Summer is here in bright and beautiful Clearwater! I hope you take
advantage of all that Clearwater has to offer this season. Soak up some
summer rays while playing outdoors in Clearwater Beach’s sand and surf,
or take advantage of the air conditioning at several of the city’s recreation
centers and library branches. The Long Center will refurbish its indoor
pool starting in June, and aquatic activities will move to the Morningside
Pool during construction. The Summer Reading Program kicks off June
5 at all Clearwater branches (see page 21 to learn more), so encourage
youngsters in Clearwater to register and start reading the summer away.
Please welcome Micah Maxwell to the city team. He will serve our city’s
residents as the new Assistant City Manager. He comes to us from the
Town of Belleair, where he served as Town Manager for more than 10
years. Additionally, Maxwell is familiar with Florida laws and our city
having served as an intern from 2002-04.
He has a Bachelor of Science degree in Political Science from the
University of Florida (1999) and Master of Public Administration from
USF (2001). He attended the Senior Executive Institute at the University
of Virginia (2009) and is a Leadership Pinellas graduate (2011). He has
been an ICMA Credentialed Manager since 2010. He will oversee the
city’s Imagine Clearwater initiative and will bring a fresh perspective to
our management team.
Please also take note that hurricane season is coming up. While we live
so close to the water, it can become a significant danger during the storm
season. Make sure to have an emergency plan in place, an updated and
fully stocked emergency storm kit, and let’s all hope for a quiet storm
season this year.

Visit By Officers Is Icing On The Cake For Birthday Boy
I
t’s usually not a good thing when police officers crash a
birthday party.
Thankfully, this was not one of those birthday parties –
the guest of honor was a 4-year-old boy who adores police
officers and wants to be one when he grows up.
Four Clearwater police officers showed up at Brody
Barnaky’s birthday party at Countryside Lanes on Jan.
28 after his mother reached out to the Clearwater Police
Department via Facebook to see if a lone officer might be
able to make a brief visit.
When Sgt. Tom Rodgers heard about the request, he decided
to bring his whole squad – or as many who might be
available and not responding to the calls of the day.
“If I do something, I go overboard,” said Sgt. Rodgers, who
has been with the agency for 17 years. “One officer is cool.
But if I can bring 10, that would be even better. The whole
shock-and-awe thing.”
Brody was indeed in awe when the fantastic four – Sgt.
Rodgers, Officer Scott Penna, Officer Justin Murray and
Officer Tomislav Marjanovic – walked into the bowling alley
that day. They gave him a police flag that many officers had
signed and took turns carrying him around and showing off
their patrol
vehicles
to him
outside.
“He loves
that flag,”
his mother,
Tiffany
Barnaky,
said of
Brody. “He wanted to wear it around his neck for a week
because that is how they draped it around him at the
bowling alley. He thought it was a superhero cape for a
while.”
Photos and video of Brody and his new officer friends were
splashed across local media in the Tampa Bay area, and in no

time went nationwide and even global.
“I have a friend in Australia who saw it online,” Tiffany
Barnaky said. “It was amazing.”
It was hard to tell who had the most fun that afternoon –
Brody or the officers, who had spent the day running from
call to call, including a brush fire and a car that had slammed
into a business.
“It was just as pleasurable for us as it was for him,” Sgt.
Rodgers said. “It’s satisfying to be able to do something like
that. It’s good to positively impact people’s lives.”
Brody’s flag now hangs on his bedroom wall. His mother
made him a photo book, and he has a pillow that has the
image of the four gathered around him with the flag draped
around his neck. Every night when he lays his head on the
pillow, memories of that special day are right there with him.
“He thinks that they are his real friends now, his buddies,”
the mother said. “Anytime he sees a police car or a police
officer, he asks, ‘Is that my buddy?’”

