The Winnipeg Construction Association is working hard to represent the interests of their many
members in the commercial construction industry.
The Winnipeg Construction Association prides itself on providing a wide range of services to its
members from helping them navigate the maze of government regulations, to professional and
staff development through regular education offerings, to construction information services that
save time and money.
While the direction of the Winnipeg Construction Association is spearheaded by its Board of Directors and Executive Committee, the Association’s many initiatives are accomplished by several
hard-working Divisions, Committees and WCA staff.

State of the Construction Industry
We attended Premier Greg Selinger’s “State of the Province” address at the Chamber of Commerce in late 2010, and
the message received was a very positive one. So, in keeping with that theme, I thought a “State of the Construction
Industry” message would be appropriate as we review 2010 and look ahead to 2011.

President’s Message
On December 6, Statistics Canada released the Manitoba Building Permit numbers through the end of October, with
combined year-to-date values in non-residential and residential permits showing an increase of over 16 per cent from
2009’s pace through 10 months of activity. 2009 numbers were slightly less than 2008 (a record), and 2010 will likely
come close to 2008, rounding out at least six years of furious construction activity in the province.

Also in early December, good news for the industry broke when Prime Minister Stephen Harper; Chuck Strahl, Minister
of Transport, Infrastructure and Communities; and Tony Clement, Minister of Industry, announced an extension of
the stimulus program funding deadline to October 31, 2011. This was a much sought after and well-organized lobby
effort on the part of the Canadian Construction Association, and a welcome Christmas present to many contractors
across Canada that were squarely in the crosshairs of the looming March 31, 2011 deadline. Every so often a contractor asks us what they get for their $156 CCA dues – here is a great example of CCA’s efforts representing the industry
on the national level!
WCA continues to advocate for improvements to the City of Winnipeg building permit approval process, and made this
an issue during the Municipal Elections in October. We are pleased to see a very positive dialogue re-establishing, and
with our continued pressure on this issue, we are confident a resolution will come to fruition in 2011.
The Province of Manitoba has quietly rolled out its new tendering policy, which will be appended to certain tenders
acting as pilot projects. The policy speaks to the government’s insistence on adhering to legislated wage levels, employment standards, apprenticeship and aboriginal participation. While we appreciate their right to add conditions to
their own projects, we remain concerned with the awarding of projects where the conditions go beyond price. 2011 is
also an election year, so we can expect the usual flurry of announcements.
Finally, our Construction Information Service was unusually busy for the end of 2010. Typically the season slows down
in mid-November and then we see a spike in late December as consultants hurry to get projects out before the end of
the year; however, fall 2010 was exceptionally busy. And we are expecting the first quarter of 2011 to be just as hectic
considering the high level of tendering activity.
So the “State of the Industry” in Manitoba is healthy, which is not to say we don’t need to continue to work safely and
recruit and train the next generation of the workforce – but those things are much easier to achieve in a busy market.

Message
Making a Move
After more than 50 years on Burnell Street, the Winnipeg Construction Association will be moving
to a new location on Waverley Street in south Winnipeg sometime in 2011. This move will be neither
simple nor inexpensive, but it’s absolutely necessary for the continued growth of the association.
290 Burnell Street was the original home of the Winnipeg Builders Exchange and built by that
group in the mid-50s. It’s been expanded on two occasions as the Association grew and our needs
changed. The creation of the Construction Safety Association of Manitoba (CSAM) in 1989, and the
growing importance of training of all types, has sorely taxed our present accommodations to the
maximum.
The space issue at the WCA office has been the subject of many hours of debate at our board meetings, and was identified as a significant challenge toward the continued success of our strategic
planning efforts. During those discussions, we also articulated some important criteria moving
forward, not the least of which was the need to keep WCA and CSAM in the same facility. The synergies are real and the governance structure is working well. We also identified the critical importance
of accessible meeting and training facilities, including ample parking to accommodate those
attending.
With the assistance of a professional interior designer, we undertook a space planning exercise in
2009 to quantify our space needs and potential configurations. One of the first options considered
was another expansion of the current location, but after multiple attempts, it became clear that any
expansion would simply eliminate existing parking necessary for an expanded training facility.
With that in mind, the WCA Executive decided to explore other real estate options in Winnipeg. After
a long and sometimes frustrating search (which included an unsuccessful offer on a raw piece of
land), we have honed in on a property at 1447 Waverley Street in south Winnipeg. The process of due
diligence will continue through early January, but we are very hopeful we can conclude the deal. The
building itself will provide ample office space, and part of the attached warehouse will be converted
into training areas. The balance of the warehouse will likely be by sublet. The existing parking areas
at the new site will easily accommodate all of the needs of both CSAM and WCA into the future.
For me personally, this is exciting and terrifying at the same time. Any time we depart from the
comfortable box we are in, no pun intended, things can get a little stressful. But that is always when
very good things happen!

