January 6, 2017 Ballot for Support/Opposition of a Proposed Application to Designate the 700 Block of 18th Avenue NE as a Historic District File Number 16-90300008 Boundaries of Affected Area Walnut Street Northeast, Elm Street Northeast, and the rear parcel lines of all properties fronting 18th Avenue Northeast between said streets, comprising both sides of the 700 block of 18th Avenue Northeast. Legal Description Snell & Hamlett’s North Shore Addition, Revised Replat; Block 67, Lots 6 through 11 AND Snell & Hamlett’s North Shore Addition, Revised Replat; Block 68, Lots 1 through 6. Applicant St. Petersburg Preservation, Inc. Request Listing of the 18th Avenue Northeast Historic District in the St. Petersburg Register of Historic Places Per the St. Petersburg City Code, Historic and Archaeological Preservation Overlay, Section 16.30.070.2.5.2.a, you are receiving this notification and attached ballot because you are the owner of property that is located within a proposed local historic district. The support of property owners representing more than 50% of the subject tax parcels is required for the application process to proceed. Your vote will not create the above-referenced local historic district, rather it would only qualify the application to be considered by the Community Planning & Preservation Commission (“CPPC”) and City Council at quasi-judicial hearings. If sufficient support from property owners is received (greater than 50% of the tax parcel owners), then the district application may proceed to quasi-judicial hearing and review by the CPPC. Both you, as a property owner, and the owners of properties within 200 feet of the proposed boundary, will be notified a minimum of ten days prior to the CPPC quasi-judicial hearing and review of its time and location. The hearing will include a presentation by City Staff regarding the potential district’s historic significance and remaining integrity followed by a presentation from the applicant, an opportunity for public input, and recommendation for or against designation by the CPPC. Similarly, the City Council will then evaluate the proposed designation at a quasi-judicial hearing within 60 days of the CPPC meeting. Both you, as a property owner, and the owners of properties within 200 feet of the proposed boundary, will be notified a minimum of ten days prior to the quasijudicial hearing of its time and location. The hearing will be conducted in the same manner as the CPPC hearing followed by a discussion and final decision of the City Council. If the application is approved by the City Council, your property will be recorded as a contributing property within the 18th Avenue Northeast Local Historic District. As such, a Certificate of Appropriateness (“COA”) will be required for future exterior alteration, new construction, demolition, or relocation. The COA process is essentially a design review that is generally conducted concurrently with the issuance of other necessary building or demolition permits. The process, which has recently been streamlined, is not designed to hinder owners’ ability to update and maintain their properties, but aims to ensure the sensitivity of alterations and additions to the historic nature of a historic district or individual historic landmark.