We’re Off To An Exciting 2017!
This Year, We Launched Pop-Up North Marina:
A Community Streets Experiment and Festival.
P
op-Up North Marina was a pilot project to test
recommendations from the North Marina Area
Master Plan. The project featured temporary
installations to test future improvements using
paint and materials on several existing streets in the Old
Clearwater Bay neighborhood. The improvements included
sidewalk extensions, bike lanes and markings, planter boxes,
crosswalk art and wayfinding signage to calm traffic in the
area.
Two kids’ art workshops were held at the North Greenwood
Recreation Center, led by Clearwater artist Beth Warmath.
The kids designed and painted PVC boards that were
attached to the planters, located on Fort Harrison Avenue
between Georgia and Nicholson streets.
The city’s Planning & Development Department also hosted
a community meeting and two other events to engage the
community, including a Paint and Installation Day and a
kickoff event to celebrate the new improvements. Mayor
Cretekos and Councilmember Bill Jonson both attended the
Paint and Installation Day, working with the community to
build the planters and to plant the flowers. They expressed
how positive this project is for the neighborhood.
The painted sea turtle crosswalk design on Fort Harrison
Avenue has become quite popular in the Old Clearwater
Bay neighborhood and the Tampa Bay area. Beth Warmath
created three crosswalk designs, and attendees at the
community meeting voted on their favorite design.
Again, thank you to everyone who volunteered their time,
shared their ideas and participated in this project. Let’s
continue to work together to build stronger neighborhoods
in Clearwater.

are getting active and registering their neighborhood

Healthy Choices
Staying Cool This Summer
Anyone can overheat without proper precautions, and
certain groups of people are at higher risk of overheating
than others. If you or one of your family members falls into
any of these categories, it is especially important to be aware
of signs and symptoms that your body is overheating:
• Those who are active and/or work in a hot and humid
environment
• Older adults
• Young children
• Those with certain health
conditions (such as heart or lung
disease)
• People with a history of heatrelated illness
• Those who have cardiovascular
disease
• People who take certain
medications (such as diuretics)
There are several types of heat-related
illnesses. Noticing something is wrong
earlier is much better than having
it progress to heat stroke, which
becomes an emergency situation.
Living here in Clearwater, we know that our
summers can be hot and humid. Part of being
safe is knowing how to stay cool, being aware of
heat emergencies and knowing how to prevent
overheating and dehydration, especially when we
are active outside.

• Heat rash: Typically due to
blocked sweat pores, heat rash
typically presents under clothing
and is red and itchy.
• Heat edema: This next level
of heat-related illness involves
swelling of the hands and feet.
• Heat cramps: Once you reach heat
cramps, the body is dehydrated,
causing the imbalance of
electrolytes. Heat cramps mostly
occur in the calves. Heat cramps
can be alleviated by moving into a
cooler environment, hydrating and
trying to cool down with a fan,
mist or wet, cool towel.
• Heat syncope: Dehydration has set
in, and it’s important to move to a
cooler environment, remove excess
clothing and give small amounts

of fluids frequently to start rehydrating. At this level of
heat illness, the person may require cardiac monitoring,
oxygen and intravenous fluids.
• Heat exhaustion: The treatment regimen at this stage
is the same as with syncope. Signs and symptoms to
look for indicating a person has reached heat exhaustion
include weakness, dizziness, irritability, headache, nausea,
vomiting and profuse sweating.
• Heat stroke: This has now become an emergency
situation. The person will require immediate attention.
During heat stroke, the body is in a hyperthermic state.
That means the entire body undergoes an inflammatory
response that results in organ dysfunction and even organ
damage. People with heat stroke have stopped sweating,
have a core temperature higher then 104 degrees
Fahrenheit, and are typically in a disoriented state.
In addition to calling 911, you want to reduce the core body
temperature by moving the person to a cooler environment.
Monitor airway, breathing and circulation until emergency
personnel arrive. To assist with cooling, try cooling fans and
mist and cold packs to neck, armpits and groin. Check with
emergency personnel before giving fluids.
Stay safe in the summer heat and humidity by hydrating
properly and wearing breathable clothes. Minimize time
spent in strenuous activities during the hottest parts of the
day, and always be aware of the early signs of heat illness, so
you avoid progressing to a more serious level.
Staying active is still important, even during the hot summer
months. Here are some ways to keep cool and active:
• The city recreation facilities offer a variety of indoor
options, including pickleball, basketball, fitness
equipment and group fitness classes. These areas are
much cooler than being outside, though you should still
dress appropriately and hydrate as you can still overheat
inside.
• Walk the mall. Westfield Countryside Mall at 27001
U.S. Hwy. 19 N., offers a fun and different way to
get some walking in. The sights are interesting, the
temperature is cool, it is open seven days a week, and
you may be able to meet up with other “mall walkers”
who want to stay active and stay inside to avoid weather
concerns.
• There is no shortage of parks, playgrounds and trails in
Clearwater. Some locations offer more shade than others,
and if using facilities in the morning or evening, you may
be able to avoid the extreme heat.
• Water activities, whether at beautiful Clearwater Beach
or in one of the city pools, offer a much cooler option for
activity. Paddle board, wave surfing, swimming laps and
water aerobics/walking can be full body workouts, fun for
the whole family and much “cooler” than land activity.
No matter how you stay active, remember to stay safe by
hydrating, use sun protective measures and monitor yourself
and others when it comes to avoiding heat-related illnesses.