During 2010, WCA’s Executive Committee continued to provide guidance to the Executive Vice-President and
served as WCA’s Finance Committee. In addition to these roles, the committee was active in the direction of
the Association with annual budget preparation, governance, and property management.
The Executive continued to investigate and plan for the long-term space needs of the Association. This
included the search for new space, or a piece of land to build on. Careful consideration was given to multiple
options, with an offer put on an office at 1447 Waverly Street in south Winnipeg. Necessary for the growth of
the Association, the new location will provide plenty of office space, more meeting and training facilities, and
ample parking. Further details on the new office location will be presented in 2011.
Reserve Fund: For the past several years, WCA has contributed funds from the annual surplus to a growing
Reserve Fund. The stated intent of this fund is to provide a backstop for the Association during lean years,
up to approximately 75 per cent of a single year’s operational budget. At the end of 2010, this fund stood at
$715,589.69. The reserve funds are invested according to the WCA conservative investment policy.

In 2010, the GC Division met regularly to review numerous topics. One of
the key discussions continued to be the City of Winnipeg’s building permit
system and the length of time it takes to obtain a building permit. Guests
from the City of Winnipeg Property and Development Building Permit Coordinator Program attended one of the GC Meetings to discuss this issue and
these meetings continue. Despite some early gains in the Permit Express
project, the current permit approval process in general is a major concern.
Standard
Practice
A recent report from Revay Associates suggested that “for all parties to
a construction contract, incomplete contract documents ... substantially
increase the risk of major cost over-runs and project delays.” In 2010, this
issue was the subject of a wide ranging industry discussion initiated by
a special WCA task force. This group will continue in 2011 and hopefully
identify solutions to this significant national issue.
The WCA Standard Practice Committee
met several times in 2010 to discuss
a number of national (CCDC and CCA)
documents, while also updating the
WCA/MAA Technical Bulletins. The
committee also worked to develop an
informational piece on construction
budgeting. In addition to the WCA
representatives, a representative from
the Manitoba Association of Architects
sits on the committee to ensure open
dialogue between the associations.

Other topics that were discussed include LEED and the potential liability
that could impact general contractors, new CCA documents, Building
Information Modeling, Apprenticeship regulations, and WCA strategic
planning.
Trade Contractors Division

The 2010 year ends another fairly busy year for most Trade Contractors.
Our Division Committee met several times through the year and found that
many of our concerns and challenges remain unchanged year over year.
Although the demographic of workers has not changed and the need for
fresh young faces on job sites remains, there is increasing discussion
on risk management, tendering procedures and quality of documents.
Given that quite often Trade Contractors have the most cash invested in
construction projects, these concerns may reflect the anxiety one experiences when looking beyond our borders into the markets we have envied
most of our careers.
The recently revised CCA Trade Contractors Guide and Checklist
incorporates some of the principles from a similar document issued by
the Vancouver Regional Construction Association. It is often echoed at
our meetings that Trade Contractors should take better advantage of
educational opportunities, including knowledge of available documents
and attendance at Division Meetings!
Mechanical Contractors Division

The Mechanical Contractors Division of WCA continues to serve as a
valuable conduit through to the Mechanical Contractors Association of
Manitoba (MCAM).
In 2010, activities of the Mechanical Contractors included initiating several meetings with Mechanical and Engineering regarding CRNs and with
Department of Labour and Conservation regarding Petroleum Licensing
regulations, hosting a lunch meeting with engineers regarding ASTM steel
pipe, and participating in a Red Seal Task Force with CCDA (Canadian
Council of Directors of Apprenticeship) and HRSDC (Human Resources and
Skills Development Canada). MC Division discussions involved responding to Apprenticeship Manitoba
on the Gasfitter Consultation, as well as providing input on Apprenticeship
Manitoba’s Strategic Directions for 2011/2012.
Electrical Contractors Division

