WELCOME FROM VOLLEYBALL AUSTRALIA PRESIDENT
Welcome to the Australian Junior Beach Volleyball Championships.
To all teams, welcome to Scarborough, we hope that this week’s event is challenging, rewarding and most of all
ENJOYABLE.
This year’s competition is being hosted by Volleyball WA in conjunction with Volleyball Australia, and we are excited to
be back in the home state of so many great Australian athletes, Olympians and coaches. The Australian Junior Beach
Volleyball Championships (AJBVC) is the premier competition for Australia’s junior beach volleyballers and is the
foundation for participation in the Australian Beach Volleyball Series and underage FIVB championships. Our sport of
Volleyball is experiencing a renewed enthusiasm in Australia and globally, following the success of the Rio Olympics.
We are also excited by the inclusion of the inaugural beach volleyball competition in the Commonwealth Games on the
Gold Coast in 2018. This also creates Youth Commonwealth Games participation opportunities in 2017.
Beach Volleyball in Australia has undergone considerable development post Rio as we prepare for Gold Coast 2018
and Tokyo 2020, A new coaching structure, the introduction of new Centres of Excellence nationwide and a new
National Pathways Program will provide to our junior and development beach volleyball athletes an exciting future in
our sport.
Each of you are part of that momentum for growth and improvement. We thank you for participating, we thank you for
your commitment and we trust you will find in your sport of Volleyball great opportunity and create great memories.
The next generation of Australia’s beach volleyball elite players is amongst you, so take this opportunity for excellence
and enjoy the competition. Your very participation here at this event will lift the overall standard of the competition, will
enhance the performances of your colleagues and your opponents and you will have a very real impact on the future of
our sport and those that will represent themselves, their schools, universities, clubs, state associations and Australia in
the future. We thank you for participating and making this important contribution.
The most important rule in our sport is respect. In winning our success is benchmarked against the quality of our
competitors and we all respect that contribution to our success. We also respect those that succeed against us, and
acknowledge their efforts, discipline and training to succeed. We respect our officials that often volunteer long hours to
support our great sport and our administrators, coaches and technical advisors that have one objective every day – to
improve the standard of your competition and to bring out the best in our young athletes. We respect those in our
personal lives that assist us, encourage us and motivate us to participate in this great sport of volleyball. In all of this
we encourage your respect for your sport and its rules and the beautiful environment in WA.

ENTRY AND PARTICIPATION REGULATIONS
i.
Entries into the 2016 Championships are accepted via nominations received from State Volleyball
Associations. VWA will advise the entry process by January 9th 2017
ii.
Australian citizens representing their state must be current, Full Members of their State Association to be
eligible for nomination to compete. Memberships will be verified with State Associations prior to acceptance of
teams into the competition. The State Association must rank teams to assist in the seeding of teams in the
draw.
iii.
All players and U15 coaches must complete the level 1 referee course coming to AJBVC. It can be found
online at: http://moodle.avf.org.au/, or by contacting your local volleyball State Association office.
iv.
State Associations may seek exemption to the citizenship criteria (above). Applications for exemption must be
made in writing by the General Manager of the State Volleyball Association and it MUST describe the reasons
for the exemption application, justifying the selection of an international player. Applications should be sent to
the Volleyball Australia Supervisor (Appendix 4 for contact detail).
Applications for exemption will be received up to 8.00pm EST Friday 17th February 2017.
Determination of exemptions will be advised within 7 days of receipt.
iv.
Non-Australian competitors representing their country must be current members of their National Federation.
Entries will only be accepted upon receipt of a letter of endorsement from the National Federation. Where
more than one team is nominated in a division, the National Federation must rank which will assist in the
seeding of teams in the draw.
v.
International teams can play through the entire tournament. They will be awarded medals as they place.
Australian teams will be awarded medals based on their finishing position excluding the international teams
for the Australian Championship positions.
vi.
If a team must alter its players due to medical or unforeseen circumstances the following apply:
i. If the alteration is prior to the draft draw (Monday 3rd April 2017) being released all teams will be reseeded to reflect the change
ii. If the alteration is after the draft draw has been released but prior to the technical meeting. The
new team will retain the seeding that they had in the draft draw.
iii. No alterations can be made after the technical meeting has started.
iv. Any team member who has been removed cannot re-enter the competition.
vii.
When entering a team into AJBVC a State Association confirms that all players and coaches meet the
membership, accreditation and age requirements listed within this document.
viii.
Entry fees for the Championships are as follows:
 International Team: AUD $TBC (including GST) TBC by January 9th
 Australian Teams: AUD $297 (including GST)
(Additional 5% service fee will apply to credit card transactions)
viii.
Entries due COB Friday 3rd March 2017
ix.
Entries received after COB Friday 3rd March 2017, will incur a $50 per team late fee and will only be
permitted if it assists the smooth scheduling of the draw.
x.
Payments of entry fees are due by COB Friday 17th March 2017.

