BRE with AEA manage the Construction Resources and Waste Platform (CRWP) which is a
government funded programme to support the construction industry. Our work involves providing

practical support to the construction industry and undertaking studies which focus on research
and evidence gathering to help inform both Government and industry. An example of some of the
work we are undertaking is:

Support to the National Federation of Demolition Contractors (NFDC) on setting a target
to divert demolition waste from landfill and an associated action plan
-
Production of benchmarks on waste arisings from SMARTWaste to assist in forecasting,
target setting and developing policies
-
Research on life cycle assessment for end of life construction and demolition waste. This
will build on our free Waste Calculator tool (see Page 3 for more information).

Analysing who makes the decisions for waste management and how waste can be
reduced
-
Secretariat support to the Strategic Forum’s subgroup on construction waste which is
currently establishing the baseline for the ‘halving construction, demolition and

True Cost of Waste Calculator
As part of the CRWP programme (see page 2), BRE have developed a free-to-use tool, the ‘True

Cost of Waste Calculator’. Users can input wastage rates for certain products and the cost of this
waste will be calculated based on materials, labour and disposal costs. The embodied energy of
the wasted materials is also shown. The tool can be used to compare performance against
standard industry wastage rates and to compare the effect of different rates. The tool will provide
you with some headline figures to encourage you to reduce your waste.
We plan to integrate this calculator into SMARTWaste Plan in the future. The tool can be found at
www.wastecalculator.co.uk.
Pre-demolition and pre-refurbishment audits

help you; BRE can carry them out at a small cost. The audit involves establishing the quantities of
products and materials within the building structure and recommendations on how much can be
reused, recycled etc. On and offsite opportunities are explored and the potential for cost savings
are provided. The results can feed into SWMPs and assist in setting targets for the demolition
phase/project. An audit is required under BREEAM.
For example, we identified between £26,000 to £29,000 of cost savings from salvaging and
recycling key products and materials for the refurbishment of University buildings. For more

T-Zero launch - T-Zero is a free web based tool to help you compare green home
improvement options. The tool was officially launched at BRE last week. Go to
www.tzero.org.uk to use the tool and download the presentations.
Defra campaign on resource efficiency - Defra launched a new campaign last
week; the ‘Saving money – it’s your business’ campaign will show how £6.4 billion could be
saved by businesses every year taking simple money-saving steps. Research by WRAP
shows that 47% of businesses recognise they could make savings of over £100k through low
and no cost efficiency measures – such as turning off equipment when it’s not being used.17%
identified over £1m of potential savings. These measures could contribute towards 10% of the
UK’s greenhouse gas emission reduction targets for 2020 with little or no outlay from

Wood recycling guidelines - the Wood Recyclers Association (WRA) has produced
guidance on a grading structure for different end markets for recycled wood. This is a first step
in terms of producing a standard. There are 4 grades: Grade A – clean recycled wood, Grade
B – industrial feedstock grade (this includes wood from construction and demolition), Grade C
–fuel grade, Grade D – hazardous waste. For more information go to:

New tyre standards - a quality protocol for tyre derived materials will be established next
year alongside a certification scheme. The new standard should also help to reduce red tape
as it clarifies when tyre-derived rubber ceases to be classified waste and is not subject to

Sustainable Construction Conference - The Oxfordshire Economic Partnership is
hosting a Sustainable Construction Conference on Wednesday 18th November 9.30 - 5.30 at
the Said Business School (adjacent to Oxford Railway Station). Participants at the event will
learn about energy efficient construction, sustainable site waste management and building for
climate resilience as well as have the opportunity to meet individuals and organisations