Wescan Electrical Mechanical Services
During 2010, meetings of the Electrical Contractors focused on a variety
of issues, including the Labour Mobility Act and Red Seal Certification,
proposed energy conservation amendments for the Manitoba Building
Code via the Building Standards Board, and the Canadian Standards
Association’s development of a CSA Commissioning Standard and how it
relates to energy efficiency.
The EC Division’s open table discussion dealt with CCA’s Trade Contractor
Guide, infrastructure funding, and Building Information Modeling training.

Advocacy &
Government Affairs
The construction industry is one of the most
highly regulated industries in the world. WCA
acts as an advocate by making their many
members’ voices, interests and concerns heard.
WCA’s Government Affairs Committee provides
advocacy for, and input into policy, regulation
and legislation, ensuring industry issues are
communicated to government officials.

Construction Industry Wages
Act Panel
The Construction Industry Wages Act Panel
discussions concluded recommendations on
legislative changes including new proposed definitions. During 2010, new collective agreements
were established in the unionized sector and
it is expected that the panel will now consider
amendments to the CIWA wage schedules for
2011. Bill Sharpe and John Schubert represented
WCA in 2010.
Industry Training and
Apprenticeship
WCA continued working with other construction industry associations on the new Manitoba
Construction Sector Council. The Sector Council
is supporting the WCA Building Supervisors for
Tomorrow Training program, as well as developing new training opportunities for entrants to the
industry.
Workplace Safety and Health
Advisory Council
The Workplace Safety and Health Advisory
Council advises the Minister of Labour on matters relating to WS&H. WCA is represented on this
council by Ron Hambley, Executive Vice-President. In 2010 several relatively minor regulations
changes were considered.
Workers Compensation
Board
The Workers Compensation Board of Directors
oversees the operation of the WCB. In 2009,
Ron Hambley was re-appointed to a three-year
term on the WCB. For information on the WCB

Building Code Issues
WCA is represented on the Manitoba Building
Standards Board by Executive Vice-President
Ron Hambley. A comprehensive review of the new
2010 National Building Code was concluded by
the Building Standards Board in advance of the
release of this new code which is expected in early 2011. This review precedes the re-examination
of the Manitoba Amendments to the NBC. The
BSB also reviewed some potential amendments
dealing with energy and water conservation, and
some significant enhancements to accessibility
which could be included in the code.
Apprenticeship and Trades
Qualifications Board
WCA Board Member Ryan Einarson joined the
board in 2006 and acts as a liaison between
WCA and the Apprenticeship Board.

WCA’s quality member services package includes a growing list of exclusive benefits, ensuring members receive

Communication Products
Group Benefits Program
WCA’s Construction Information Services portfolio,
including WCA’s Manitoba Construction News
and the corresponding online pre-bid service, has
proven to be of the utmost importance to WCA
members. WCA members also rely on WCA’s Tender
Results Report, which includes post-tender information such as low bids and awards.
As a WCA member benefit, AQ Group Solutions administers a Group Benefits Program, which
provides a full range of services for even the smallest of companies. More information is available on their website at www.aqgroupsolutions.com.
With an industry that is constantly changing, members can keep on top of construction industry updates
via the WCA e-NEWS Report and Upword magazine.
In addition, WCA members receive company and
specialty listing in the WCA Membership Directory and Buyers’ Guide, which is widely distributed
among owners and the design community.
Guaranteed Plan Deposit
In addition to a host of construction information resources, WCA provides a Guaranteed Plan
Deposit service to approximately 100 members. Prime contractors obtaining plan sets directly
from participating architects, engineers or governments can forgo the usual payment of the
refundable deposit when using the GPD program. WCA guarantees the return of plans on behalf
of participating members.
Events
WCA members also have access to a growing list of exclusive networking events such as the
President’s Reception, Curling Bonspiel, Spring and Fall Golf, Builders’ Night Gala, Derby at the

Canadian Construction Association
Members of WCA automatically become members of the Canadian Construction Association. Based in Ottawa and representing
more than 20,000 construction firms across the country, CCA provides input into new legislation and proposed changes to existing legislation. They are also involved, through national committees, in building code reviews, standard practice and human
resource planning and education. WCA delegates attend the CCA conference and meetings in February, May and September of
each year.