xi.
Payments for entry fees not received by COB Friday 17th March 2017, will incur a $200 late payment fee per
team.
xii.
Teams withdrawing after COB Friday 3rd March 2017 will be charged 50% of their entry fees.
xiii.
Team withdrawing after COB Friday 17th March 2017 will be charged 100% of their entry fees.
6.
PROOF OF AGE & AGE GROUP REQUIREMENTS
Team Managers will be required to have a copy of each player’s proof of age (POA) document (either a passport or DOB
certificate) at the tournament. Upon request, delegations will be required to provide POA to the tournament control committee.
Age groups are as follows;
i.
U15
Must be born in 2003 or later (therefore players must be 14 years or younger as at 31st December 2017).
ii.
U17
Must be born in 2001 or later (therefore players must be 16 years or younger as at 31st December 2017).
iii.
7.
U19
Must be born in 1999 or later (therefore the players must be 18 years or younger as at 31st December 2017).
TECHNICAL MEETING


8.
The Technical Meeting will be held on Wednesday 5th April 2016 at 5:00pm at the competition area.
All Heads of Delegation, Team Managers and Official’s (Coaches are invited) must attend this meeting which will
be held in the competition area.
o
The Tournament Director will brief all attendees on all major aspects of the Championships
o
The Referee Delegate will update all attendees on rule changes in beach volleyball.
CHAMPIONSHIP RULES
The Tournament will be played under the FIVB Official Beach Volleyball Rules 2015-16 version of the rules. Should Volleyball
Australia receive an updated version of the rules from FIVB prior to 31st January they will be implemented from the
Championships.
i.
Divisions
 Three (3) players must be nominated for entry into the U15 division, with a maximum number of four (4) players.
 For U17, and U19 divisions, two (2) players must be nominated for entry; no further players can be added.
 For the U15 divisions, a team Captain must be elected prior to each match. If the captain is substituted off, a
new elected captain must be appointed for the period the ‘official’ captain is off the court.
ii.
Seeding and Placement into Pools
 The following will be taken into consideration when seeding teams / placing them into pools:
o
Australian Beach Volleyball Ranking System seed points
o
The ranking they have received from the State Association
o
Spreading the teams from each state across pools
o

iii.
Competition Structure
 States are permitted to enter a maximum of 4 teams per division, per age group, per gender. Thereafter Wild
Card entries will be permitted to fill those divisions where one or more of the States have not filled their
maximum number of teams entered.

Days 1 and 2 will feature preliminary round matches. Depending on nominations received in each division, pool
play or round robin formats will be played.
 Day 3 will feature the conclusion of pool play or round robin matches and the beginning of elimination and
playoff matches
 Day 4 will feature medal matches
iv.
Scoring
All matches will be best of three sets.



v.
A set (except the deciding 3rd set) is won by the team that first scores 21 points with a minimum lead of two
points. In the case of a 20-20 tie, play is continued until a two-point lead is reached (22-20, 23-21 etc).
In the case of a 1-1 tie, the deciding set (the 3rd) is played to 15 points with a minimum lead of 2 points.
The teams switch ends after every 7 points (Set 1 and 2) and 5 points (Set 3) played.

vi.
Reserve Players
U15 Division
 Substituting reserve players may only occur if there are more than three (3) players in a team with no
greater than four (4) players.
 Substitutions may only occur during timeouts and at the end of a set.
 Within a set once players are substituted they can only be substituted again for the return substitution and
remain in rotation.
 If a player is injured during a set and is unable to continue then they can be substituted. The injured player
may not take the court for the rest of the match. A VA official medical officer (including recognized First Aid
personnel or the AJBVC Tournament Director must be present for this to happen.
U17 and U19
 No reserve players are permitted.
vii.
Timeouts
 In Set 1 & 2
 Each team is entitled to one (1) time out of 30 seconds, in each set.
 A Technical Time Out of 30 seconds, will be held in each set when points equal 21.
 In Set 3
 Each team is entitled to one (1) time out in the third set.
 There will be no technical time outs.
viii.
Competition Points
Teams receive 3 points for a win, 1 point for a loss, 0 points for a forfeit.
ix.
Duration between sets
Teams receive a one (1) minute break between sets.

