HEALTH AND SAFETY
This document must be read in conjunction with the Health and Safety Policy laid down by
Bexley Borough.
1. Dulverton School and the Governing Body recognises and accepts its responsibility for
providing a safe and healthy work place and working environment for all staff and
others affected by its activities. Compliance with legal requirements is considered a
minimum standard upon which an effective health and safe management system is
based.
2. Dulverton School and the Governing Body believes that health and safety is a
management responsibility and requires all employees to carry out agreed procedures
as a condition of employment.
3. Dulverton School and the Governing Body will take all steps within its power to meet
this responsibility, paying particular attention to:
 the provision and maintenance of equipment and systems of work, ensuring
they are safe and without risk to health.
 the safe arrangements for the use, handling, storage and transport of article and
substances.
 ensuring sufficient information, training and supervision is provided to enable all
employees to avoid hazards and contribute positively to their own safety and
health at work.
 ensuring a safe place of work with safe access and exit.
 ensuring a healthy working environment.
 ensuring adequate welfare facilities.
4. Dulverton School and the Governing Body requires its management to carry out this
Health and Safety Policy as an essential part of their management duties. They will in
turn specify to staff what is required of them as regards the safety and health of all who
are in their charge and systems of work under their control.
5. Dulverton School and the Governing Body will ensure staff know and understand their
responsibilities for securing safe working conditions and practices by the provision of
instruction, information and appropriate guidance on health and safety and that
suitable systems for effective management are provided.
6. Dulverton School and the Governing Body recognises the need for joint consultation
and will establish with its management suitable arrangements for joint discussion and
agreement.
7. Dulverton School and the Governing Body will provide, where necessary, adequate
protective clothing and safety equipment for all work activities and requires all those
concerned to use clothing and equipment as a condition of their employment and to
ensure pupils are adequately protected.
8. Dulverton School and the Governing Body requires its staff to take care of their own
safety and that of other workers and to co-operate with the management so as to
enable it to carry out its own responsibility successfully.

9. Dulverton School and the Governing Body will provide systems to measure and review
health and safety performance to be used by management to ensure standards are
met. Indicators will include accident, incident and hazard data, inspection reports and
audit results. A Risk Assessment survey will be undertaken and updated annually. Risk
Assessment(s) file / information will be kept in the Site Manager’s / Head Teacher’s
offices. All staff will be required and encouraged to report accidents and hazards with a
view to effective action being taken.
10. The Authority will provide competent advice, guidance and assistance when required.
11. Dulverton School and the Governing Body recognises and takes responsibility to
ensure that pupils are aware of the importance of health and safety and their expected
contribution to the health and safety of the school community which will prepare them
for their responsibilities as future adults and citizens.
12. A copy of this statement will be issued to all employees. It must be read in conjunction
with the Council’s health and Safety manual which gives guidance on corporate and
specific health and safety issues. This statement will be revised on a regular basis to
take account of changing circumstances.

