2015 Annual Report PRESIDENT’S REPORT By Bill Palmer, PhD, President & CEO Tall Timbers has always been known as a fire research station and the Red Hills region has been known for wise fire use. However, Tall Timber’s fire image was fading, when compared to growth of fire research around the country over the past several decades. Tall Timbers founders lit the fire torch, to be sure, and we have continued to carry the torch, but it was flickering. With growing threats to fire use, from development encroachment to air quality, a major question in our strategic planning was — could we rebuild our fire programs and if so, could they help protect fire use in the Red Hills, and expand its ecological use in the southeast? Can Tall Timbers improve the use of fire for the betterment of natural resources and a reduction in wildfires? The answer from a talented, engaged, and enthusiastic group in December was a resounding yes! We are investing our resources in fire research and banking on critical collaborations with the nation’s top scientists and practitioners. Florida and Georgia, the greater Red Hills in particular, are an epicenter for fire. Our vision is to be the best at fire 2 • TALL TIMBERS RESEARCH STATION & LAND CONSERVANCY use, fire research, and fire outreach. We can’t do this alone, therefore we are establishing a Center for Prescribed Fire Research. We can’t do this without landowners, as they are the ones that will help build a legacy longleaf landscape that improves natural resources, from quail to land conservation to water quality. We can’t do this without our members, as they provide the resources to achieve a better future for this amazing region. We hope you will join us to protect the region, improve its management, and create a landscape and knowledge base which demonstrates, collectively, that we are leading in the study and application of prescribed fire and natural resource management. Corbett, Chairman Think Big. That was my message to our staff and board as we began our strategic planning process last fall and completed this spring. This was the time in the history of Tall Timbers to launch new initiatives that built on our past successes and maintained our core beliefs, but challenged us to do more, take more calculated risks, be more proactive and engaged, and effect greater change. We tested our ideas with the help of over 100 conservation professionals from this region and around the country, and forged progressive goals for our Research and Conservation programs. These include: expanding exemplary land stewardship to more areas of the Southeast; engaging the local communities in conservation of their region; and creating a center for prescribed fire research that has national fire policy implications. In doing so, Tall Timbers will be reestablished as a leader in prescribed fire, proactive in our land conservation and planning programs to help landowners and agencies protect the greater Red Hills region and its linkages, and unravel the remaining 2015 Board of Trustees. Tall Timbers has kept its core values and mission, but, is awakened to today’s and tomorrow’s challenges and poised to take them on with all our might. As I reflect on my term as Chairman, it has been a wonderful three years leading Tall Timbers through a transition in leadership and new operating strategies. I am thankful for the opportunity to serve and hopeful for the future of Tall Timbers and its role making a difference in the world. Ben Watkins, III 2015 ANNUAL REPORT • 3 STRATEGIC PLAN To Increase Frequent Fire, Stewardship and Land Conservation Tall Timbers has established the field of fire ecology, permanently conserved more than a third of the Red Hills, helped make the region’s wild quail population among the healthiest in the nation, and expanded understanding of the complex relationship between biodiversity and fire. And yet, we must do more to conserve the rural land use traditions of the Greater Red Hills and expand and improve upon Exemplary Land Stewardship. Below is a synopsis of our 2016-2026 Strategic Plan which has four overarching goals. Preserve natural resources and rural land-use traditions in the greater Red Hills and Albany regions »» Increase conservation of high quality natural habitats and traditional working and hunting lands by approximately 100,000 acres within the greater Red Hills. »» Double the conservation acreage of the Albany region by permanently conserving an additional 50,000 acres. »» Create a Conservation Opportunity Fund to accelerate land conservation and attract collaborative resources to support land conservation. »» Communicate the ecological, economic, and recreational values of the Red Hills to a broad suite of partners and policy makers to accelerate land conservation. »» Highlight linkages to surrounding conservation lands and create agency and landowner collaborations to improve land conservation and stewardship across the Greater Red Hills Region. 4 • TALL TIMBERS RESEARCH STATION & LAND CONSERVANCY »» Enhance our successful education and planning programs to build political and community support for sustaining the rural character of the region. Expand, improve, and protect the use of prescribed fire in our region and beyond »» Significantly increase our support for our prescribed fire research to provide a sound scientific basis for the continued use of prescribed fire. »» Establish a national consortium of fire scientists to quantify the behavior and ecology of fire in southeastern ecosystems, improve models predicting severity, spread, and emissions, and guide policies that affect its use. »» Create landowner association to increase fire use across a Legacy Longleaf Landscape and innovate methods of fire application and promotion that can guide other regions of the country. Sustain and expand high-density bobwhite populations in the Red Hills and Albany regions, and in targeted, highpotential core areas across the Southeast »» Establish 50,000 acres of wild quail lands in key focal areas of the southeastern U.S. »» Connect bobwhite managers of the Greater Red Hills to empower a broader community with a century