Long Center Staff React in a Heartbeat, Saving
the Life of a Man in Cardiac Arrest
I
t was the start of another Friday at Clearwater’s Long
Center. Fitness gurus were lifting weights in the fitness
center, sounds of basketball sneakers echo across the
gymnasium floor, filling the hallways; and visitors of all
ages swam laps or were doing water aerobics in the center’s
Olympic-size swimming pool. But on Jan. 10, those sounds
of excitement soon gave way to sounds of panic.
Albert Navaroli, 72, was getting a morning workout in
by treading water in the pool. Shortly after beginning his
routine, things took a terrible turn as Navaroli yelled for
help and collapsed in the water. Nearby, Dawn Lewellyn, a
contract instructor teaching water aerobics, saw Navaroli go
under the water and immediately went into action, running
over to pull Navaroli out of the water. Seeing this, lifeguard
Megan MacLean blew her whistle three times, alerting other
Long Center staff there’s an emergency. She then assisted
Lewellyn in helping get him out of the pool.
After getting Navaroli to shallow water, Lewellyn and
MacLean discovered he had no pulse and was not breathing.
“All I could see was my husband laying there lifeless,”
Albert’s wife, Devenia Navaroli, said. She was swimming laps
on the other side of the pool when her husband collapsed.

Seeing what was happening, pool supervisor Mark
Roberson called 911 while another Long Center employee,
Nate Brown, ran to get the automated external defibrillator,
or AED, which checks the heart rhythm and can send an
electric shock to the heart to try to restore a normal rhythm
during sudden cardiac arrest. “Nate ran by my office to
grab the AED,” Long Center Supervisor Shaun Beasley
said. “I ran out with Nate and saw a man in cardiac arrest.”
Beasley immediately started helping Lewellyn and MacLean
get Albert out of the water so they could start life-saving
procedures. “Dawn, Mark and myself performed CPR, and
Nate hooked up the AED.”
“Shaun was doing the compressions, and Mark was doing
the breathing, mouth-to-mouth,” Devenia Navaroli said.
“Nate operated the defibrillator, did the shock.”
In a bizarre twist of fate, while Long Center employees
continued CPR, waiting on emergency personnel to arrive,
Fire Lt. Kyle Mueller and his Clearwater Fire & Rescue dive
team were arriving at the center to do some training. Being
alerted to the emergency inside, they immediately ran
inside to help, taking over CPR procedures until the city’s
medics arrived.

“Talk about God, this is all God,” Devenia Navaroli said.
“We don’t believe in coincidence. We know it’s not a
coincidence that all those people were in place
to save his life.”