WCA EDUCATIONAL HIGHLIGHT
Building Supervisors for Tomorrow
WCA and the Manitoba Construction Sector Council
are helping experienced construction workers climb
the company ladder into leadership positions with the
Building Supervisors for Tomorrow (BST) program.
Launched in early 2010, BST was specially designed in
response to the requests of the construction industry,
to prepare first-time supervisors on their journey into
management.
The program is based on the research developed by the
Construction Sector Council, National Occupational
Analysis and the Manitoba Construction Local Advisory
Steering Committee. This certificate program will teach
various competencies to enhance and educate aspiring
supervisors.
This past year, Building Supervisors for Tomorrow (BST)
was presented in 13 modules, with each module running from four to six hours (58 hours). (The program’s
delivery system is more flexible than any other program
being offered.) All training takes place at WCA offices,
and upon completion of the course, participants are
awarded a Building Supervisors for Tomorrow certificate of recognition.
In 2010, both the winter and fall sessions sold out,
with a waiting list for the winter 2011, making BST the
educational highlight of the year.

Hot on the heels of a Canadian Construction Association Gold Seal Association Award in 2009, WCA continued to avidly
promote Gold Seal certification to its members in 2010.
The Gold Seal Certification program, operated by CCA, is facilitated in Manitoba through WCA. WCA acts in an intake capacity, pre-screening applications prior to passing them to the
CCA offices in Ottawa.

To date, WCA has administered 306 Gold Seal Certifications for construction estimators, superintendents, construction safety coordinators and project managers. In 2010,
WCA processed 26 national recognized certifications. Some are Gold Seal Interns and some are in the process of preparing for the next Gold Seal Exam.
WCA’s Gold Seal Administrator also offers Gold Seal presentations to member companies and at conferences throughout the year.

The WCA CIS Team is focused on reporting all types of construction
opportunities in Manitoba, including private, public, construction
management, design build, sub-trade requests, RFP, P3 and any and
all ICI work to ensure coverage of Manitoba construction opportunities for WCA members.
Manitoba Construction News Online
Updates
In 2010, WCA was pleased to provide an update to its new Online
Pre-bid Service released in 2009. This Internet version of MCN offers
members the flexibility to filter searches and create custom reports
on hundreds of projects prior to bid opportunity, simply with the click
of a button. Create custom searches by value,
design phase (Design
complete), construction category (ICI),
location, project name,
structure type, construction schedules,
project number, and
publication dates. The
“Search Results” list
allows for the review
of a single project,
a few selections, or
all projects. Choose

Manitoba Construction News Developments
WCA members receive a weekly summary of Manitoba Construction News, WCA’s
exclusive pre-bid project information report. MCN provides members with a detailed
description of the hundreds of projects not yet out for tender – regardless of the funding
source, whether private or public. Each report details project size, value, type, design
team, owner and proposed tender and construction schedules.
In 2010, 18 per cent more reports were issued within MCN than the previous year. This
reflects continued growth from the 13 per cent increase in 2009. Construction Management opportunities represented 15 per cent of all reports in 2010. New or first published
projects represented 24 per cent of total reports issued, while privately-funded project
reports totalled 37 per cent in 2010.
NEW for 2010! Expanded search features within the June MCN online update include the ability
to search by postal code, reference number and keyword. In addition, the new “Saved Searches”
section allows members to save any requested search for future use. This is an excellent tool for
market forecasts for the upcoming year. To find out what’s planned for 2011 select the calendar
within each of the Construction Start fields to obtain proposed activity for the Manitoba market.
The weekly Manitoba Construction News e-mail report is produced to complement the online
service, providing a summary of the latest pre-bid projects on a weekly basis.
Online Planroom (OPR) Progress
Bid Calendar
While the WCA’s CIS Team issued a total of 2,091 projects, team members were also busy conducting open house tours with the Design and Owner community, and educating Tender Authorities on
the features of the Online Planroom and the importance of providing tender information early and
in electronic format. Offering this service to Tender Authorities has resulted in new opportunities for
WCA.