Forfeiture of Matches
Matches are forfeited if a team is incomplete or not present at the scheduled start time. In this instance duty teams
should contact a Referee, the Referee Delegate or the Tournament Director at the start of the official warmup if a
team is not present. Only the listed tournament staff members can confirm a forfeit.
Teams who forfeit a match will incur a fine of $80. Fines for forfeiture may be withheld due to extenuating
circumstances, but this is at the discretion of the Control Committee.
For results tallying purposes teams will only receive the points played in a match. For example if a team forfeits prior
to a match commencing the winning team will receive a winning score of 2-0 (sets) and 0-0 (points). If a withdrawal /
forfeit occurs at 15-7 up in the second set after losing the first set 19-21 the winning team will receive 2-1 (sets) 3428 (points)
xi.
Competition Points, Set %, Points %
In the case of a tie in Tournament points between two or more teams at the completion of round robin or pool play,
the following processes will be used to break the tie. These processes are to be applied in the order listed and as
soon as the tied teams are separated by one of the processes, no subsequent processes are to be applied. See
Appendix 3.
xii.
Duty Teams / Referees *
 The assigned duty team (First Referee and Scorer) must report to the court and be prepared to commence the match
at its allocated time. If the finishes after the guaranteed earliest start time there will be an 8 minute break between
games, if they finish after the guaranteed earliest start time. The following pre-match protocol is to be followed:
T- 8 Competing teams enter playing area
T- 7
Call for the coin toss, scoresheet is signed (captains and service order is indicated on the
scoresheet) and commence Official Warm-up
T - 6 5 minute warm-up starts
T- 1 Finish Official Warm-up - teams leave the court
T- 0 Match Starts

Duty teams who report for duty and cause a match to start later than its allocated time will incur a fine of $20, to
be paid to the Tournament Director by the conclusion of that day’s play. A receipt will be issued.

Duty teams who fail to report for duty will incur a fine of $50, to be paid to the Tournament Director by the
conclusion of that day’s play. A receipt will be issued.

Individuals performing a duty may request an assessment by the Referee Delegate to assist with the skill
development. The Referee Delegate will schedule the requests taking into account volume and any match
clashes. A VARC assessment and feedback form will provided as well as verbal feedback following the match.
Any individuals seeking this formal assessment must register their interest with the Referee Delegate. There is
no limit to the number of assessments that an individual may request, subject to time constraints.

For U15 matches, the duty team must have a coach, adult member of the state squad or an authorized adult to
referee their duty matches.

Duty teams are entitled to halt a game and seek the assistance of the Referee Delegate or a Referee to resolve
disputes or provide support should players or coaches be behaving inappropriately during the course of the
match.

Teams are expected to resolve disputes on decisions at the time of occurrence and not complete a game
without fully resolving a dispute.
*Referee Accreditations – the following referees must be accredited to the minimum of;

Player Referees – Level 1

State based Referees who submit an EOI to attend AJBVC – Level 2


The process for request for EOI’s for Referees / Referee Delegate will be provided by COB Monday 9th
January 2017. The deadline for submission of the EOI will be by COB Friday 3rd February 2017.
Coaching
 Coaches appointed to the 2017 AJBVC must be accredited to a minimum of a Level 2 Volleyball Coach.

Only one (1) coach can be nominated per team per game

Coaches that have been nominated as per the entry form, will be required to wear a coaches lanyard at all
times when coaching. Any coach not wearing a lanyard will not be permitted to coach during a match. Fines
($50) may apply. The name of the coach should also be entered on the score sheet in the comments section
prior to the match starting. It is the teams’ responsibility to ensure this is done not the duty team. If a coach is
not entered on the scoresheet they will be unable to coach for that match.

Coaches are permitted at the Championships in all age divisions.

Coaches may ONLY converse with players during warm-up, time-outs and change of sets. Coaches may sit in
the playing area throughout the match however, coaches who converse with their players outside warm-up,
time-outs, change of set will immediately receive a sanction from the 1st Referee and the Referee Delegate will
be called. Any coach incurring two or more sanctions within the Championships will be called to the AJBVC
Control Committee to ascertain if any further sanctions are to be imposed (financial or otherwise).

Coaches will be sanctioned for unsportsmanlike or rude behaviour toward any match officials and the opposition
players or coach. The duty team may seek the assistance and support of the Referee Delegate or Referee as
required. Coaches asked to leave the field of play (sanction) will be recorded on the score sheet.
UNIFORMS & ACCESSORIES

Delegations must have their uniforms pre-approved before the Championships. Photographs of player uniforms
(Female - bikini tops and bottoms; Male - singlet’s and shorts) must be submitted by COB Friday 3rd February
2017. Photographs should be emailed to the Volleyball Australia Supervisor (see appendix 4 for contact details).

The Official team uniform will consist of matching uniforms that identify State of Origin. Numbers are
compulsory on uniforms (unless approval from VA has been received). “Nicknames” are not permitted on
uniforms, where teams choose to display names, surnames only are permitted.

