APPLICATION TO UNITED STATES FORCES PERSONNEL.
IFRANCIS MICHAEL FORDE, the Minister of State for
the Army, in pursuance of the Allied Forces (Penal
Arrangements) Order (No. 4) and the Allied Forces (Application of the Defence (Visiting Forces) Act 1939 ) Order (No.
5) and at the request of the officer commanding an allied
force, namely, the United States Forces in Australia, do
hçrely authorize the detention in custody in any prisons or
in any military detention barracks in any part of the Commonwealth of any member of the United States Forces in
Australia arrested or held in accordance with the law of
the United States of America on reasonable suspicion of
having committed offences triable under that law or charged
with offences triable under that law or sentenced whether
within or without the Commonwealth by a service. court of
the United States Forces to any form of imprisonment or
detention, during the whole or any part of the period for
Nv hich such member is so arrested or held or awaiting trial
or the term of his sentence.

2. In pursuance of -tile Allied Forces (Application of the
Defence (Visiting Forces) Act 1939) Order (No. 5) and the
Allied Fore es ( Penal Arrangements) Order (No. 4) , I, Francis
Michael Forde, the Minister of State for the Army, have
made arrangements with the service authorities of the United
States of America with respect to the reception from those
authorities of persons who are to be detained in custody
under the above authority and their return to those authorities and with respect to the circumstances under which any
such persons are to be released, as follows:
(I ) The. production to the appropriate authority having
control of a prison or military detention barracks
of

warrant in the form or to the effect set out in the Schedule
hereto purporting to be signed as described in paragraph (2)
hereof shall be sufficient authority for the reception, return
or release (as the case may be) of the person mentioned in
such warrant in accordance with the terms thereof.

the. following Order:Citation.
1. This Order may lie cited as Prices .Regulation Order
_No. 16S6.
Revocations.
2. Prices Regulation Order No. l286 is hereby revoked.
Definitions.
3. In this Order, unless the contrary intention appears" Potatoes " means potatoes other than potatoes sold
under permit from the Australian Potato Committee
for use as seed potatoes;
" The Perth area " means all that part of Western
Australia comprised within a radius of 12 miles from
the General Post Office at Perth.
Sales by growers.
4. I fix and declare the maximum price at which potatoes
may be sold in Western Australia by growers to be £8 10s.
per ton including delivery to the purchaser's premises.
Sales by wholesale- Deliveries is. Perth area.
5. I fix and declare the maximum price at which potatoes
may be sold by wholesale by any person other than a grower
for delivery in the Perth area to be £8 5s. per ton, or the
purchase price paid or payable by the wholesale seller plus
a margin as follows:
(a ) for sales of truck lots -5s. per ton ; or
(b) for sales of less than truck lots -25s. per ton,
whichever is the lesser of such prices:
Provided that if the seller at the request of the purchaser
delivers the potatoes from his store to a railway siding or
to the premises of the purchaser the prices fixed by the
foregoing provisions of this paragraph may be increased by
55. per ton.

6. I fix and declare the maximum price at which potatoes
may be sold for delivery in Western Australia other than in
the Perth area, by wholesale by any person other than a
grower to be the sutra of(a) £8 5s. per ton, or the purchase price paid or payable
by the wholesale seller plus a margin as follows:-
0) for sales of truck lots -5s. per ton ; or
(ii) for sales of less than truck lots -25s. per ton;
whichever is the lesser of such prices; and
(b) cost of transport actually incurred by such wholesale
seller and properly attributable to conveying the
potatoes by. rail from the loading station to the
railway siding nearest the purchaser's premises:
Provided that no amount shall be included for cost of
transport in any price calculated under the provisions of this
paragraph unless such amount is recorded on an invoice
delivered by the seller.
Sales to processors.
7. Notwithstanding the foregoing provisions of this Order,
I fix and declare the maximum price at which potatoes may
be sold for delivery in Western Australia to a processor to be
the maxintntn price fixed by the foregoing provisions of this
NATIONAL SECURITY (PRICES) REGULATIONS.

I1\ pursuance of the powers delegated to me by the Common wealth Prices Commissioner pursuant to regulation 46 of
the National Security (Prices) Regulations, I, Horace Eddy
Bishop, Second Assistant Prices Commissioner, Prices Branch,
Canberra, hereby make the following Order: -
1. This Order may be cited as Prices Regulation Order
No. 1689.
2. Prices Regulation Order No. 1609 as amended by Prices
Regulation Order No. 1652 is hereby further amended:---
(a) By inserting at the end of paragraph 3 the following
definitions:-
" ` Far Northern area ' means all that area of Queensland
north of a line drawn due west from a point on the
coast and passing ten miles clue south of the principal
post office at Cairns;
' Northern area' means all that area of Queensland north
of a line drawn due west from a point on the coast
and passim ten miles due south of the principal post
office at Townsville, but excluding the Far Northern
area;
' Central area ' means all that area of Queensland north
of a line drawn due west from a point on the coast
and passing ten miles due south of the principal post
office at Rockhampton, but excluding the Far Northern
area and Northern area. ".
(b) By omitting paragraph 4 and inserting in its stead the
following paragraph:Sales by growers.

may be sold by a grower to be(a) delivered at any place within the metropolitan area
of Brisbane -25s. per bushel;
(b) delivered at any place within the metropolitan area

of Adelaide, Hobart, Melbourne or Perth 21s. per
bushel. ".

maximum prices shall be subject to an upper limit of(i) for sales at any piace within the metropolitan area

(ii) for sales at any place within the metropolitan area
of Sydney -23s. per bushel; and
(iii) for sales at any place within the metropolitan areas
of Adelaide, Hobart, Melbourne or Perth -21s. per
bushel. ".
(d) By inserting at the end of paragraph 7 the following
proviso:" Provided that in the case of sales in the Far Northern
area, Northern area or Central area, the cost into store of
any apples shall for the purpose of this paragraph mean (i) in relation to sales- in the Far Northern area -tile

seller did not "on the 12th day of April, 1943, sell
substantially identical goods, the last date prior
to the 12th day of April, 1943, upon which that
person sold substantially identical goods,
8. Notwithstanding the foregoing provisions of this Order,
fix and declare the maximum price at which any boys',

of this paragraph may be sold by any person to whom such
notice is given to be such price as is fixed by notice by the
Commissioner in writing to that person.

Commonwealth, do hereby direct all employees under the
South Australian Railways Commissioner to refrain from
holding any stop -work meeting until an industrial matter
relating to the discipline to be observed by employees engaged
in employment under the South Australian Railways Commissioner and to the enforcement of that discipline and at
present iii dispute between the said employees and the said
Commissioner has been heard. and determined by the Commonwealth Court of Conciliation and Arbitration.
