Email: [email protected] Competency Unit: Exemplar Global – HV – Heavy Vehicle Operations How to use this document The purpose of this Competency Unit is to give Training Providers detailed information on the performance criteria required of those who are seeking to become certified Exemplar Global Heavy Vehicle Operations Auditors. This competency unit applies to the knowledge requirements for several Exemplar Global personnel certification schemes. A Training Provider is someone who has received the Exemplar Global Training Provider and Examiner Certification Scheme (TPECS) certification for the development and delivery of the Exemplar Global-HV examination. A potential Exemplar Global HV Auditor is someone who conducts heavy vehicle audits, oftentimes as a member of an audit team. To become a certified Exemplar Global HV Auditor, an individual must show evidence that they have adequate skills in the seven (7) areas of Competencies shown in the tables below. These individuals show competency by meeting the performance criteria shown in the second column. Training Providers are responsible for ensuring that these individuals provide adequate evidence of the performance criteria, according to the Evidence Guide. Training Providers use an accompanying Examination Profile to document how evidence will be collected and are authorized to administer the TPECS Competency Unit examination through their TPECS certification. All TPECS examinations will measure the performance criteria shown in this competency unit as written. Understand the regulatory environment for the heavy transport industry. 1.1 The regulatory requirements and external pressures impacting on road freight transport operators and their drivers are defined. 1.2 General requirements for general and restricted access are defined. 1.3 The types of heavy vehicles and vehicle combinations that are allowed general and/or restricted access are defined. 1.4 The mass and loading regulations for general and/or restricted access are defined. 1.5 The types of instruments used by jurisdictions to allow restricted access are defined. E1.1 A general overview of the road transport industry in Australia is described. Demands and pressures placed on heavy vehicle operators and drivers are accurately described. E1.2 Differing requirements for general and restricted access are accurately described. E1.3Types of heavy vehicles and vehicle combinations in common use and whether they can have general or restricted access are accurately described. E1.4 Requirements for mass and dimensional limits are accurately described. E1.5 Regulatory instruments used in each State for restricted access are accurately described. 2. Understand the role and purpose of accreditation in the heavy transport industry 2.1 The purpose and intent of alternative compliance in the road transport industry are defined. 2.2 The role of accreditation in both the regulatory environment and non-regulatory environment is defined. 3. Understand the key stakeholders and their relationships in regulatory accreditation schemes 3.1 The key stakeholders in regulatory schemes, the roles they play, and their inter-relationships with each other are defined. 3.2 Structural arrangements of regulatory schemes (e.g. NHVAS, WA HVA) are defined. E2.1 The purpose and intent of alternative compliance (as defined in NRTC AC Policy paper) are accurately described. E2.2 The general aims of heavy vehicle accreditation and the differences between accreditation schemes (both regulatory and non-regulatory) are accurately described. E3.1 All key stakeholders in regulatory schemes are correctly identified, their roles and inter-relationships accurately described. Key stakeholders include the State jurisdictions, auditors, operators and Exemplar Global. E3.2 Structural arrangements of regulatory schemes, such as NHVAS and WA HVA, including the extent of recognition between jurisdictions, are accurately described. E6.1 The accreditation standards, and the underpinning criteria and assessment steps for all the modules are accurately described in accordance with the requirements of each accreditation scheme (e.g. NHVAS, WA HVA, Trucksafe).