Opening” location with tender results posted to the WCA Online Planroom at the conclusion of the
process.

CCDC & CCA Documents and Forms
The WCA CIS team continues to operate an authorized Document Outlet on behalf of CCA & CCDC
for the sale of standard contract documents, seals, and best practice guides in Manitoba. New
in 2010: PAY ONLINE! Online payment by Visa or MasterCard is now available through the WCA
website. Select the Construction Information button to access CCA & CCDC Documents order form.
Members may continue to charge to their account.
The Weekly Tender Results Summary Report contains post-tender information, such as
Low Bids and Awards, and is updated in the Online Planroom daily and available 24/7.
The weekly e-mail report is produced to complement the online service, providing a summary of the week’s post-tender news. This report is paired and delivered via e-mail with
the Manitoba Construction News Weekly Summary Report.
Plan Booking & Print Services
The Plan Booking service is available and popular due to the 24/7 availability of the booking application via the Online Planroom. Members are able to reserve plan sets before and after office hours
to ensure access to busy projects. Plan copy services are available through WCA and ordered via the
Online Planroom.

related to the delivery of CSAM activities, programs and

The objectives and mandate of CSAM are:
• To provide information regarding accident prevention
methods and changes to health and safety regulations;
• To develop information, resources and training programs to enable contractors to meet their legislated
responsibilities;

Average firm assessment rate for the Electrical Industry
Code 40203 –is $2.51 for every $100 of payroll.
• To act as the Authority Having Jurisdiction to grant
COR™ Certification.
In 2011 the safety program levy will be 3.31 per cent of
the $2.51 assessment rate. (3.31% x 2.51 = 0.078)
Although the levy dollar amount has increased, the
actual impact on employers will again remain consistently low. Trending shows that the impact to employers
has been very consistent since the introduction of this
unique industry-funded safety program. The large
increase in Associate Members purchasing an annual
membership, along with paying an additional 50 per
cent for products, services and training, has reduced
member costs.
So for every $100 of payroll 7.8 cents is collected for
your industry-funded safety program - CSAM.
As the Authority Having Jurisdiction to grant COR™
Certification for the building construction industry,
CSAM has once again experienced tremendous growth
in 2010, with an additional 54 Manitoba Contractors achieving their COR™ accreditation. The WCB
estimates over 50 per cent of the building construction
industry payroll (industrial; commercial; institutional
and residential) is covered by a COR™ Certified
company.
The levy percentage of the employers’ WCB assessment
rate has remained extremely consistent with a 10 year
average of only 3.31 per cent (of your WCB assessment

The WCB pilot incentive program in which a 5 per cent assessment rate
reduction is applied to qualifying COR™ companies has been extended to
include 2011. CSAM has requested and is working with the WCB to prepare
detailed statistical analysis of COR™, which is expected to be completed
in June.
The investments made to upgrade our electronic and web accessibility
has launched the Construction Safety Association of Manitoba to the most
accessed SAFETY site in the province.
In 2010, CSAM’s website recorded 52,795 visitors (current as of Dec. 20,
2010) – with the majority accessing multiple pages. There was also a large
increase to the number of people accessing our Online Training, as more
and more contractors are actively looking.