SAFETY GUIDELINES AROUND THE SCHOOL
Car park
 Children should not be in the car park at any time.
 Nursery children must be supervised by parents when entering and leaving the
building.
Arrival at school
 Automatic playground gates will open between 7.28am and 8.20am for Breakfast Club.
 Main automatic vehicle gates to car park will open at 7.15am and close at 8.45am.
 Automatic playground gates will open at 8.45am and close at 8.56am.
 Children should not enter the playground before 8.45am and parents/guardians must
leave their children at the school playground gates.
 The parents/guardians of new reception children will bring their children into the
playground up until end of Autumn Term.
 From 8.45am two members of staff will be on gate duty and two members of staff will
be on playground duty.
 From 8.45am in bad weather conditions children will go straight into class where they
will be supervised.
 After the bell has rung at 8.55am the children will line up in their classes on the
playground.
 Staff will collect their classes from the playground and lead them quietly into school.
Departure from school
 Main vehicle gates open automatically upon exit.
 Automatic playground gates will open at 3.10pm for parents to collect children from
playground.
 A member of staff will be on gate duty from 3.10pm.
 The bell will be rung at 3.15pm.
 Children will leave the building in an orderly fashion from the designated doors.
 Parents of Reception/KS1 children will receive them from the classroom.
 Parents of KS2 children will meet them in the playground.
 All parents/guardians and children to leave the premises.
 Any parent/guardians waiting to collect a child from an extra-curricular activity/club
after 3.15pm should remain by the waiting area.
 No scooters or bikes to be used in playground and waiting area.
 Automatic playground gates will close at 3.30pm and parents/guardians collecting
children from After School Club or extracurricular activities will need to press buzzer on
keypad to gain access. Main pedestrian gates will close at 6.00pm.
End of School
 Parents/guardians children should not remain/linger on school premises prior to the
start of any event/disco and should arrive at the correct starting time.
Playtime
 All children should play in the designated play areas.
 Small balls can only be used in the playground at the Head Teacher’s discretion.
 Larger balls may be used when the field is in use but again at the Head Teacher’s
discretion.
 Children should stay away from boundaries and bush areas.

There will be a minimum of two members of staff on duty (includes administering firstaid if necessary) and they must be positioned where they have as much visual access
as possible in all designated play areas.
Children are not allowed in the school building at break times without supervision.
During wet play children will be supervised in classrooms.
Classrooms
 Children should not be left unattended or unsupervised at any time.
 Children should be encouraged and expected to behave in a sensible and responsible
manner at all times.
Stairs
 Stairs are to be negotiated by walking on the left side both up and down.
 There should be no running or playing on the stairs.
 Stairs should be kept clear from obstructions at all times.
Corridors
 There should be no running.
 Walking from different points should be undertaken in an orderly and responsible
manner.
 Corridors should be kept clear at all times.
Stores
 Children must be supervised when collecting equipment.
 Children shall not carry heavy or bulky objects.
Jubilee Building and Outdoor Learning Centre
 Children to be made aware of Fire Exit doors and stairs.
Outside
Adventure Play Area
 Children will be supervised by staff at all times.
 Under no circumstances should children enter the play area without a member of staff
being present.
Investigational activities
 When working outside the classroom, children must be supervised by an adult.
Fire
 In the case of a fire a continuous bell will sound and children, staff and employees
must leave the building immediately by the designated exit doors.
 The door(s) of the room being evacuated are to be closed by the member of staff.
 The children will line up silently in classes in the playground.
 The register is to be taken by the class teacher to ensure all children are present.
 The Head Teacher is to be informed that the premises have been cleared.
 The Head Teacher is responsible for ensuring the necessary action has been taken to
deal with the incident.
 Fire drills will take place on a half-termly basis.
Hazards
 Any potential hazards to children/staff/members of the public are to be reported to
the Site Manager immediately.

HEALTH AND SAFETY - FIRST AID
The health and safety of children and adults within the school is the prime concern of the
Head Teacher and other staff. Staff have a duty to ensure that working activities present
minimal risks to themselves, children and visitors. Any area of potential hazard should be
reported immediately to the Head Teacher.
In the event of an injury, first-aid should be administered as necessary. The injured party
should then be taken to the school office. Parents/Guardians should be contacted regarding
injuries considered to be serious. This definition includes all head injuries. Letters to
accompany pupils with head injuries are available in the school office. An accident form
should be completed in all cases other than superficial injuries. In cases of pupil injury, this
should be done by the teacher responsible for the pupil at the time of injury.
Persons administering first-aid should use sterile gloves when dealing with open wounds.
Medication should not be administered in school other than in exceptional circumstances. In
such circumstances parents/guardians are required to submit a written application to the
Head Teacher to allow them to come into school to administer medication to their child. This
must take place in the school office in the presence of a representative of the school. Pupils,
again by arrangement with the Head Teacher will be allowed to administer their own
medication for the treatment of asthma.
Emergency medication, i.e. Epipens will be kept in the school office together with the pupil’s
individual care plan. Staff take collective responsibility for administering emergency
medication if necessary. Training for this will be given by the School Nurse or a registered
First Aid Trainer at regular intervals.
A copy of the Bexley Education Authority's policy on Health and Safety is available for staff
from the Head Teacher.