and reassuring
her that her
husband was in
good hands.
When fire
medics got
him into the
ambulance
for transport
to the
hospital, the
Long Center
employees
weren’t done
helping yet.
“Mark put me in his
car and brought me to the
hospital,” Devenia Navaroli
said as she began to tear up. “And
Ahmad, he works there at the center also,
he drove my car, and they stayed with me. Dawn
came to the hospital, too, and she stayed with me until my
son got here from Melbourne, which was like four hours
away. I was never alone.”
Doctors determined Navaroli had gone into cardiac arrest
due to multiple blockages in his heart. “The diagnosis wasn’t
very good,” his wife said. Doctors did tell her, thanks to the
quick actions of those at the Long Center, Navaroli was still
alive even if he did need surgery. “They did it. They saved his
life,” she said.
Six days later, Navaroli had triple bypass surgery. “They
were concerned about brain damage since he was down, but
praise God there was no damage,” Devenia Navaroli said.
Within a few days after surgery, her husband was up and
walking around.
Navaroli was soon out of the hospital, and going to cardiac
rehabilitation three times a week. His cardiologists said
how lucky he truly is. “When he first met
the cardiologist, the cardiologist said,
‘You’re a miracle. You are a
miracle,’” his wife said.
A month after Albert’s
cardiac arrest, he
returned to the

thank all those
who helped
save his life.
“Seeing Mr.
Navaroli
walk
through
the doors
for the first
time was
a moment
I will never
forget,” Beasley
said. “To think
because of the team
that was in place
that day, you possibly
had a part of saving a life is
amazing.”
Those employees who helped save Navaroli’s life
that day are constantly trained on what to do in emergency
situations like this one, but this was the first time staff used
that training in real life. “We are already like family, but
something like this brings you even closer together,” Beasley
said.
Mr. and Mrs. Navaroli think of them as family as well,
and say they will continue coming to the Long Center.
Employees there, as well as the Navaroli’s church members,
have even come up with a nickname for him, “Miracle
Man.”
“You count your blessings, and we are,” Devenia Navaroli
said.
“It changes us. It transformed us. You appreciate every day
and every minute. Praise God, he’s been given a second
chance at life.”

Bags are Bad for the Bin
S
ince single-stream recycling went into service in Clearwater, residents find that recycling is easier
than ever. Clearwater Solid Waste finds that the amount of recyclables collected has increased, in part
because of how easy and convenient single-stream recycling is.
While most everyone who recycles does their best to place accepted recyclables into the blue bins, sometimes
plastic grocery bags, films and wraps sneak their way in. Wrapping and
packaging for paper towels, toilet tissue, dry cleaning, newspaper delivery
bags, etc., are not accepted in Clearwater’s single-stream recycling
program.
That is because the sorting equipment that is used
to separate Clearwater’s recyclables cannot
process plastic bags, film and wrap at
the facility. When they’re placed in
single-stream, they can get
tangled in the equipment,
sometimes leading to
equipment failures.
So what to do with
your plastic bags,
film and wraps? Take
them to be recycled.
According to
plasticfilmrecycling.
org, more than 18,000
retail locations
across the country
– such as grocery,
department, and home
improvement stores –
provide collection bins for
these plastics, usually near the
main entrance.
In Clearwater, you can take plastic bags to any
Publix grocery store, Wal-Mart (1111 Missouri Ave. N.),
Wal-Mart Neighborhood Market (1803 N. Highland Ave. and
2171 Gulf-to-Bay Blvd.), and more. When these plastics are properly
recycled, they are turned into new products, such as backyard decking, fences,
playground equipment, pipes and even new plastic bags.

System. The library has planned a variety of free
programs featuring technology, music, art and
reading to keep children active, engaged and
learning.
On June 5, registration
for the “Build a Better
World Reading
Challenge” will begin
at all Clearwater
Public Library
System locations.
Participants will
receive a reading log
to record the days
that they read. On
their next visit to the
library, participants can
show their reading progress to a
librarian to earn a token for a reward
from the prize machine. Readers can also submit an
entry ticket for a chance to win a summer raffle
gift basket.
The library is delighted to announce a new
and exciting family reading challenge this
year. Children reading with their families,
caregivers and friends can earn a sticker to
place on the library’s “Build a Better World”

summer. Readers can earn
baseball-themed prizes and

reading challenges as they like.
Teens and adults are encouraged to
participate in summer reading programs
designed just for them. The Online Teen
Reading Club, accessed from the library
system’s website at myclearwaterlibrary.
com, calls for teens to submit book reviews
to earn prizes and be entered into a gift card
raffle. Adults are also invited to participate in an
online book review club. Beginning June 5, every review
submitted will be entered into an end-of-summer drawing
for a book bag full of reading prizes.
This summer, the Clearwater Main Library will be a
designated “Summer Break Spot.” The library is excited to
partner with the Juvenile Welfare Board to offer free lunch
meals along with literacy activities for children under age 18
every weekday from June through August. Studies show that
summer reading and healthy nutrition help prepare children
to start the new school year ready to learn.