WCA marked the beginning of the 2010 construction year in fine fashion with its Annual
General Meeting and President’s New Year’s Reception at the Convention Centre on
Tuesday, February 9.
The AGM kicked things off with a review of 2009 and a look ahead to the organization’s
plans in 2010, with newly-appointed President Randy Clegg addressing members at the
conclusion of the event.
WCA members were then treated to an evening complete with cocktails, buffet, and jazz
music, courtesy of Class Act Music Productions.
The event gave members the chance to mix and mingle with one another and the WCA’s
Board of Directors, including newly-elected members Peter Grose (Chair, General Contractor Division), Jim Phillips (Chair, Manufacturers & Suppliers Division), Devyn Rolke
(Director-at-Large) and Jan Simons (Director-at-Large).
Derby at the Downs
Congratulations to Team CSAM, who rocked the WCA
Curling Bonspiel.
More than 200 WCA members and guests of the construction
industry had a blast June 16 at the first-annual Derby at the
Downs. This new social event afforded WCA members, their staff
and spouses the opportunity to mix and mingle with one another,
all while enjoying live thoroughbred racing and fine buffet dining
at one of Winnipeg’s premiere entertainment spots, Assiniboia
Downs.
Curling Bonspiel
The annual barbecue attracted a record number of members.
On Friday, February 26th, 22 teams of WCA curling aficionados
invaded the Heather Curling Club in Winnipeg for the annual
WCA Curling Bonspiel.
Team Construction Safety Association of Manitoba (CSAM),
consisting of Jordann Martens, Sean Scott, Lance MacMaster,
and Darrin Oryniak took home top spot.
Attendees are on the edge of their seats waiting to see
how the horses will place.
Spring Golf Tournament
Mother Nature shone brightly on WCA’s Spring Golf Tournament on Wednesday, May 26, as early morning clouds parted
ways for mostly sunny skies throughout the day.
Participants were first treated to barbecue lunches sponsored
by the Construction Safety Association of Manitoba (CSAM)
and Western Financial Group Insurance Solutions (formerly
HED Insurance), and then all 78 teams took to the sunbaked links at Pine Ridge Golf Club or its neighbour course,
Elmhurst Golf & Country Club, for 18 holes of golf. No team
ended the day hotter than Kevin Nomme’s Midwest Engineering Ltd. foursome, who each took home the top prize of a
Blu-Ray Player after posting a team-low score of minus-11.
Golfers congregated at Pine Ridge for some 19th hole festivities after posting their scores, with greetings from WCA
President, Randy Clegg, and WCA Executive Vice-President,
Ron Hambley, followed by a satisfying four-course meal.

Summer Barbecue
WCA board members, staff and fellow members and guests of the
construction industry officially kicked off the summer at WCA's
annual barbeque lunch on Tuesday, June 29.
The event drew well over 400 people for the second year in a row,
and was considered the best-attended barbeque ever.

Members were treated to pork on a bun courtesy of Manitoba Pork
Council, an additional assortment of foods, buffet style, and ice
cream treats for dessert. The soothing sounds of summer courtesy

music to complement the day's festivities.

Builders’ Night Gala
events & entertainment
WCA’s 12th annual Builders’ Night Gala took the Winnipeg Convention Centre by storm on
Friday, October 30, as an event record 1,050 guests joined WCA staff and board members
for a memorable night of good food, entertainment, and all around fun.

Builders’ Night transformed the ballroom at the WCC into a first-class gala reception,
including a regal red carpet, martini and cappuccino bar, themed light displays and décor,
and a silent and builders’ auction, with prizes ranging from an Apple Ipad to a luxury suite
for an upcoming Manitoba Moose game.
Teams take a time-out for a photo opportunity before teeing off.
Long-time event emcee Bill Knight kept things fun and entertaining, while special guest
Wayne Morsky, current Chair of the Canadian Construction Association, opened the night’s
formal proceedings with a speech—including a shout-out to his beloved Saskatchewan
Roughriders—while current WCA President Randy Clegg followed with a toast to the
industry in his address.

Fall Golf Tournament
Golfers hit the links at Morden’s immaculate Minnewasta Golf & Country Club for Winnipeg Construction Association’s 2010 WCA Fall Golf Tournament on September 10.
The elegant Builders’ Night Gala is an event unlike any other.
Guests were also treated to a four-course meal including chicken consommé soup and tropical
salad for starters, a roast marinated medallion of beef with veal demi-glace and grilled chicken
breast with pesto sauce and sweet potato mash, broccoli mornay, and mushroom sauté. Dessert
comprised of a raspberry chocolate charlotte with grand marnier sauce garnished with cracked
sugar and berries.
Following the dinner proceedings, former Winnipegger and renowned hypnotist Tyzen invoked a ton
of laughs with his off-the-wall act that involved several members of the audience.
Builders’ Night staple, The Ron Paley Band, got the dance floor bumping deep into the night with a
mix of classic and new hits.
Proceeds from the 2010 Builders’ Night Gala went toward the WCA Endowment Fund for the Construction Management Degree Program at Red River College.