of management know-how »» Unravel the mysteries of bobwhite brood ecology to improve management and scientific understanding of game bird population ecology. »» Improve long-term sustainability of lands managed for quail through research and demonstration Sustain rare wildlife and biodiversity associated with firemaintained ecosystems in the Red Hills and Albany regions and across the Southeast »» Document and demonstrate the biodiversity benefits from frequent prescribed fire as one of the strongest arguments for its continued use. »» Enhance research on signature old growth longleaf forests in the Red Hills and develop an initiative to conserve representative old-growth longleaf forests across the Southeast. »» Establish research on fire management and biodiversity on public lands in Florida to encourage adoption of Exemplary Land Stewardship. »» Develop translocation techniques and other techniques to establish populations of declining and threatened species. Why? To sustain a high quality of life for the citizens of the region. Together we will sustain the rural character and land use traditions of the Red Hills and Albany Region by conserving land, minimizing development impacts through community and regional conservation planning, and improving natural resources through science-based management and increased use of prescribed fire. The Greater Red Hills region is the leader in the use of prescribed fire. But, we cannot rest on history, rather we need to improve and expand our use of fire to conserve natural resources, enhance biodiversity, improve the quality of life for our communities, and serve as the leading model fire landscape in the nation. RESEARCH YEAR IN REVIEW »» Our science team produced 21 publications in 2015 on wildlife management and fire ecology »» We raised over $1.1 million dollars in grants and projects to help fund innovative research and outreach. »» $1.0 million dollars spent on game bird research and outreach »» Over $1.0 million dollars raised for the Fire Ecology Endowment »» Worked with landowners on more than 250,000 acres of managed quail lands »» Helped landowners in 9 states with wildlife management »» Trained 171 national and international wildland fire professionals through the Prescribed Fire Training Center »» Hosted 156 outreach activities to educate people from around the country on fire ecology and management of frequently burned pine systems »» Collaborated with dozens of agencies, research organizations and universities Key Research Burning on a scientific basis and improving longleaf management. We are learning how prescribed fire in the longleaf system affects air quality and ways to burn to reduce impacts to air quality. We are also learning how fire affects longleaf pine plant communities and carbon storage demonstrating the benefits of frequent use of prescribed fire. Helping Conserve Threatened Species. Our researchers in the Stoddard Bird Lab developed an innovative new capture technique that helped establish a captive breeding population of rare Grasshopper Sparrows and developed new nest boxes that doubled the productivity of brownheaded nuthatches. Innovating research techniques. Pioneered the development and refinement of a technique to radio-tag 12-day old bobwhite chicks. Tagging these young chicks will help us improve brood management as well as test scientific theory. How to burn for bobwhites. A cooperative 5-year research study elucidated the role of fire and the impact of scale on bobwhite demographics demonstrating that large scale fire can negatively impact bobwhite survival. Information to help improve management on our public lands. Peer recognition. The National Bobwhite Technical Committee Group Achievement Award was presented to Tall Timbers Game Bird Program and Georgia Wildlife Resources Division for collaborative efforts in developing and successfully implementing a Northern Bobwhite Quail Translocation Policy in focal areas of southwest Georgia and northern Florida. Conserving Wildlife Expanding wildlife populations. We helped to establish new quail populations in four states from New Jersey to Alabama. More than 680 bobwhites were translocated (trap and transfer of wild bobwhites) from the Red Hills to managed properties, including 80 birds moved to the Dr. Theron Terhune, the director of the Game Bird Program, at left, and Reggie Thackston, now retired from GADNR, at right, with their National Bobwhite Technical Committee Group Achievement awards. Reggie is now the Game Bird Program regional biologist. Garden State as part of a 3-year research project. Tall Timbers has recently helped establish over 80,000 acres of new wild quail lands through its translocation programs. We established new Red-cockaded Woodpeckers populations on two Safe Harbor properties that are capable of supporting a dozen new territories. The Red Hills is the largest population on private lands and most is under Safe Harbor protection. Regional biologist hired. To help put habitat management, beneficial to bobwhites and grassland obligates, on the ground in the Carolinas to provide technical assistance to landowners and land managers in South Carolina and North Carolina, and infuse Tall Timbers methods into state wildlife initiatives through partnership. 2015 ANNUAL REPORT • 5 LAND CONSERVANCY »» Won historic victory for land conservation with Congressional passage making the Federal Enhanced Tax Incentive for conservation easement donations permanent. Tall Timbers assisted the Land Trust Alliance in securing bipartisan support in Congress. Special thanks to Representatives Gwen Graham (D-Dist.2, FL) and Austin Scott (R-Dist. 8, GA) and Senators Bill Nelson (D-FL), Johnny Isakson (R-GA) and David Perdue (R-GA) for helping pass this critical incentive legislation. »» Secured 1,389-acre donated conservation easement for Hickory Grove Plantation located in Miller County, GA. The easement protects important species and habitats in the Buck Creek and Flint River watershed. »» Published The Economic Impact of the Quail Hunting Lands of Georgia’s Greater Albany Region. Some 70 hunting properties surveyed provide $125 million in annual economic impact to the region employing over 900 people. »» Completed 8 month biological survey of gopher tortoise habitat covering 33,220acres on 18 Red Hills properties. Findings show population is thriving due to good stewardship of landowners using frequent prescribed fire and uneven-aged timber management. »» Published new Red Hills Region brochure and launched interactive website highlighting the cultural, historical and outdoor recreation sites and events in the region. »» Secured funding and began filming 10-part Roaming the Red Hills video series, with WFSU-TV, looking at important ecological and cultural features of the Red Hills Region. 