SAFETY GUIDELINES FOR PHYSICAL EDUCATION
Bexley Education Authority has adopted the afPE (Association for Physical Education) "Safe
Practice in Physical Education and Sport" document as its advice in this curriculum area.
Staff should note particularly the following:
1.
Gymnastics should be performed in bare feet. Trainers can be worn for outside P.E.
Clothing should allow unrestricted movement without being loose. All jewellery and
other personal effects (such as watches) should be removed and long hair should be
tied back. Tights must not be worn; tracksuits can be worn for outside P.E. in cold
weather. If this conflicts with acceptable cultural practices, sensible compromise is
often possible. If there are any difficulties please contact the Head Teacher who will
advise.
2.
A suitably graded warm-up should precede the main part of every class.
3.
A walkie-talkie must be taken when carrying out P.E.
Staff should always wear appropriate footwear, e.g. trainers.

EDUCATIONAL VISITS
The DfE Guidelines on the Health & Safety of pupils on Educational visits are located in the
school office. We believe that School visits and journeys represent an essential element in
education to provide the kind of experience not possible in the school classroom. The
Guidelines offer full regulations and advice for the teacher leading a visit or school journey.
Particular attention is directed to the following:
1.
All visits must be approved by the Head Teacher. Teachers organising visits should
give detailed information about the visit - purpose, activity involved, venue, timings
and number of pupils. This information should be submitted on the Educational Visit
Form available from the office.
2.
Teachers involved in arranging any school visit should take all reasonable steps to
ensure that it is planned thoroughly with particular reference to safety. An Event
Specific Risk Assessment Form (available from the office) needs to be completed
prior to all visits. It will list potential risks to safety and the control measures to be
taken to minimise those risks. The ESRA should be submitted to Anika (Events Visit
Co-ordinator) for approval. This, together with the Educational Visit Form, should then
be given to the Head Teacher for final approval.
3.
For all day visits and visits outside the local area, written parental/guardian consent
must be obtained.
(This need not include short visits to the local area, as Dulverton parents/guardians
should have already signed a consent form for such trips upon the pupil's entry to the
school).
4.
In accordance with DfE guidelines we will ensure that the level of supervision is
appropriate to the activity. As a guide, there should be one adult for ten to fifteen
pupils at Years 4, 5 and 6, one adult to six pupils at Years 1, 2 and 3, one adult to
four pupils at Reception and one adult to two pupils at Nursery. These ratios must
include a minimum of one teacher. Staffing may need to be increased depending on
the age and ability of the pupils, the venue and the activity involved.
5.
When parents/guardians assist in escorting pupils undertaking short visits to local
venues they should be fully briefed on the visit and the scope of their duties and
responsibilities.
If a child is taken ill on a trip, the following procedures will be followed:

The lead person needs to liaise with the medical staff/first aider at the establishment
and make decisions as appropriate (i.e. call ambulance if needed).

The lead person should contact school, as soon as possible, to be kept informed and
in order to take any further action, as needed.

Re: Hall Capacity
Following my visit on 4 November 2015 I am writing to advise you of the
calculations for hall capacity in your Outside Learning Centre and Jubilee
Hall.
Outdoor Learning Centre
Floor area is 70sqm which gives an advisory capacity of 50 pupils.
Jubilee Hall
Both downstairs and upstairs floor area is 96sqm which would give a seated
capacity of 96, or 64 seated at tables for each area.
However, the total building capacity (and standing capacity) is limited to 120
by the fire exits.