In a WCA Membership Survey conducted in spring 2010, a majority of WCA members polled identified the skilled labour
shortage as the greatest concern facing their company. A few months later, the Construction Sector Council released its
annual labour market forecast for Manitoba, confirming members’ concerns. The report revealed that an additional 6,200
people will be needed to fill the skilled labour shortage over the next eight years.
INDUSTRY PROMOTION
In response, WCA has been hard at work encouraging young people to consider a career in construction. This past year, WCA

promoted skilled trades through school presentations and career fairs, promotional materials and advertising campaigns.
Second-Annual Expo
a Big Hit with Students
More than 1,200 Manitoba high school students and
supervisors descended on the Red River Exhibition
Grounds for the second-annual Manitoba Construction Career Expo on May 11.
Soltys added. “We will definitely book a bigger bus for
next year!”
The Expo provided complimentary lunch for students
and teachers alike, reimbursement for busing to
and from the event, including the cost of substitute
teachers, and a chance to win great prizes, including
DeWalt power tools and two iPod Touches.
The Expo, which took up virtually every square inch
both inside and outside of the brand new 35,000
square-foot Red River Exhibition Place, featured more
than 30 interactive exhibits for students to try their
hand at the various skilled trade career opportunities
available in construction. The Expo also showcased
the best in construction equipment with displays
inside and out.
Mikey Harper, a Grade 10 student at Chief Peguis
Junior High, had nothing but high praise for the daylong event.
Marlies Soltys, the Career Development and Explorations Coordinator for both Minnedosa and Erickson
Collegiate, called the event an absolute must for
students unsure of their future after high school.
“It’s just a lot of fun,” Badiou stressed. “The Manitoba Hydro [station] is my favourite because you got
to actually ride up in the bucket.”
“Our students had a fantastic time, they loved all the
hands-on learning and exposure,” Soltys enthused.
“We even had a parent contact one of our supervising
staff to thank her for giving her son ‘the best school
day he’s ever had.’
“From the moment we pulled up to the Exhibition
Grounds, to the moment we left, everything ran so
smooth and we felt very welcome and appreciated,”
“It was 1,000 times better than a normal school day,”
Harper said. “I really liked the roofing area because it
reminded me a lot of when I would always watch my
dad work when I was little.”
Elise Badiou of Wawanesa School agreed.
Upon entering the interactive area, students could
tour a construction mock-up of a reinforced concrete
vehicle bridge deck-forming system thanks to the
the MERIT Contractors Association of Manitoba, help
the Manitoba Home Builders’ Association build a
shed, learn from Winnipeg Technical College’s team
of electrical apprentices on how to wire three-way
light switches, take part in a drilling competition at
the PCL Constructors Canada Inc. booth, learn how to
paint with help from NuWest Decorating and Valour
Decorating, steel stud, tape and drywall in one of four
sectioned rooms with the Manitoba Wall & Ceiling
Association, and mix and finish concrete with the
Manitoba Ready Mix Concrete Association.
“Bricklaying [was my favourite] because it was
very hands on and I had never done anything like it
before,” said Nathan Cooper of Minnedosa Collegiate.
“The electrical wiring station was cool because [the
exhibitors] show you exactly how light switches work,
and it shows how we take electricians’ work for
granted,” Darryl McQuade of West Kildonan Collegiate
said.
Students could also watch demonstrations in the importance of fall safety courtesy of Capital Safety, get
their hearing tested at the Protec Hearing booth, build
their own keepsake box to take home thanks to the
Architectural Woodwork Manufacturers Association of
Canada, and learn hands-on construction techniques
from professionals at Bird Construction Company.
Other exhibits inside gave students the chance to
get a step-by-step guide on how to shingle with the
Manitoba Shingling Contractors Association, take
part in a nailing contest against friends at the Red
River College booth, build a tin man by bending and
cutting sheet metal with help from the Mechanical
Contractors Association of Manitoba, test their digging skills on one of two excavator simulators at the
Operating Engineers Training Institute of Manitoba
exhibit, or act the part of bricklayer with the Manitoba
Masonry Association.
Outside at the Manitoba Hydro station, students
could take a ride in an aerial bucket lift and handle
a hotstick to open and close a disconnect on a hydro
pole. Other outdoor exhibits gave students the chance
to operate Di-Tech International’s robotic breaker
with a remote control, pick up and drop cones while
behind the wheel of a mini excavator from United
Rentals, watch torch down roofing application as
demonstrated by the Roofing Contractors Association
of Manitoba, and try their hand at welding with help
from the Manitoba Steel Fabricators Association.

