF): ‐

ELIGIBILITY REQUIREMENTS Candidates must be highly qualified researchers at a university or public research institution in Italy or abroad. At the closing date of this Call they must not be members of other permanent committees at MIUR, the Ministry of Health or ANVUR, nor they must be the legal representative of an Italian University or research institution. Candidates should enjoy the reputation requirements required by law and be in possession of full civil and political rights. They should not have a criminal record nor have been discharged dishonourably from public office. JOB DESCRIPTION Appointment to CNGR is for 3 years. However, in the first round, two members, chosen by lot, will be appointed for two years and two members, also chosen by lot, for four. Members cannot be appointed again for at least 5 years after they step down. CNGR members cannot submit funding application for PRIN, FIRB or other funding schemes in whose management they are directly or indirectly involved. The Minister’s decree appointing the CNGR members sets out the allowances for CNGR members. Travel expenses for the meetings in Rome will be refunded in full. Kennedy n.20‐00144 Roma A copy of the application in pdf format must also be submitted on the same day to the following address: [email protected] A curriculum vitae must be enclosed with the application in either Italian or English, and must contain following information: 1) Full personal data; 2) Principal research pubblications (including bibliometric indicators, if applicable); 3) Previous experience in the management of research and university bodies; 4) Evidence of knowledge of research planning and evaluation of research, as well as, where applicable, of the interations between research and industry; 5) Evidence of experience in the evaluation of projects and knowledge of the results of national and international research; 6) Research and management experience in foreign institutions; 7) Experience in the promotion of transfer of research results to industry. In the applications candidates should formally declare: ‐that they do not belong to, as an official member, other permanent, directive or consulting committees (or councils or commissions) within the Minister of Education, University and Research or within the Minister of Health or ANVUR and that they do not legally represent an university or public research body; ‐ that they possess civil and political rights ‐ that they have no criminal record and have not been discharged dishonourably from public office. TASK OF THE SELECTION COMMITTEE The selection committee examines all applications, checks the eligibility requirements of each candidate and makes its selection on the basis of documents sent and other available information.