For those who wish to spread the payment of a recreation card
or PLUS card over the course of a year, the city now offers a
convenient installment billing option. For a small installment
fee, monthly payments can be set up using a MasterCard or
Visa. Talk to recreation staff at your local center for details.
Refund Policy
All refund requests are subject to administration approval.
Allow four to six weeks for refunds to be processed.
‘Say Cheese’ Photo Policy
Photographs taken by any city of Clearwater department at
city programs and events are often used in presentations, social
media, display boards, flyers, brochures and city publications.
If you do not wish to have your picture or a family member’s
picture taken, please let the photographer know in advance.
Recreation Programs or Activities Refunds
Requests for refunds must be received in writing 10 business
days prior to the start of the program. A $10 processing fee
will be charged, or you can receive a 100 percent credit toward
another program. No refunds will be issued after the program
begins, except for documented* medical reasons.
Scholarships and Financial Assistance
A primary objective of the Recreation Programming Division
is to offer a broad range of programming to residents and
visitors. Programs need to be accessible to all, regardless of
economic status. Fee assistance is available to Clearwater
residents for staff-led programs. More information about fee
assistance is available by asking the supervisor at any recreation
facility.
*A medical form signed by a doctor stating the individual
is unable to participate for the remainder of the program
will entitle the individual to a prorated refund from date of
notification or credit toward another program. Please notify
staff as soon as possible of any medical reason for withdrawal.

All recreation facilities will be closed on observed city holidays
unless otherwise noted.

A discount is available based on the percentage of disability;
documentation from the Veterans Administration must be
provided. No family benefit is provided.

Intuitive painting is represented in the
body of work by Candy Schultheis.
Her signature is bold, vibrant colors
reflecting a spiritual undertone.
Non-traditional techniques such as
stamping, rolling, spraying, stenciling
and etching are used to create these
pieces.
Candy Schultheis is an award-winning
artist whose work has been exhibited
in the greater Tampa Bay Area and
in Rhode Island. Working from her
studio in downtown Dunedin, her
mediums of acrylic, oil, pastel and
charcoal show the breadth of her
portfolio. She has studied with some
of the most well-known artists in their
fields. As an instructor, she has brought
this experience to her students. Candy

Summer is here – and leaves, grasses and greenery are
growing tall and strong. Branches will be cut and may end
up in the city’s storm drainage system. Remember that
stormwater flows directly into ponds, lakes, rivers and bays.
Because water runs off our yards, it is important to reduce
the amount of pollutants on our property.
Trash, debris and pollutants in yards – such as fertilizers,
pesticides and herbicides – can wash into the stormwater
system, polluting our environment and causing blockages
in storm pipes. Substances such as detergents, motor oil or
clippings from chemical-treated grass are dangerous to local
waterways.
Do your part! You can maintain good vegetative ground
cover such as grasses and plants to prevent soil and sediment
from washing into drains. Sweep areas regularly, and bag
yard waste for the Solid Waste/General Services Department
to collect. Taking these steps will help keep Clearwater
bright and beautiful.

