Team Purpose
Gender Transformative and Responsible Agribusiness Investments in South East Asia
(GRAISEA) programme is a regional programme that intends to achieve improved
livelihoods for women and men small-scale producers in the Southeast Asia region
through more responsible and inclusive value chains and private sector investments and
where women demonstrate economic leadership. It is funded by the Swedish International
Development Agency. The programme works in ASEAN and its member countries:
specifically Thailand, Philippines, Indonesia, Cambodia, Vietnam and Myanmar and
Pakistan too. Implementation responsibility for GRAISEA lies with a Programme
Management Unit.
Job Purpose
To process and report financial transactions and to support for the GRAISEA programme,
and to support GRAISEA Programme Management Unit and other related programme
staff in managing/controlling financial risks and in making decisions.
Key Responsibilities and Accountabilities
1. Responsible for the flow of financial information between programme managers
(PM/PC/PO) in Oxfam office and programme partners and counterpart
organisations.
2. Generate & circulate quarterly and monthly reports, variance analysis, forecasts,
project spending and any other ad hoc reports as required.
3. Work with programme staff to analyse reasons for variance, liaise with and provide
feedback to programme manager, Regional centre (main office) and PIP manager.
Indentify and deal with any issues arising from variances on budget/forecast to
actual expenditure.
4. Assist programme manager and Donor Contract Management Officer in preparing
financial reports, support external programme auditing.
5. Check travel liquidations and others payment requests by programme staff and
coordinate payment by the Oxfam in Thailand Team; respecting the agreed
procedures and Oxfam or donor requirements.
6. Review programme expenditure posted in financial system (PeopleSoft) and ensure
adjustment of miscoding monthly.
7. Review % allocation of salary and other benefit cost charged to GRAISEA
programme, collect timesheet, and contact with HR and finance teams in terms of
change in % of allocation.
8. Identify the needs for training and capacity building to Oxfam staff and partners to
improve their skills in preparing financial reports.
9. Advise Oxfam staff and partners to ensure they are able to deliver “first time right”
(compliance) approach.
10. Induct new programme staff and provide on-going guidance and training to staff in
term of financial reporting and financial minimum standards.
11. Participate in the regional/ harmonisation related forums/ meetings especially ones
related to finance and GRAISEA programme.
12. In coordination with OI finance staff, assist the Asia Regional Platform and head
office in ensuring that Oxfam office complies with terms of its legal status locally,
other legislation, and with Oxfam’s requirements, especially in programme finance
issues in the field.
Oxfam general:
1. Actively participate in implementation of Performance Management. Including
objective setting, performance review, upward feedback and personal development
plans.
2. Ensure implementation of Oxfam GB’s operational policies, procedure and
guidelines, especially gender equity, in all aspects of Oxfam’s work. With support
from technical advisors and programme service staff as needed.
3. Act as Oxfam’s representative at local and national level with local authorities,
partners etc. as required, mainly in events relating to accounting/finance.
4. Support Oxfam International (OI) financial management in the management
accounting/reporting of the OI Asia regional platform.
5. Be a member of Oxfam’s team; participate in appropriate staff meetings, planning
sessions and on-going liaising as needed.
6. Contributes to the development of Asia financial strategies and financial procedures
for implementation across the region.
7. To undertake any other duties as required by the line manager within the skill and
capacity of the post holder.
Technical Skills, Experience & Knowledge
Essential
 University degree in Finance, Accountancy or any related fields
 At least three years of work experience.
 Ability to influence and network with others to adopt new practices or change
existing ones.
 Ability to take unaccompanied travel away from home base for up to 15 weeks per
year.
 Able to work on own initiative without close supervision, but to also work as a
member of diverse team.
 Ability to work effectively with others influencing, supporting, following as required
with competing demands. To work with the annual financial reporting cycle and
have a drive to achieve results within deadline.
 Good communication skill – Fluency in written and spoken English
 Good command of computer software packages e.g. Word and Excel. Eager to
learn new software packages to adapt to the real programme finance needs.
 Ability to develop and implement (or ensure others implement) solutions to financial
problems.
 Organisational awareness – understanding how to get what information and who to
keep informed.
 Confidentiality, tact, diplomacy and good interpersonal skills are essential
 A commitment to the aims of Oxfam, equal opportunity and gender equity.
Desirable
 Experience in working with an NGO or a Joint-ventured company is preferable.
 Experience in programme financial management.
 Experience in giving training in finance for non-finance people, and in building
financial procedures preferred.
