CHILDREN, ADULTS & HEALTH GROUP JOB DESCRIPTION POST TITLE: Head of Integrated Commissioning GRADE: RESPONSIBLE TO: Chief Officer 3 (Level 1) Corporate Director Children, Adults and Health with link to CCG Chief Executive for integrated work Integrated Commissioning Service RESPONSIBLE FOR: Key Areas of Responsibility Integrated commissioning of social care, health and services for vulnerable children and adults Commissioning budgets including those pooled and aligned with the CCG under S75 agreements Quality assurance of commissioned services to ensure high quality, safe, value for money services are in place for residents of South Tyneside Establishing new care and health service models and redesign of specifications to support change. Overall Objectives of the Post To provide strategic leadership of integrated commissioning arrangements, establishing strategic plans and ensuring the service is responsive to the local and national landscape for social care and health. To lead the development and implementation of strategic commissioning strategies, service and team planning and quality assurance frameworks for a range of services ensuring services are commissioned on the basis of personalisation, high quality and value for money. To lead integrated commissioning using agreed pooled resources across health and social care services in line with the statutory responsibilities of the partner organisations. To enable both partners to achieve efficiency savings through the commissioning of value for money services. To ensure demand for commissioned services is effectively managed and controlled in conjunction with Adult Social Care and Health provider functions. Ensure that be best possible commissioning arrangements are secured to deliver excellent high quality services to residents of the Borough. Report on the impact, quality and value for money of commissioned services through the appropriate governance mechanisms within the Council and the CCG. To lead the Integrated Commissioning Service and to coordinate and deliver the partners initiatives and priorities in order to ensure that South Tyneside has strong and sustainable communities and is an excellent place to live, work and visit. To be responsible for leading the management, development, performance and continuous improvement for the Integrated Commissioning Service, contributing to the achievement of the corporate aims and objectives within an overall framework that safeguards, promotes health, independence and wellbeing. To actively promote, develop and sustain excellent relationships with all key strategic partners including Health, Police and Housing providers, the voluntary and independent community and people who use services, their respective families and carers. To work in partnership, being a key member of the Group’s Management Team, in leading their specialist areas towards the achievement of the overall corporate vision by pursuing best practice and implementing value for money. The lead from the front through personal example, open commitment and clear action, valuing diversity, celebrating equality, involving and empowering people, encouraging innovation and promoting a clear customer focus and performance culture. To be responsible for the strategic management, leadership, co-ordination, culture and development within the service in accordance with the legislative requirements, and the principles, objectives and policies of the Service. To recruit, lead and support the workforce in order to achieve quality services and encourage staff to develop their own understanding, knowledge and skills to ensure effective commissioning and quality assurance of services. Key Tasks of the Post 1. Corporate Management To contribute towards the effective management of the Council and the achievement of the Council’s corporate aims and assist in the development and implementation of corporate projects and initiatives. To advise and support Elected Members in pursuing the Group’s objectives and the provision of strategic commissioning of social care and health care services. To advise Members of the Council’s policies and procedures and professional obligations with regards to commissioning matters. To relate the work to Elected Members and the people of the Borough in a way that makes sense. To support the Council in its corporate budget planning process and assist in the delivery of reductions in service budgets as appropriate. To develop and ensure the implementation of strategies for the Council which provide a comprehensive and planned approach to services that support and facilitates the Council’s Corporate Aims and the Group’s Service Development Plans. As a Member of the Group Management Team, to contribute towards the effective management of the Group and the achievement of goals and targets. To work in partnership with other Heads of Service, each a key member of the Council’s Management Team, leading the service towards the achievement of the overall corporate vision by pursuing best practice and supporting an all people agenda. To lead key corporate projects and initiatives according to your portfolio, skills and experience. To contribute to corporate teams tackling cross-cutting issues. To develop positive, influential and productive internal and external partnerships. To engage with other senior managers, especially other Heads of Service and Senior Leadership Group, to provide senior leadership across all areas of the Council and with partner agencies. To understand the Council’s and CCG priorities and how your role contributes to them. Act for the Corporate Director as required. To work closely with the Corporate Procurement Service to ensure they remain aligned to policies and involved in developments that may affect the outcomes of any procurement process. 2. Performance Management Within the corporate framework, to establish processes for Managers within the service area to monitor and evaluate standards of service and performance which prioritise person centred care and take account of customer, service user and carer needs and the provision of efficient and effective services which provide value for money. To ensure effective records management and performance management systems are developed and maintained to ensure the delivery of effective services. To oversee and approve statutory data and financial submissions to government agencies on behalf of the Council and CCG as required. To ensure the effective co-ordination, management and utilisation of all resources, including budgetary control, utilising appropriate and systematic decision making processes and in accordance with professional procedures and the Council’s standing orders and financial regulations and in line with the constitution of the CCG. To manage risk to children, adults, staff and to the reputation of the Council and CCG. 3. Operational Management/Service Delivery Lead the development of commissioning strategies, including joint commissioning strategies for a diverse range of groups to ensure provision of high quality, cost effective services are available. To lead the management of all contracts with service providers to ensure the provision of high quality, cost effective services. To decommission services as necessary including leading on the decommissioning of in-house services where necessary. To provide leadership and management to the Integrated Commissioning Unit to achieve financial, legislative and policy objectives through an appropriate management ethos and culture. To be responsible for developing strategic service plans, service delivery and work plans and relevant inter agency joint planning. To ensure strategies and plans respond to and reflect national and local policy directives. To oversee the development of policy, procedural and practice guidance in the light of new legislative requirements and guidance and to review or revise existing policies and ensure their implementation. To prepare reports on service related issues for Elected Members, Senior Managers and partner agencies as required. To develop innovative responses through commissioning of services, to the challenges facing the Authority and the CCG. To ensure effective leadership, guidance and support within the service to enable appropriate responses to sensitive and demanding situations. To make decisions and exercise professional judgement accordingly. To champion a commitment to equality and diversity throughout the service and to implement relevant anti-discriminatory policies in all aspects of the service’s work. Ensure that strong partnerships are developed with service providers and other stakeholders to understand and meet the needs of people in South Tyneside. Agree an annual work plan for the service that meets the requirements of the Council and for integrated arrangements the CCG. Develop and maintain a strong professional relationship with the Council’s Strategic Partner BT South Tyneside and the North East Commissioning Support Service. Work with BT South Tyneside and the North East Commissioning Support Service to develop and implement Quality Standards across all commissioned services. To lead and develop the links with the Corporate Procurement Service to secure high quality services from third parties.