The city of Clearwater’s Community Redevelopment Agency (CRA) has kicked off
the activation of Station Square Park, 612 Cleveland St. The city’s CRA installed
chairs, tables and large umbrellas at Station Square Park to encourage people to
utilize the urban park in Downtown
Clearwater. The CRA hosted a
celebration in February with live music
to kick off the initiative.
Throughout the year, several local
organizations will sponsor events at
Station Square Park. Activities will
include yoga classes, music performances
and art presentations. Currently, Anytime Fitness hosts Lunchtime Express
Workouts at 11:30 a.m. Wednesdays at Station Square Park. Classes are 30
minutes and include a series of circuit training exercises. The Lunchtime Express
Workout is free for Anytime Fitness members. It
costs $5 for non-members.
Live bands are playing on Friday afternoons. The
next concert is planned for May 5 from noon to 2
p.m. More concerts are being scheduled.
A Painting in the Park/Art Bazaar event has come

My Clearwater
Where Does My Water Come From?
A
sk that question of five different people, and
you may get just as many answers. In a recent
survey about water, more than half of Clearwater
residents were not sure of the source of their
tap water. Guesses on the source of the city’s water supply
included the Floridan aquifer, water treatment plants, the
beach, Pasco County and even states further north.
If you guessed that our water comes from the aquifer, you’d
be correct. The Floridan aquifer system is a major
source of groundwater in the United States,
and is located from several hundred to
nearly 3,000 feet below the ground
under Florida, southern Georgia
and small parts of adjacent
Alabama and South Carolina.
In total, the Floridan aquifer
system extends over 100,000
square miles and produces more
than 3 billion gallons of water
each day. This may seem like
a lot of water, but considering
all of the major cities the aquifer
serves, it’s easy to understand how
important conservation and reuse
becomes, particularly during times of
drought.
Here in Clearwater, residents use about 11.2 million gallons
of water daily. Most of this water is pumped directly from
the aquifer through city-owned and operated groundwater
wells and is carefully treated through reverse osmosis to
remove salts and other inorganic solids. The result is a pure,
fresh tasting water that goes from the treatment facility to
your tap.
While Clearwater is mostly self-sufficient in supplying
water to our residents, daily demand for water does
require us to purchase some of our water supply from
Pinellas County Utilities. To keep costs manageable and
ensure the future of our water, the city began researching
alternative water conservation and reuse programs back in
2007. The following year, Clearwater embarked on a pilot
project known as Groundwater Replenishment to explore
recharging the aquifer and creating a new water source.
Assembling a team of industry leading scientists and
engineers, the Public Utilities Department launched a
small-scale pilot purification project in 2013 to test the
feasibility of building a groundwater replenishment facility
in Clearwater. The pilot ran for a one-year period, and more
than 25,000 tests were monitored by third-party testing
facilities to verify reliability and consistency of the rigorous
three-step purification process. As a result of these scientific
findings and previous successes in other cities throughout
the country, the city was confident that reclaimed
water could be recycled and purified to a
state equal to or better than bottled
water. This water could then be
balanced and safely reintroduced
into the aquifer to blend with
naturally purified water and
ultimately end up at the tap,
after many years of flowing
gently through the Floridan
aquifer.
After thorough testing
and funding support from
the Southwest Florida Water
Management District (SWFWMD),
the city of Clearwater is now ready
to embark on construction of a full-scale
groundwater replenishment facility at their Northeast
Water Reclamation Facility off of State Route 580 and
McMullen Booth Road. Once in operation, this treatment
process will produce more than three million gallons of
purified recycled water a day to be reintroduced to the
aquifer, reducing reliance on purchasing additional water
and, more importantly, providing a new water supply to
protect the ecosystem and environment that we call home.
So the next time someone asks, “Where did this water come
from?” you’ll know the important role the Floridan aquifer
plays, and how the city and the SWFWMD are working
to make sure we do our part to RECYCLE, RECHARGE,
REPLENISH!

City Planning Director: Imagine Clearwater
Has Potential to Reposition the City
W
ith the City Council’s February adoption
of Imagine Clearwater, the city’s waterfront
and bluff master plan, Clearwater is
now in the implementation stage of an
important development project that promises to transform
the city’s waterfront and Coachman Park. Michael Delk,
the city’s director of the Planning and Development
Department, answered a few questions from the city’s Public
Communications staff about the City Council’s approval of
Imagine Clearwater and the next steps.
Q: How does it feel being the city’s Planning and
Development director at the time the City Council
adopted the Imagine Clearwater plan?
A: It is very rewarding. From a planning standpoint,
planners live to make a positive difference. To see things like
this that can get approved, there’s hardly anybody probably
any more anxious than me to see the shovel turn the dirt and
see us really start to implement and build these things. That’s
the beautiful part of this effort, when you can see things that
you’ve worked on for years finally begin to happen.
Q: Now that it has been approved, where are we in
the process of the Imagine Clearwater plan?
A: We are commencing the implementation stage. So we will
be talking to City Council about moving forward, acquiring
the architecture, design and engineering services to actually
reconstruct the park, activate the Clearwater Main Library
and design a new pavilion for the entertainment venue. And
then permit and construct those improvements that are
related to the actual implementation of Imagine Clearwater.

