BYLAW NO. 14-753
A BYLAW TO FIX THE RATES TO BE CHARGED
FOR THE USE AND CONSUMPTION OF WATER AND TO FIX THE
RATES TO BE CHARGED BY WAY OF RENT OR SERVICE
CHARGE FOR THE USE OF SEWER
THE COUNCIL of the Town of Biggar in the Province of Saskatchewan enacts as follows:
SHORT TITLE
1.
This bylaw may be cited as The Water and Sewer Rate Bylaw.
CHARGES PAYABLE
2.
(a) The charges to be paid by the water consumer whose water service has been turned on
shall be those set out in Schedule “A” attached; provided, however, that the minimum
shall be payable in every case whether or not any water is consumed.
(b) Persons who own or occupy premises drained or that are by bylaw required to be drained
in to the sewer shall pay for such services a rental rate or service charge in accordance
with Schedule “B” attached.
REPEAL BYLAW
3.
Bylaw No. 12-727 passed January 17, 2012 is hereby repealed.
COMING INTO FORCE
4.
The rates, charges, tolls or rents contained in this bylaw shall come into force and take effect
from the date of approval being issued by the Local Government Committee.

SCHEDULE “A”
WATER RATES
FORMING PART OF BYLAW 14-753
1.
METERED RATES DOMESTIC WATER
The following rates shall apply for uses of metered treated domestic water:
Monthly rate:
(a) Minimum – up to 2,000 gallons a minimum charge of:
2015 - fifteen dollars and fifty cents ($15.50)
2016 – sixteen dollars ($16.00)
2017 – sixteen dollars and fifty cents ($16.50)
(b) Overage - all gallons over the minimum of 2,000 gallons at a rate of:
2015 – three dollars and seventy five cents ($3.75) per thousand gallons
2016 – four dollars ($4.00) per thousand gallons
2017 – four dollars and twenty five cents ($4.25) per thousand gallons
2.
NON-METERED RATES DOMESTIC WATER
The following rates shall apply for users of non-metered treated domestic water:
Monthly rate:
(a) Minimum – all gallons a minimum charge of:
2015 – nineteen dollars and twenty five cents ($19.25)
2016 – twenty dollars ($20.00)
2017 - twenty dollars and seventy five cents ($20.75)
3.
METERED RATES RAW WATER
The following rates shall apply for users of metered raw water:
Monthly rate- Industrial – Malt Plant:
(a) Minimum – up to 3,000,000 gallons a minimum charge of two thousand one
hundred and sixty five dollars ($2,165.00).
(b) Overage – all gallons over the minimum of 3,000,000 gallons shall be charged at a
rate of one ($1.00) dollar per thousand gallons.
4.
WATER INFRASTRUCTURE CHARGE
The following rate for infrastructure replacement shall apply for users of treated domestic
water:
Monthly rate:
(a) Water infrastructure – 2015 – seven dollars ($7.00)
2016 – eight dollars and fifty cents ($8.50)
2017 – ten dollars ($10.00)
The following rate for infrastructure replacement shall apply for users of raw water:
Monthly rate:
(a) Water infrastructure – 2015 – three hundred dollars ($300.00)
2016 – three hundred and fifty dollars ($350.00)
2017 – four hundred dollars ($400.00)

MONTHLY SEWER SERVICE CHARGE FOR RAW WATER:
Malt Processing Plant- The following calculation is based on using 87.33% of total raw
water used.
(a) Minimum - up to 2,500,000 gallons a minimum charge of five thousand five
hundred ($5,500.00) dollars
(b) Overage – all gallons over the minimum of 2,500,000 gallons shall be charged at a
rate of two dollars and twenty five cents ($2.25) per thousand gallons