Red River College Endowment Fund
The first four recipients of bursaries through the Winnipeg Construction Association Endowment Fund for the new Construction Management Degree Program at Red River College were
announced at the RRC’s Technology Awards Reception on Wednesday, November 24 at the
Notre Dame Campus.
WCA Executive Vice-President Ron Hambley and President Randy Clegg presented the awards
to winners Carl Pederson, Riley Forbes, Mark Jelenski, and Jorge Laba on the association’s
behalf.
WCA’s Trade Up “Explore Your Future in Skilled Trades” campaign also conducted eight
school presentations during the 2010 school year, aimed at introducing students to the
career opportunities available to them in the construction industry. The presentations
include a PowerPoint inside look at the current construction climate in Manitoba, and
generally follow with a first-hand account from a young journeyperson or apprentice currently working in the industry.
Tec Voc Bursaries
WCA continues to provide cash awards to the top students in the construction programs
at Technical Vocational (Tec Voc) School. Renato Faria, Aaron Hetu, and Quinn Connolly
were the award recipients in 2010.
Skills Manitoba
Winnipeg Construction Association once again organized the Carpentry and Cabinetry
Competition at Skills Manitoba, an event designed to improve the public perception
of trade-based careers by bringing students, employers and educators together for a
friendly day-long competition.
Apprenticeship Awards of Distinction
On November 5, the fourth annual “Apprenticeship Awards of Distinction” gala dinner was
held at the Fort Garry Hotel in Winnipeg. The event recognizes the outstanding contributions
that employers, journeypersons and instructors make to the Manitoba Apprenticeship training
system.
PCL Constructors Canada Inc., which currently employs 220 tradespeople in Manitoba, took
home the Employer of the Year (Urban) award.
Winnipeg Construction Association once again participated as a Gold sponsor.
Career Symposiums
Winnipeg Construction Association, in conjunction with the Manitoba Construction Sector
Council, promoted skilled trades in construction to Manitoba youth at the Rotary Career
Symposium April 7-8. The annual event, held at the Winnipeg Convention Centre, introduces Senior 1 through Senior 4 students from high schools across southern Manitoba to
Students compete in the Carpentry and Cabinetry Competition at Skills Manitoba.
2010 WCA Membership Survey

The results are in! A WCA Membership Survey conducted in spring 2010 was completed by
Membership survey
171 individuals and revealed the following findings:
Orientation: Of those who became WCA members in the 12 months
prior to taking the survey, 83.3 per cent feel they received enough
opportunities for orientation, including Online Planroom Training
and an introduction to Manitoba Construction News Online.
Planroom Service: Of those WCA members who use the physical
and Online Planroom service, receive the Tenders, Low and Award
reports, as well as the Manitoba Construction News e-mail report,
96.8 percent agree that WCA coverage of Manitoba projects is
adequate, 92.2 per cent think the projects are presented with appropriate lead time, and 97.4 percent of members responded that
adequate sets of hard copy plans are available for borrowing.
Education: Members continue to take advantage of the training
sessions WCA hosts throughout the year, with 83.3 per cent of
respondents attending LEED for Sub Contractors, and 88.5 per cent
interested in attending courses on Building Information Modeling
(BIM). Interest in courses such as Design Build Tutorials, Blueprint
Reading, Executing CCA/CCDC Contracts and Building Supervisors
for Tomorrow was also indicated.
Communication: WCA provides regular construction industry and
project updates via a handful of communication products. Ninety-eight
per cent of member responses indicate that WCA provides an adequate
level of communication to their members. Of those who responded, 90.5
per cent view the WCA e-News Report, 71.4 per cent are familiar with
Upword magazine, and 70.1 per cent have visited the WCA website.
Significant interest in the Manitoba Construction News pre-bid report
continues with 67.3 per cent viewing the email version, and 64.6 per
cent accessing the online version. The Tenders, Lows and Awards
report is widespread, with 86.4 per cent of members having seen the
document.
Company Concerns: While industry tender practices and the labour
shortage are of WCA member companies’ greatest concern, other
trends and developments are also top of mind, including LEED
initiatives, BIM, safety requirements, government advocacy, training
supervisors, advancements in technology, and the changing economy.