6 • TALL TIMBERS RESEARCH STATION & LAND CONSERVANCY PIERSON HILL YEAR IN REVIEW NOTABLE NUMBERS »» $272 million in combined economic impact generated by quail hunting properties in the Red Hills and Albany regions, according to recent Tall Timbers studies. »» 141,584 is the new total acreage permanently conserved by Tall Timbers via fee property acquisition or donated conservation easements. This is equivalent to protecting an area more than twice the size of the St. Marks National Wildlife Refuge. Nearly 100 properties annually visited and monitored for compliance to ensure natural resources are protected. »» 53 stewardship requests from area landowners were responded to by Land Conservancy staff »» 33 state listed species and 15 Federally listed species of fauna call the Red Hills and Albany Plantation Belt home »» 23,352 gopher tortoises estimated in the Red Hills based on biological survey »» 23 Tallahassee Democrat blog stories and 2 featured articles on Red Hills Region featured in 2015 »» 800 participants attended Greater Red Hills Awareness Initiative events, including 171 from the 2014 class of Leadership Georgia. Dixie’s Legacy When Gerald M. Livingston moved the Continental Field Trial to his Dixie Plantation in 1937, area residents began their long love affair seeing world-class quail hunting dogs compete on the grand country estate. Straddling the Florida-Georgia border, Dixie served as the winter home of the Livingston family of New York who were heirs to railroad magnate and prominent investor Crawford Livingston II. Dixie quickly became a highly regarded wild quail plantation and one of the finest field trial venues in North America. Gerald’s wife Eleanor and daughter Geraldine later opened the main house to the public for historical tours and charity fundraising events. Tall Timbers hopes to fully rehabilitate the Dixie Mansion and return it to its glory days as the centerpiece of the 9,100-acre estate. The Florida Department of State, with assistance from the Florida Historical Commission, awarded the organization two special category grants totaling $783,632. This funding will be used to restore the roof, re-point the exterior brick, and install a heating and air conditioning system. Additional work will be needed. Planning for refurnishing the 1938 house is being led by Virginia Wetherell, Daphne Wood, and Rozzie Davis. Designed by John Russell Pope (the architect for the Jefferson Memorial and National Gallery of Art in Washington, D. C.), the Dixie Mansion is considered a masterpiece of John Russell Pope Neoclassical Revival architecture. Beyond the ornate entrance gate, a beautiful oak allee leads to the stunning main house, adorned with a twostory Ionic column portico. A large entry hall on the first floor leads to the south wing featuring a bar, gun room, and library lined with English pine paneling. The large living room boasts ornate moldings imported from an 18th century London house. A screened porch overlooks the gardens designed by noted New York City landscape architect Robert Ludlow Fowler, Jr. The north wing includes a formal dining room, breakfast room and kitchen. A wide graceful staircase leads to the second floor with two master suites and five guest rooms, all with fireplaces. The “attic” housed the servants in smaller bedrooms. The house and grounds have been a favorite site for social and educational events and Tall Timbers plans to continue that use. While the rehabilitation will be a challenge, once completed, the historic house will enable the institution to expand its research and public outreach programs. The pride these individuals had in their horses, their mules, their dogs, their land and their employees was indeed “a bond they had made with the land.” If it were not for Tall Timbers, much of this tradition would have disappeared — as it is the science that allows us to manage the wildlife and the wild lands. Howell in honor of Mr. William Womack Dr. William R. Brueckheimer, above, passed away in 2015. He lived a long, full life and had a distinguished career as an educator, researcher and writer. Dr. Brueckheimer was a Beadel Fellow from 1973-1984, and a member of the Red Hills Conservation Association, a predecessor of the Tall Timbers Land Conservancy. During his tenure as a Beadel Fellow, Dr. Brueckheimer completed a manuscript on the history of Tall Timbers Plantation and its owner Henry L. Beadel. It was an outcome of his research on the Red Hills quail plantations and their land-use practices. His chronicle of Henry Beadel and Tall Timbers began with the physical setting of the property as a hunting plantation and ended with the founding of Tall Timbers Research Station. His manuscript became the basis for The Legacy of a Red Hills Hunting Plantation: Tall Timbers Research Station & Land Conservancy by Robert L. Crawford and William R. Brueckheimer, which was published in 2012. For his contribution to the book, Dr. Brueckheimer was given co-authorship. We are grateful for the donations made in his memory to Tall Timbers. Our primary research focus is the ecology of fire and natural resource management including bobwhite quail and other wildlife in the southeastern coastal plain. Our conservation efforts are dedicated to helping protect the distinctive Red Hills landscape of south Georgia and north Florida, and its traditional land uses. Our education program transfers research and conservation information for resource management.
