General Weyler for some time has been the subject of interesting speculation and study on all sides as to his character and as to his plans in his new office of captain general. An observer concludes th a t his counte nance reveals the real military character and shows him to be endowed with a very superior intelligence. He knows the character of the Cubans well, the knowledge having been gained by a former residence among them, and has clear ideas on the necessities of the situation. The new captain general allows it to be announced that he will dedicate all of his eiiergies before everything else to the pur suit of the warfare against the insurgents, hoping by this to establish an early peace. He announces himself an adherent of the energetic policy favored by the Conserva tives of both Cuba and Spain. He will not, however, bo guided by party consid eratio n s w hile the rebellion lasts. H e u n derstands that his whole mission is to make an end of the war. He deprecates the idea that he has any intentio’i of putting into force cruel prac tices, such a course being entirely against his sentiments, but he asserts very ex plicitly that he will be as hard and severe w ith the enemies of Spanish sovereignty as circumstances require, not only with those with arms in their hands in the field, but with those in the city working harm among the friends of Spain.