Q: What did the public get behind in the meetings
that were held with the consultant teams of HR&A
Advisors, Sasaki and Kimley-Horn?
A: The public supported greatly expanding the green,
the overall size of (Coachman) Park. At the same time,
supporting a great deal of activation of the
waterfront. Things that will invite families
to spend time there with things like
splash pads, facilities for children
to play in, playground areas
and quiet estuary areas.
The public supported
substantial reactivation
of the edge of the park,
which is so important
to successful parks.
The plan includes
the opportunity
for mixed-use
development
along Osceola
Avenue, which
would activate
the park, put eyes
on the park. The
plan accommodates
a public walkway, a
trail along the top of
the bluff moving from
north to south that will
have spectacular views of
the park and spectacular views
of the waterfront. (It) provides the
accessibility to the active edge of the park,
the retail and the restaurants overlooking the
park and waterfront, and tying in a reactivated library,
which the public has already supported through referendum.
Q: What comes with the implementation stage?
A: That is going to be outside expertise: surveying,
engineering, reconfiguration of the park, architecture,
design, economic viability of usage that may or may not
work well in the context of the library. There is a whole host
of things that we will be engaged in.
My Clearwater
Q: What about referendums and state Special Act?
A: We can accomplish probably most everything that we
want with no more than three referendums and a (state)
Special Act. The (state) Special Act is an act from the 1920s
from the state Legislature that limits where carnivals and
shows can occur in the park, so we need to adjust that. There
are a number of things that we can do in the near term and
short term. Hopefully, we will be well positioned to move
forward with some of those things, even as we prepare for
the referendums and (state) Special Act.
Q: How long will it take and cost?
A: This range can vary as much from
the low $30 millions to low-tomid $50 millions. You have a
wide range, depending on
a whole host of things
that we will start to sort
out as we move into
the implementation
phase and get
started with
design. The plan
envisions that
it’s as much a
10-year plan of
implementation.
If we stay focused
on the outcome
and stay true to
our process and our
plan, I think that’s a
doable thing.
Q: How about the
funding for Imagine
Clearwater?
A: You don’t have one budget item
of X dollars and build the whole thing.
You look for funding over a period of years.
You look for funding from different sources and
different funds. You have to keep in mind that you don’t
buy it all at one time out of one fund. There are tools and
opportunities for various funding, staging and phasing that
break that down into a much more manageable process. And
that’s true with almost any large project.
Q: Explain the role of the private sector in Imagine
Clearwater?
A: The mixed-use activation would be a partnership
between the public and the private sector with regard to the
development along Osceola Avenue – the development that
would overlook the park. We’ll define as we go through the
process exactly what that looks like — it’s key to the success
of the activation of our park and our waterfront. We want to
make sure that we are well prepared with regard to what we
would want to see there, and make sure that we define that
in a way that our community is comfortable with how we
are implementing the plan.
Q: How does Imagine Clearwater compare to Beach
Walk?
A: Beach Walk is probably one of the most spectacular
undertakings that the city of Clearwater has ever done,
in some respect, from the standpoint of its economic
development and its sense of place. Beach Walk is probably
barely a quarter of a mile in length. I think the city probably
expended somewhere in the $30 to $40 million range for
the reconstruction of Beach Walk. The results have been
spectacular.
Q: What does the Imagine Clearwater project mean
to Clearwater and its residents?
A: It truly is a Second Century Clearwater kind of project.
This really has the potential of repositioning the city of
Clearwater for its next hundred years. This is a waterfront
that will be timeless in that regard. It’s a very important
project for the city.