For U15, players must wear arm bands with clearly labeled numbers 1- 4 (depending on the number of players
in the team) to help identify each player on court. Numbers may not change during a match.

In the instance of extreme weather (cold or heat), compression or other garments may be worn by the team after
approval by the Control Committee. Teams must still be matching.

Caps and visors, arm & wrist bands and sand socks are not considered part of the official team uniform and may
be different within the team.

FEMALES
a. Matching bikini tops, tank tops or singlet tops are permitted and required.
b. Matching bikini bottoms, bike shorts and board shorts are permitted and required.

MALES
a. Matching singlet tops are permitted and required.
b. Bare chests are NOT permitted.
c. Matching board shorts are permitted and required.

A fine of $50 per person, per infringement applies to players who do not adhere to the uniform regulations.

Special uniforms requests must be approved by the Tournament Director and Referee Delegate in advance of
the commencement of the competition. Special uniform requests must be submitted by COB Friday 3rd
February 2017.
CHAMPIONSHIP AWARDS
i.
Australian Ranking
All teams will receive a ranking based on their finishing positions at the Championships. Any International teams will
be removed from the final Australian Ranking prior to publishing final rankings for the Andy Burdin Shield, thereby
elevating any Australian teams above Internationals.
ii.
Andy Burdin Shield Points
All teams competing in medal matches category will receive the following points for their State towards the Champion
State Award, the Andy Burdin Shield.

Gold = 3 points Silver = 2 points Bronze = 1 point

International teams are ineligible to accrue Andy Burdin Shield points.
DISPUTE RESOLUTION
The Control Committee consists of the Volleyball Australia Supervisor, Tournament Director and Referee Delegate.
The Control Committee is the highest authority for the Championship. The Control Committee can use information supplied
and available to them at their discretion to make decisions with regard to all aspects of the Championships, including but not
limited to entries, seeding, competition format and player, coach and officials conduct.
The Control Committees decision is final.
If the protest is requested and then accepted (upheld), $100 of the submission fee will be returned to the protester. If the
protest is rejected (denied) the submission fee is not returned.
12.
PLAYER AND TEAM OFFICIAL SANCTIONS
The Control Committee may disqualify teams for misconduct and inappropriate behaviour. The Control Committee may also
sanction coaches and officials for misconduct and inappropriate behaviour.
13.
WEATHER POLICY
If the weather forecast anticipates adverse conditions (extreme heat, cold, heavy rain, strong wind or lightning), the
Championships may be delayed until conditions improve. Play may continue for wind and rain. As this is a National Junior event
we have a duty of care to all participants. This includes looking after the safety of athletes, coaches, referees, organizers and
spectators.
The Control Committee will make a determination utilising the VWA weather policies for guidelines and notify the heads of
delegation of each State by telephone or in person. Unless notified of a cancellation, teams are required to report to their
scheduled matches as specified by the draw.
14.
MEDIA AND COMMUNICATION
Publicity and promotions throughout the Championships will be conducted by Volleyball Australia and Volleyball Western
Australia. Media attendance at the event, media requests for interviews and photos are to be directed through the Volleyball
Australia Representative.

15.
ANTI- DOPING POLICY
The Australian Junior Beach Volleyball Championships is a National Championship event and accordingly may be subject to
anti-doping testing by the Australian Sports Anti-Doping Authority (ASADA). Competitors will comply with all conditions of the
VA Anti-Doping Policy and the rules and regulations of ASADA. Testing may be conducted and players will be notified via
standard ASADA procedures.
The attendance of ASADA officers will be managed by Volleyball Australia. Any athletes selected for testing will be notified by
the Volleyball Australia Representative prior to any action by ASADA officers. The team coach/manager or Head of
Delegation will also be notified to provide supervision and support if requested by the player.
The

Withdrawal of Teams after this date and time will incur a 50% charge of the
entry fee.
 Nominations received after this, will incur $50 per team late nomination fee
and will only be accepted if they improve the smooth scheduling of the event
Entry fee invoices sent to Member States for payment.



Payment of Entry Fees Due.
Payments received after this, will incur a $200 late payment fee.
Withdrawal of Teams after this date and time will incur a 100% charge of the
entry fee.

APPENDIX 3 - COMPETITION POINTS, SET %, POINT %
Where teams are tied on competition points at the completion of pool play / round robin the following will be used to rank
teams within the pool.
If two teams are on competition points after pool play / round robin is completed their point ratio (calculation below) will be
compared for all pool matches played. If a tie still exists the head to head result of the teams will determine ranking.
If three or more teams are tied on competition points after pool play / round robin is completed their point ratio (calculation
below) will be compared for the matches between those teams. If a tie exists then point ratio will be compared for all matches
played in the pool / round robin. If a tie still exists after this a drawing of lots will occur.
